• Sound/Noise originating from temporary construction sites as a result of construction activity are exempt from the noise limits
of ECC Chapter 5.30 only during the hours of 7:00am to 6:00pm on weekdays and 10:00am and 6:00pm on Saturdays,
excluding Sundays and Federal Holidays. At all other times the noise originating from construction sites/activities must
comply with the noise limits of Chapter 5.30, unless a variance has been granted pursuant to ECC 5.30.120.

Certificate of Appropriateness
Pursuant to Edmonds Community Development Code (ECDC) 20.45.040.13, prior to the commencement
of any work on a register property, the owner must request and receive a Certificate of Appropriateness
from the Historic Preservation Commission (HPC) for the proposed work.
Findings
1. Scope. Edmonds Community Solar Cooperative is proposing to install solar panel on the roof of the
Frances Anderson Center over several phases of construction. At the completion of the project, solar
panel will cover the entire roof of the 1947 addition on the southern side of the Frances Anderson
Center.
2. Review Criteria. Secretary of the Interior's Standards for Rehabilitation number two and number
nine as codified in 36 CFR 67:
Standard Two: Retention of Historic Character: The historic character of a property shall be retained
and preserved. The removal of historic materials or alteration of features and spaces that
characterize a property shall be avoided.
Standard Nine: Compatible Additions/Exterior Alterations: New additions, exterior alterations, or
related new construction shall not destroy historic materials that characterize the property. The work
shall be differentiated from the old and shall be compatible with the massing, size, scale, and
architectural features to protect the historic integrity of the property and its environment.
3. Significance. The Frances Anderson Center was listed on the Edmonds Register of Historic Places
in October of 2010 under Ordinance No. 3810. Under Ordinance No. 3810, the exterior of the

building was designated as significant. The historically significant features that should be
considered here is the roof, which should maintain its horizontal streamlined appearance to preserve
the Streamlined Modern style.
4. Historic Preservation Commission Review. The City of Edmonds Historic Preservation
Commission reviewed the Frances Anderson Center Community Solar project for consistency with
the Secretary of the Interior's Standards for Rehabilitation cited in item 2 above at their regular
meeting on August H, 2011.
5. Findings.
Standard Two: The installation of the solar panels will maintain the horizontal streamlined
appearance preserving the Streamline Modern style of the 1947 wing of the Frances Anderson
Center.
Standard Nine: The panels will be attached to the roof via a weighted "ballasted" solar panel
racking system and will not destroy any historic materials that characterize the Frances
Anderson Center's historic significance.
Conclusion
The Edmonds Historic Preservation Commission finds that the Frances Anderson Center Community
Solar Project is consistent with Standards Two and Nine of the Secretary of the Interiors Standards for
Rehabilitation and APPROVES the issuance of a Certificate of Appropriateness pursuant to
ECDC 20.45.050 with the following conditions:
1. This Certificate of Appropriateness for Phase I of the Community Solar Project as depicted in the
application materials for building permit number BLD20110571 (Attachment 1).
2. Subsequent phases of the Community Solar Project shall be completed in a substantially similar
manner as Phase I. If subsequent phases result in panels that rise to a height further above the
roof of the Frances Anderson Center than panels installed in Phase I or inverters are installed on
the exterior of the building, the Community Solar Project shall be further evaluated by the
Historic Preservation Commission. If subsequent phases result in installation of panels that are of
lesser or equal height of the panels proposed in Phase I, no further review by the Historic
Preservation Commission is required. City of Edmonds Planning Manager or his/her designee
will determine if subsequent phases are substantially similar to Phase I approved under this
Certificate of Appropriateness
