On behalf of the Planning Division, I have reviewed the above building permit application. During
review of the subject submittal, it was found that the following information, corrections, or clarifications
need to be addressed. Please respond to the following items, so that I can complete my review:
Inconsistent Plans
1.: There are four sets of plans for the proposed deck (one prepared by Jarvis
Design Group, another set that appears to be hand sketched, a third set with the structural
calculations, and elevation views) and each set of plans is a little different. The plans must be
consistent to ensure the deck is compliant with the zoning setbacks. Please submit consistent plans
that clearly show the location of the existing deck and the locations of the proposed deck and roof
lines. The deck must be consistent with the zoning setbacks as indicated in my October 3, 2011
comment letter and reiterated below in item 2.
Setbacks
2.: The subject property is zoned RS-10 (Single Family Residential). Pursuant to Edmonds
Community Development Code (ECDC) 16.20.030, the setbacks for RS-10 are:

The plot plan submitted with the application shows the new deck five feet from the northern property
line, which is not compliant with the proscribed zoning setback of 10 feet for the RS-10 zone.
From historical photos and Snohomish County Assessor information, it appears that the existing deck
was originally constructed in the current location when the residence was constructed. This portion
of the deck is considered nonconforming according to ECDC 17.40.020 and may be reconstructed to
its current location.
All new portions of the deck (including the roof) must comply with the proscribed zoning
requirements in ECDC 16.20. The roof supports must be located at least 10 feet from the northern
property boundary, but according to ECDC 16.20.040.B, the eaves may extend not more than 30
inches into the setback.
Please revise the deck plans so the proposed deck and deck roof are compliant with the required
setbacks for the RS-10 as proscribed by ECDC 16.20.030.
The spiral staircase appears to be a later unpermitted addition. These stairs must be removed and
replaced with new stairs that are compliant with the required setbacks.
