City of Edmonds Comment. -1 Provide a letter. from the geotechnical engineer of record showing that he has reviewed and approved the shoring plans for compliance with the geotechnical report. ESNW Response — ESNW .has reviewed the shoring plans included as part of the above referenced Building Permit Submittal package (Sheets SH1 and SH2). ESNW Response - A photo monitoring program document (with requested signatures) has been prepared, and is included as an attachment to this letter. As described in the attached monitoring program document, a photo survey of existing conditions around the site will be completed prior to the beginning of construction. Survey. monitoring points will also be established around the site perimeter (adjacent to proposed shored excavations), and will be surveyed weekly during the mass excavation activities. ' Please see the attached photo monitoring program document for additional details regarding the monitoring program. City of Edmonds Comment 4b — Justify the use of non -pressure preservative treated lagging at "temporary locations". It would seem to .be an invitation for the lagging to rot out, and the geotech report indicated a well compacted backfill without deleterious materials intermixed. ESNW Response - The use of untreated lagging at the locations specified on the shoring plans is acceptable from a geotechnical standpoint. The soldier pile and- lagging system is temporary where untreated lagging is specified. Concrete foundation walls will provide permanent support of the excavation (independent of the temporary shoring structure) and any long term degradation of the timber lagging would be insignificant with respect to the foundation wall performance. The immediate site perimeter along the alignment of the temporaryshoring Wall where untreated lagging %. prbposed will Largely consist of onsite landscaping areas (with the exception of the entrance. drive off 232"d Street Southwest). In our experience, .the settlement potential at the ground. surface associated with long term degradation of the temporary timber lagging is insignificant, and settlement at the ground surface is not expected. In addition, special attention and "close-up" photo documentation of the following shall be acquired: Existing cracks in pavements, sidewalks, and curbs. . Areas of obvious existing settlement or distress of structures (or ground surfaces) around the immediate site perimeter. Survey Monitorinn Prior to thebeginning of construction, survey monitoring points shall be established along the site perimeter where right-of-ways are adjacent to proposed shored excavations. This condition will occur at the south end of the site along 232"d Street SVV. A•minimum of three survey monitoring points (equally spaced) shall be established eight to ten feet back from the proposed shoring wall alignment. A baseline reading shall be acquired prior to the beginning of construction. During the shoring and excavation activities, readings shall be acquired weekly. Following installation of the soldier piles, but prior to excavation activities, survey monitoring points shall be established at the top of every third soldier pile to monitor pile deflections. ESNW Response - The use of untreated lagging at the -locations specified on the shoring plans is acceptable from a geotechnical standpoint. The soldier pile and lagging system is temporary where untreated lagging is specified. Concrete foundation walls will provide permanent support of the excavation (independent of the temporary shoring structure) and any long term degradation of the timber lagging would be insignificant with respect to the foundation wall performance. Services were provided between August 2011 and March 2012. Geotechnical monitoring and testing included the following: Temporary and permanent soldier pile wall installation — An ESNW representative was onsite during the soldier pile wall installation to confirm pile embedment depths and soil conditions. Periodic site visits were also conducted during the excavation and lagging to confirm soil "cut face" stability. Based on our observations, the soldier pile wall installation was completed in general accordance with the approved plans and our geotechnical recommendations. Coordination with project surveyor in implementation of site monitoring program (soldier pile wall / adjacent right-of-ways and existing structures) — Prior to beginning the site earthwork activities, ESNW met with the contractor and project surveyor to confirm frequency and locations of survey points for the site monitoring program. Guidelines provided in the referenced Photo and Survey Monitoring Program Document were reviewed and implemented as applicable. Baseline data (prior to the start of earthwork) were collected on July 19, 2011. Monitoring continued through substantial completion of the earthwork. The last set of monitoring data was collected on December 5, 2011. Periodic visual observations by the undersigned and his representative were also performed as part of the overall monitoring program. Based on the monitoring data and visual observations, excavation related movements were insignificant, and generally within the horizontal and vertical positional accuracy of the surveying instrument (0.02 feet). In this respect, the excavation and soldier pile shoring systems demonstrated good performance. Confirmation of building foundation subgrade and allowable soil bearing capacity — Foundation subgrade soil was observed and tested (as necessary) to confirm acceptable bearing conditions. The building foundation soils were observed to be acceptable for foundation bearing and the design allowable soil bearing capacity of 5,000 psf. Confirmation of slab -on -grade and pavement subgrade stability — Areas of pavement and slab -on -grade subgrade were observed and tested (as necessary) to confirm stability and acceptable support characteristics. The pavement and slab -on -grade subgrade was observed to be acceptable for support of these structures. Compaction testing of structural backfill soils — Compaction testing of structural fill soils was completed as necessary during the earthwork phase of construction. Field density tests were conducted in accordance with ASTM Test Designation D2922 (Nuclear Gauge Method). Two representative soil samples were returned to our laboratory for analysis of the maximum dry density and optimum moisture content in accordance with ASTM D1557-02 (Modified Proctor). Density test results indicated an acceptable level of relative compaction at the tested locations. Based on our observations and testing, and to the best of our knowledge, it is our opinion the earthwork construction was accomplished in general accordance with the approved plans and our geotechnical recommendations. Any surface water that leaves the site would enter the existing storm system along Edmonds Way, and would not be a sediment laden discharge. The development envelope is located along Edmonds Way, and at the base of any surrounding sloped topography. Engineered retaining walls support excavations along the development perimeter where sloping topography exists. In this respect, the development will not decrease slope stability on adjacent properties. a Based on the findings