Jack Murphy’s Tenant Improvements, 109 4 Ave N, Edmonds
On behalf of the Planning Division, I have reviewed the above building permit application.
During review of the subject submittal, it was found that the following information, corrections,
or clarifications need to be addressed. Please respond to the following items, so that I can
complete my review:
Snug
1.: Upon researching what a snug is, it was discovered that snugs are “typically a small,
very private room with access to the bar that had a frosted glass external window.” The
subject property is located within the BD1 (Downtown Business) which specifically prohibits
obscuring the interior form public view from the sidewalk. Specifically,
ECDC 16.43.030.B.10.g states that:
Within the BD1 zone, ground floor windows parallel to street lot lines shall be
transparent and unobstructed by curtains, blinds, or other window coverings intended to
obscure the interior from public view from the sidewalk.
The design guidelines for the BD1 zone further elaborate on the transparent window
requirment. Pursuant to ECDC 22.43.050.B.2, “To qualify as transparent, windows shall not
be mirrored or darkly tinted glass, or prohibit visibility between the street and interior.”
Please indicate whether any window treatments were intended as part of the tenant
improvements associated with Jack Murphy’s, particularly in regard to the snug.
