During review of the above noted application, it was found that the following information,
corrections, or clarifications are needed. Please redline plans or submit three (3) sets of revised
plans/documents with a written response to each of the items below to a permit coordinator.

GENERAL
July 9, 2013–Thank you for providing a cost estimate. Please revise as follows:
1.
In addition,please provide a cost estimate for all landscaping and irrigation. Please
breakdown raingarden landscaping separate from general site landscaping. A
performance bond will be required for therain garden landscaping.
a.Include filter sock catch basin protection
b.Revisefrontage improvement quantities to reflect that portion of thesidewalk, curb
and gutter that may be replaced as determined by the City inspector.
c.Revise asphalt cut, demo & restoration quantities to also reflect the entire frontage as
well as the anticipated utility patcheswith the water and storm connections.
d.Revise sidewalk to reflect 5 ½”thick concrete and 6”thick through driveway
approaches.
e.Include catch basin that may beinstalled in City ROW.
f.Include yard drains
g.Include beehive grates
h.Please confirm 12”pipe quantities, which appear to be closer to 850lf.
i.Revise parking lot surfacing to reflect porous concrete and ACP surfaces as well as

6/11/2013 comment -Please provide an itemized engineers cost estimate, including units and
unit prices, for both on-site and off-site (right-of-way) improvements, including traffic control.
The City recommends use of the King County Site Improvement Bond Quantity Worksheet.
A bond is required to be placed for all right-of-way improvements. The amount of the bond

will be based on 120% of the City approved estimate for all right-of-way improvements.
The City will inform you of the appropriate bond amount after review of the cost estimate.

Inspection fees for this project will be calculated at 2.2% of the 120% City approved

July 9, 2013 –Response comments state WSDOT has given approval via email. Still

6/11/2013 comment -A separate permit shall be obtained from WSDOT for work within the
state highway.
July 9, 2013 –Response comments state OVWSD has approved the plans. Please submit

copies of plans with approval signature.
6/11/2013 comment -The proposed water and sewer systems fall under the jurisdiction of the
Olympic View Water & Sewer District. Separate review and approval is required by the
District. Upon approval of the water and sewer plans, please submit 4 copies to the City for
inclusion in the final permit plan set.

STORMWATER REPORT
The following comments from Jerry Shuster, Stormwater Engineer, were provided to you via

comments.
All previous comments for the Stormwater Technical Report have been resolved except for:
1i, Stormwater treatment selection–
The report should describe the process of selecting the runoff treatment requirements
o
and describe how the selected treatment train meets those requirements. It appears

that the treatment train is appropriate, just not explained wellin the report.The
Baffles in the vault are a good substitute for the downturned +90’s in the CBs,
however it is not discussed where the site is a high use site requiring more robust oil
enclosed
control.See excerpt from the Swedish Cancer Center drainage report
approved last year by the City.The site is located north of this site on Highway
99.Please use similar language in the CHC drainage report.
1m, rain garden modeling parameters versus what is shown in the drawings–
The north rain garden is modeled as 38.1 feetx 38.1 feet or 1,452 square feet of
o
surface area. Measuring the bottom area from sheets 4.0 and 5.2, this reviewer
measures approximately 1,100 square feet.Please reconcile.
In the ‘Stormwater Drainage Structure Information” table, CB04N has a note that
o
says “Set rim 6” above RG grade” for the outlet.The model has a value of 0.75 ft
for the riser height which is defined as the distance from the top of the rain garden
soil top the outlet rim.Please reconcile.
Sheet 5.5, Detail 2 shows a distance of 6” between the top of the rain garden soil and
o
the rim of the outlet for the west rain garden.The model uses 0.6 ft for this
parameter.Please reconcile.
New Comment:
Sheet 5.0 –The location of CB06N and CB06S in the driveway areas are of concern in
regard to runoff bypass.It is acknowledged that these areas will have porous concrete so
runoff should be less than impermeable concrete, however, the slopes of the areas tributary
to these CBs are relatively steep and the flow paths for the generated runoff does not appear
to intersect these inlets.Options include re-grading these driveway areas with more of a
crown and adding CBs to catch the runoff along the curbs or put in a large strip drain across
the driveways, or another designthat best routes the runoff to the vaults.
