During review of the above notedapplication, it was found that the following information,
corrections, or clarifications are needed. Please redline plans or submit three (3) sets of revised
plans/documents with a written response to each of the items below to a permit coordinator.
City of Edmonds handouts, standard details and development code can be referenced on the City
website.
GENERAL
1.Please provide an itemized engineers cost estimate, including units and unit prices, for both on-
site and off-site (right-of-way) improvements,including traffic control.The City recommends
use of the King County Site Improvement Bond Quantity Worksheet.
A bond is required to be placed for all right-of-way improvements. The amount of the bond
o
will be based on 120% of the City approved estimatefor all right-of-way improvements.
The City will inform you of the appropriate bond amount after review of the cost estimate.

Inspection fees for this project will be calculated at 2.2% of the 120% City approved

estimate for all improvements.
2.Please submit a traffic control and haul route plan for review and approval.TCP should address
temporary sidewalk closures as well as work within Edmonds Way. A lighted arrow board will
be required for lane closures in Edmonds Way.
3.Please revised plans sheets to include a City of Edmonds approval block:

4.Plans provideinformation on signage for the site, butthis aspect of the project is being dealt
with under separate review and approval. Please clearly note on plans that signage is shown for

5.As noted in my email yesterday, WSDOT has recently weighed in on theWalgreens project just
east of this projecton Edmonds Way and has required separate permit approval for the
pavement restoration in Edmonds Way. Please contact Steve Benenati at 206-440-4915 or
benenas@wsdot.wa.gov
to confirm whether they will require a permitfor the subjectproject.
6.The email sent yesterday also discussed the possibility of OVWSD requiring connection to their
sanitarysewer system as the existing property is served by their district. Please confirm that
OVWSD is acceptant of the proposal to connect the new sanitary sewer line to the Edmonds
main line that runs along the SE property line. I’d be happy to participate in any conversations
or meetings that may be needed to sort through this.

Page 4, Minimum Requirement #2: Since this is Large Site Project, a Construction General
Stormwater Permit is required from the Department of Ecology.The Stormwater Pollution
Prevention Plan (SWPP) should be prepared using Ecology’s most recent guidance and
submitted as separated document to the City for our files.Also, on Page 15, change “City of
Bremerton” to “Department of Ecology and the City of Edmonds.”
Page 4, Minimum Requirement #4: The 36-inch diameter stormwater line on SR 104 is
owed by the Washington State Dept. of Transportation, not the City of Edmonds. A permit
will be required fromWSDOT to connect to the exiting manhole.
Page 5, Minimum Requirement #6: The author should use the procedures in Chapter 4,
Volume 1 or the 2005 Ecology Stormwater Management Manual for Western Washington,
to show how runoff treatment best management practices were selected for the site.Note
that the Contech stormfilters can double as pre-treatment for the infiltration system and for
basic treatment.See modeling comment under Minimum Requirement #7 regarding
stormfilter sizing. Also, specify the media to be used in the Contech stormfilters.

modeling:
The modeling needs to use “Puget Sound 36” precipitation files per Edmonds

Stormwater Code Supplement Section 4.7.3.1.Re-run and resize infiltration facility,
if necessary.Also recheck the WQ design flow rate using the new precipitation file.
Side slopes on trench should be zero (vertical).
o
Effective total depth should be 5.1 feet to account for overflow.
o
Please also complete and return the attached erosion potential form.

SHEET CVR-1–COVER SHEET
1.Revise Fire Department reference to state Fire District 1 instead of City of Edmonds.

SHEET CVR-2–CITY STANDARD NOTES
1.General Note #2: Please revise to reference 2012WSDOT Standard Specs.
2.Construction Sequence Notes:
#1. Revise to also state: Call for required inspections 24-hourse in advance.
#13. Revise to state “Stabilize and compost amend all exposed soils prior to revegetation of
entire site.
SHEET D-1.0–DEMOLITION PLAN
1.Revise Key notes to include the following underlined verbiage:
#1. “See MEP Plans for buildingconnection locations.”
#8. “… and cap as necessary at on-site structure if not removed and nearest downstream
structure in City ROWper local code”
#9. “… and cap as necessary per local code at property line.”
2.Add notes indicating the following:
a.Sidewalk and asphalt drive surfaces shall be maintained to the maximum extent possible
up until the point of replacement.
b.Safe pedestrian travel shall be maintained along sidewalk throughout project. Refer to
traffic control plan for temporary closure plan.
3.Call out in plan view the specific infiltration area that shall be preserved and protected
throughout the project.
SHEET D2.0 –TESC PLAN
1.The sediment trap spillway flows to an existing on-site CB, but the plans do not indicate where
this basin flows to. Please revise to include this additional information.
2.Revise to include tree protection measures for trees to remain along NW property line. You
might consider using orange silt fence to provide both TESC and barrier protection.
3.Please show nearest downstream catch basin NW of the site in Edmonds Way. This CB shall
also have inlet protection during construction.
4.Please show silt fence, waddle placement, etc. along Edmonds Way frontage in between the
proposed interceptor swale and the sidewalk.
5.Revise construction entrance note to call state “entrance” instead of “fence”.
6.Add note that existing asphalt drive shall be maintained at connection to existing sidewalk on
Edmonds for as long as possible.
7.Sequence of Construction: Combine withthe sequence provided on sheet CVR-2.
SHEET D-2.1–TESC NOTES AND DETAILS
1.Revise or clarify General Erosion Control Notes as follows:
#4: Please revise to include the underlined section -“the designated temporary erosion and
sedimentation controlcontact person …”. In addition, please indicate where this contact
persons’ information is provided on the plans.
#16: Please strike “rockeries or other”. The city does not issue permits for rockeries. Our
regulations provide certain prohibitions only. For a list of prohibitions please refer to Edmonds
Community Development Code 18.40.020.

