November 20, 2014 comment -Please provide an itemized engineers cost estimate, including
units and unit prices, for both on-site and off-site (right-of-way) improvements, including traffic
control.The City recommends use of the King County Site Improvement Bond Quantity
Worksheet.Please utilize the King County Site Improvement Bond Quantity Worksheet to
complete the estimate.
A bond is required to be placed for all right-of-way improvements. The amount of the bond

will be based on 120% of the City approved estimate for all right-of-way improvements.
The City will inform you of the appropriate bond amount after review of the cost estimate.

STORMWATER REPORT
The following comments are provided from Jerry Shuster, Stormwater Engineer. Please

specific questions you may have regarding these comments.
The original design of the stormwater system for the adjacent Walgreens site took into account development
of this parcel as a bank.The table in section 5.E of the Stormwater Site Plan Report (CG Engineering
January 2015) indicates that the total impervious area will be reduced by 1,766 square feet for the proposed
Starbucks development compared to the bank development.The runoff from the Starbucks site will be
directed to the approved infiltration chamber system for the Walgreens/Bank, therefore, there is no addition
stormwater requirement for the Starbucks site.From a telephone conversation with James Ellis of CG
Engineering on February 13, 2015, the proposed bioretention cell was requested by the client for inclusion in
their LEED certification.
The following are general comments on the design:
Section 5.D of the Stormwater site plan states that the bioretention cell was modeled using an
infiltration rate of 6 in/hr.Since WWHM3 was used to model bioretention cell with the infiltration
trench/bed module, the porosity of 0.4 accounts for the bioretention soil.The infiltration rate should
be the native soil infiltration rate, not that of the bioretention soil mix.Since the Walgreens site used
10 in/hr for infiltration chambers for the native soil infiltration rate, 6 in/hr is conservative, so it is
OK.Also, The use of sidewall infiltration should only be used if slopes are shallower than3:1 and
the “Precipitation Applied to Facility” and Evaporation Applied to Facility” boxes should be checked
in the WWHM3 modeling , since it is an open pond (could not be verified).
Section 5.E of the Stormwater site plan states the project will have0.153 acres (6,655 square feet) of
pollution generating impervious surface (PGIS) area .The table in this section of the report states
there will be 11,124 square feet of PGIS.Please reconcile.
Bioretention cells for treatment have 18 inches of bioretention soil mix not 12 inches.
There have been issues with the bioretention cells on the adjacent PCC property where cars have
gone over the curb into the cell.Consequently, split-rail fences were constructed.The need for such
a fence should be evaluated.
Since the bioretention cell is not required by the City, the designer might consider sizing it for only
the roof runoff.This would shrink its size, possibly reducing the impact on site traffic and may still
help with the LEED certification.
