During review of the subject submittal,it was found that the following information, corrections,
or clarifications wouldneed to be addressed. Our handouts can be found online at the City of
Edmonds web site www.edmondswa.govunder the permit assistance menu.
Please resubmit 3 copies of the revised plans/documents to a Development Services Coordinator. Please
contact me at 425-771-0220 if you have specific questions regarding these plan corrections.
Site Plan:
1.Please remove the utilities from the plan or show only the proposed utilities and label as such.
2.Please remove all erosion control measures and place on the Grading Plan.
Grading, TESC Plan:
1.Please rename the “Grading Plan” to “Grading & TESC Plan”.

2.Please add a haul route plan. Trucks should enter/exit through 76Ave W.
3.Please show the applicable erosion control measures (i.e. silt fence, barrier fences around trees and at
limits of construction, etc.).
4.Per the Geotechnical Report by Liu & Associates,please note on the plans that the silt fence should be
anchored in a trench filled with onsite soil.
5.Per the Geotechnical Report by Liu & Associates, please show a layer of clean 2 to 4 inch quarry spalls
placed over areas offrequent traffic, such as the entrance to the site, as required, to protect the subgrade
soils from disturbance by construction traffic.
6.Please note on the plans that all spoil soils will be hauled off site.

7.Please add the following noteto the plans: “Per the Geotechnical Report by Liu & Associates, Inc.,

8.Please add a note that no construction debris/materials, spoil soils and yard wasteshould be dumped
onto the steep bluff.
9.Please note that special inspections will be required for all erosion control throughoutthis project in
accordance with the Geotechnical Report submitted by Liu & Associates.
Drainage, Utility plan:
General:
1.Please add a generalnotes section (example attached).
2.Please add a construction sequence section(example attached).
3.Please add a note that all stormwater systems will be constructedprior to the construction of any
impervious surfaces.
4.Please rename the “Drainage Plan” to “Drainage and Utility Plan”.
5.Please provide a copy of the easement that allows you to use 16920 Talbot Rd’s property for access and
utilities.
6.Please reference the easement number on the plans.
7.Please note on the plans what surface material will be used for the driveway.
8.Per the Geotechnical Report by Liu & Associates, the driveway subgrade soil shall be treated and
prepared as described in the Site Preparation and General Earthwork section of the Geotechnical Report.
A special inspection will be required prior to paving the driveway.
Utilities:
1.Please show location of allproposedutilities (water, sewer, storm, gas, power, phone, cable)
a.Please add a note to the plans that all new utilities must go underground.
2.Please show the proposed sewer linefrom the main to thehouse.
a.If you intend to re-use the existing sewer lateral, please add the following note:
“If re-using the existing sewer lateral the conditionof the pipemust be verified by City’s Public
Works Dept. Contact Edmonds Sewer Division 425-771-0235”. Please also note that the lateral
must be 6” to re-use.
b.Please show all invert elevations at the cleanouts and at the connection to the main.
c.Please show the 6” cleanout (with 12” cast iron lamphole cover and ½” hexbolts) at the property
line.
d.Please show a cleanout within 2’ of the house.
e.Please note whatpipe material will be used for the sewer.

2.Please show the water service line from the meter to the house.
3.Please note what pipe material and size line will be used as well as noting that tracer wire will be added
to the water service lineif copper pipe is not used.
4.Please note on plans that the water service line will be a minimum of 1” diameter pipe at 160 PSI.
Drainage:
1.Please add a general note on the plans: if rim to invert exceeds 5’ a Type II manhole must be installed.
2.Please provide invert elevations for the roof drains at the house so that proper cover can be verified.
3.Per the Geotechnical Report by Liu & Associates, the water collected by the perimeter footing subdrain
system should be tightlined separately from the roof and surface stormwater drain lines. Please show
where the footing drains will outfall and show that the proposed outfall is consistent with the Geotech
Report.
4.Please provide rim and invert elevations for all catch basins for all inlet and outlet pipes.
5.As noted in the Geotech Report, the preferred option is to discharge collected stormwater to an existing
storm line (either across neighboring private property or to BNSF property).
a.Please statewhy this cannotbe achieved.
b.The City Stormwater Engineer has expressed concerns with full dispersion on this property
given the steep slope.
c.If the plans are revised to show the collected water from the subject property discharging
through the neighboring property or BNSFthe following will be required:
i.Approval letter from neighboring property and/or BNSFand subsequent recording of an
easement,
ii.A downstream analysisprepared by a licensed engineershowing that the additional flows
can be handled inthe existingsystem.
6.Please provide a letter from the GeotechnicalEngineer confirming the proposed stormwater system
(including the release of the perimeter footing subdrain system) complies with the Liu & Associates,
Inc, report dated 9/15/12.
7.If anyinfiltration is to occur on this lot, the Geotechnical Report will need to be revised to include
recent infiltration testing on the subject site. The report relies on testing done on the adjacent site
completed 17 years ago.