of our original study, soils are comprised largely of competent native advance outwash and glacial till deposits. Overall stability throughout the site and surrounding properties can be characterized as good. Given the observed construction of shored excavations and permanent engineered retaining structures, development related alterations to the site will not impact other critical areas. With respect to design standards related to development within erosion or landslide hazard areas, ECDC 23.80.060 specifies the following: 3. Design Standards. Development within an erosion or landslide hazard area and/or buffer shall be designed to meet the following basic requirements unless it can be demonstrated that an alternative design that deviates from one or more of these standards provides greater long-term slope stability while meeting all other provisions of this title. The requirement for long-term slope stability shall exclude designs that require regular and periodic maintenance to maintain their level of function. The basic development design standards are: a. The proposed development shall not decrease the factor of safety for landslide occurrences below the limits of 1.5 for static conditions and 1.2 for dynamic conditions. If stability at the proposed development site is below these limits, the proposed development shall provide practicable approaches to reduce risk to human safety and improve the factor of safety for landsliding. In no case shall the existing factor of safety be reduced for the subject property or adjacent properties; b. Structures and improvements shall be clustered to avoid geologically hazardous areas and other critical areas; c. Structures and improvements shall be located to preserve the most critical portion of the site and its natural landforms and vegetation; e. Development shall be designed to minimize impervious lot coverage; With respect to the above criteria regarding development within erosion or landslide hazard areas, the following is concluded from the earlier geotechnical study (referenced above), and subsequent observations during the recent earthwork phase of the project: « The development envelope is located along the base of areas of sloping topography, primarily located along the west margins of the development envelope. Excavations along the base of the existing sloping topography utilized engineered soldier pile wall - shoring systems and permanent engineered concrete retaining walls. The engineered retaining structures are designed to support areas of sloping topography. In this respect; stability is not decreased as a result of the development activity. Static and seismic factors -of -safety with respect to slope stability meet (or exceed) the minimum required values of 1.5 and 1.2 (static and seismic, respectively). • To the degree possible, clustering .of structures to minimize disturbance to sloped areas of the property was accomplished. w The structures and related improvements were. located in a manner that minimized alterations to the sloped areas of the site. Where applicable, improvements are "tiered" (or contoured) to conform to existing topography. • The development area is largely located at or near the base of existing sloping topography (along Edmonds Way). In this respect, from a geotechnical standpoint, the most critical landforms consisting of sloping topography and vegetation are preserved. Inspection records shall include: • A daily record to be maintained on site, itemizing the inspections performed. Any nonconforming work shall be brought to the immediate attention of the contractor for resolution. • A weeldy report shall be submitted to the City; detailing the inspections and testing performed, listing any nonconforming work and resolution of nonconforming items. • A final report shall be submitted to the building department prior to the Certificate of occupancy being issued. This report will indicate that inspection and testing was completed in conformance with the approved plans, specifications and approved revisions or addenda, Any unresolved discrepancies must be detailed in the final report. The City approved plan and specifications must be made available, at the jobsite for the use of the special inspector and the City inspector. The contractor shall maintain all daily inspection reports, on site, for review by. all parties. The special inspection functions are considered to be in addition to the normal inspections performed by the City and the contractor is responsible for contacting the City to schedule regular inspections. No concrete shall be poured or other work covered until approval is given by the City inspector. Building Department: The building department shall review any revisions and addenda. The City inspector will monitor the special inspection functions for compliance with the agreement and the approved plans. The City inspector shall be. responsible for approving various stages of construction to be covered and for work to proceed. Design Professionals: The architect and/or engineer will clearly indicate on the plans and specifications the specific types of special inspection required. and shall include a schedule for inspection and testing. The architect and/or engineer will coordinate their revision and addenda process in such a way as to insure that all required City approvals are obtained, prior to work shown on the revisions being performed in the field. Owner: The project owner, or the architect or engineer acting as the owners agent, shall employ the special inspector or agency. ENFORCEi4)ENT A failure of the special inspector or firm to perform in keeping with the requiremenis of the IBC, the approved plans and this document, may void this agreement and the Building Official's approval of the special inspector. Da such a case a new special inspector and/or firm would need to be proposed for approval. A failure of the design ancilor construction parties to perform in accordance with this agreement may result in a STOP WORK notice being posted on the project until nonconforming items have been resolved. The top of the structure elevation was measured to be 390.0 feet. The maximum allowed building height per City Code for the North Building is 390.05'.. On February 14, 2012 our field crew took field survey measurements to ascertain the as -built elevation of the top of the structure for the South Building at the Edmonds Way Apartments project. The results of those field measurements are as follows: As -built top of parapet elevation: 411.55 feet. Maximum top of parapet elevation allowed per plan: 411.64 feet. The as -built elevations were derived using the two bench marks — TBM#1 & TBM#2 - listed on the Cover Sheet - C101 of the "City of Edmonds, Edmonds Way Apartments, 23014 Edmonds Way", civil construction plans dated July 14, 2011 — NAVD88 Datum. On February 14, 2012 our field crew took field survey measurements to ascertain the as -built locations of the foundations for the North Building and South Building. The foundations and finished floors for both buildings were found to be within an inch of their respective design locations for horizontal placement relative to the property lines and finished floor elevation as shown on the approved construction plans.
