I have Thank you for submitting a building permit application for an addition at 6804 161 reviewed the above building permit application for the Planning Division and it was found that the following information, corrections, or clarifications will need to be addressed before the Planning Division review can continue. 1. Geotech Report: The geotechnical report submitted is dated August 10, 2012 and does not address the critical areas ordinance – specifically, ECDC 23.40.160 (review criteria) and ECDC 23.80.070.A.2 (alterations to geologically hazardous areas). Please submit a memo from the geotechnical engineer that addresses the following items. I will then be able to issue my critical areas “decision” on this project and sign off. ECDC 23.40.160 Review criteria. A. Any alteration to a critical area, unless otherwise provided for in this title, shall be reviewed and approved, approved with conditions, or denied based on the proposal’s ability to comply with all of the following criteria: 1. The proposal minimizes the impact on critical areas in accordance with ECDC 23.40.120, Mitigation sequencing; 2. The proposal does not pose an unreasonable threat to the public health, safety, or welfare on or off the development proposal site; 3. The proposal is consistent with the general purposes of this title and the public interest; 4. Any alterations permitted to the critical area are mitigated in accordance with ECDC 23.40.110, Mitigation requirements; 5. The proposal protects the critical area functions and values consistent with the best available science and results in no net loss of critical area functions and values; and 6. The proposal is consistent with other applicable regulations and standards. ECDC 23.80.070.A.2. Alterations. Alterations of an erosion or landslide hazard area and/or buffer may only occur for activities for which a hazards analysis is submitted and certifies that: a. The development will not increase surface water discharge or sedimentation to adjacent properties beyond predevelopment conditions; b. The development will not decrease slope stability on adjacent properties; and c. Such alterations will not adversely impact other critical areas; Please submit a written response to the above, along with any revised plans to your Permit Coordinator: Linda Thornquist.