REPRESENTATIVE OF ANY DISCREPANCIES.
10. PIPE LENGTHS WHERE SHOWN ARE APPROXIMATE AND MAY CHANGE DUE TO
FIELD CONDITIONS.
11. CONTRACTOR SHALL OBTAIN A COPY OF THE GEOTECHNICAL REPORT
(WHERE APPLICABLE) AND SHALL THOROUGHLY FAMILIARIZE HIMSELF WITH
THECONTENTS THEREOF. ALL SITE WORK SHALL BE PERFORMED IN STRICT
COMPLIANCE WITH THE RECOMMENDATIONS OF THIS REPORT.
12. STRUCTURAL FILL MATERIAL AND PLACEMENT SHALL CONFORM TO THE

MEDIUM DENSE TO VERY DENSE NATIVE SOIL OR COMPACTED STRUCTURAL
FILL.IF SOIL IS DISTURBED, SOFT, LOOSE, WET OR IF ORGANIC MATERIAL IS
PRESENT AT SUBGRADE ELEVATION, REMOVE AND REPLACE WITH COMPACTED
STRUCTURAL FILL PER GEOTECHNICAL REPORT.

17. ALL ROOF DRAINS, PERIMETER FOUNDATION DRAINS, CATCH BASINS AND

18. CONTRACTOR SHALL OBTAIN AND PAY FOR ALL PERMITS REQUIRED FOR

19. AS A MINIMUM REQUIREMENT, ALL DISTURBED AREAS ON AND OFF SITE
SHALL BE RETURNED TO THE EQUIVALENT OF THEIR PRECONSTRUCTION
CONDITIONIN ACCORDANCE WITH APPROPRIATE REQUIREMENTS AND
STANDARDS.
20. ALL DISTURBED SOIL AREAS SHALL BE SEEDED OR STABILIZED BY OTHER
ACCEPTABLE METHODS FOR THE PREVENTION OF ON-SITE EROSION AFTER THE
COMPLETION OF CONSTRUCTION. SEE EROSION CONTROL PLANS FOR SPECIFIC

21. THE CONTRACTOR SHALL KEEP OFF-SITE STREETS CLEAN AT ALL TIMES BY
SWEEPING. WASHING OF THESE STREETS WILL NOT BE ALLOWED WITHOUT
PRIORAPPROVAL.
22. THIS PROJECT IS NOT A BALANCED EARTHWORK PROJECT. BOTH EXPORT
AND IMPORT OF SOIL AND ROCK MATERIALS ARE REQUIRED.
23. SLOPE OF FINISHED GRADE SHALL BE CONSTANT BETWEEN FINISHED
CONTOURS OR SPOT ELEVATIONS SHOWN.
24. FINISHED GRADE SHALL SLOPE AWAY FROM BUILDING WALLS AT MINIMUM
5%SLOPE FOR A MINIMUM DISTANCE OF 10 FEET.
25. CONTRACTOR SHALL BE RESPONSIBLE FOR AND SHALL INSTALL AND
MAINTAINSHORING AND BRACING AS NECESSARY TO PROTECT WORKERS,
EXISTINGBUILDINGS, STREETS, WALKWAYS, UTILITIES AND OTHER EXISTING
ANDPROPOSED IMPROVEMENTS AND EXCAVATIONS AGAINST LOSS OF GROUND