SHEET C-1.0–SITE IMPROVEMENT PLAN
1.Please provide a cross section through the nearest travel lane, landscape strip, sidewalk,
retaining walland drive aisle.
2.Please confirm that the drive aisle will not place a surcharge on the proposed retaining wall
along the property frontage. If the retainingwall does support a surchargeit will need to be
designed by a licensed engineer and structural calcs will need to be submitted to the City.
3.Please revise sidewalk along frontage to show the sidewalk continuous at one level consistent
with WSDOT standard detail F-80.10-02 instead of ramping at each approach.
4.Please revise theSite Key notes as follows:

Sheet C1.1 –SITE AND PAVING NOTES AND DETAILS
1.Please revise site note #12 to include requirements for compost amended soils consistent with
Code requirements/Stormwater Supplement.
2.Please revise General Note #1 to also state WSDOT if in fact WSDOT requires you to obtain a
permit.
3.Please reviseGeneral Note #12 to state Engineer of Record instead of Engineering.
4.Please refer to the document provided below that isaddressed to Mr. Scheg. The detail
provided within is what WSDOT required for the Edmonds Way pavement sectionreplacement
in frontof theWalgreens project. Assuming WSDOT will require a permitor the samewith
this project, I would ask that you incorporate this detail into your plan set andreference it for the
2-footsection of pavement that will be removed and replaced beyond the face of the curb/gutter.
Sheet C-1.2–SITE DETAILS
1.Thereinforced wall section detail shows a drain pipe with outlet at the front of the wall. This
configuration would cause the stormwater to outlet at the sidewalk and is not acceptable. Please
revise plans and details as needed to show any drain pipe behind the wall as being connected to
a piped storm conveyance system (not flowingto the infiltration gallery unless approvedwith
stormwater design.)
Sheet C-1.3–SITE DETAILS
1.Please remove standard detailsE2.8 and E2.15and replace with WSDOT details as noted under
Sheet C-1.0 comments above.
SHEET C-1.4–SITE DETAILS
1.Please remove standard details E2.22 and E2.27.2 and replace with WSDOT details as noted
under Sheet C-1.0 comments above.
SHEET C-1.5–DRIVE-THRU PLAN
1.Note1F states the side by side drive-thru is to be 14’minimum,but Sheet C-1.0indicatesthis
specific section tobe a minimum 22’in width. Please revise accordingly.
2.Under optional features note 1C, please revise to include reference to Sheet C-1.8 for
installation requirements.

SHEET C-2.0–GRADING AND DRAINAGE PLAN
1.Whereinvert elevations are shown in the structure schedule, please confirm that if only one i.e.
is providedthat the i.e. applies to inlets and outlets.
2.Please provide additional information(details, etc.) related to the installation of structure #19.
Due to the size of the main line, this will need to be a saddle manhole.
3.Pipe run 17 is shown to be DIP –please confirm DIP will be used as this section appears to have
more than 2-feet of pipe cover.
4.Please confirm whether footing drains will be installed with this project or not. If theywill be
installed, please showpointof connection downstream of theinfiltration galleryor indicate in
thestorm drainage report that connection at this location would be acceptable.
5.Please show power, phone and gas utility locations.
6.Structure 7 should not be in the trash enclosure for source control purposes.Moving to the
northwest to an area adjacent to the parking island could be a better spot.
7.The roof drain line should connect to a structure for better maintenance access rather than a wye
on the infiltration pipe.
Sheet C-2.1–GRADING &DRAINGE NOTES AND DETAILS
1.Stormdrainage note#4 refers to the use of reinforced concrete pipe when less than 2-feet of
cover is provided. Please revise to callout DIP consistent withwhat is shown on the plans.
2.Please clarify storm drainagenote #11 –I’m not sure what is being stated here. Storm basins
should not be channeled.
3.If footingdrains are to be installed, please provide note regardingconnection under storm
drainage notes.
Sheet C-2.3–DRAINAGE DETAILS
1.Revise detail 1 as follows:
a.Elevations of the top and bottom of the rock trench and the invert of the infiltration pipe
should be shown.
b.The specification for the infiltration trench rockshould be WSDOT 9-03.12(5) -“Gravel
Backfill for Drywells”.
Sheet C-3.0–WATER PLAN
1.Include approval block for Olympic View Water and Sewer District.
2.Provide additional informationrelated to service connections at main line in Edmonds Way.
The 36”storm mainappears to be located just north of the water main and it is unclear whether
thrust blocking is an appropriate restraint at this location.

1.Please provide a landscape irrigation plan. Irrigation system shall be located on private property
unless a separate encroachment permit is obtained.

Department. Prior to final acceptance provide the City Cross-Connection Control Specialist with a copy
of the backflow test report. Test reports can be faxed to 425.744.6057 or e-mailed to
