WNS Murals Work, Inc. 9500 Roosevelt Way NE 22310 95th PI West Seattle, WA 98115 Edmonds, WA 98020 Design Review Process Design review for signs is considered a Type I decision subject to the requirements of Edmonds Community Development Code (ECDC) 20.01.003 and reviewed in accordance with ECDC 20.60.015.C. Analysis: 1. Location. The proposed mural is located within the Firdale Village Mixed Use (FVMU) zone. The proposed mural will be located in the eave of the eastern facade of the Caravan Kebab restaurant located at 9711 Firdale Avenue. The mural is also subject to the design review standards for Firdale Village as contained in ECDC 22.100. 2. The Comprehensive Plan identifies the site as Neighborhood Commercial. The proposal consistent with the following goals and policies from the Comprehensive Plan: a. `Allow a variety of architectural styles while encouraging public art and sustainable development practices that support pedestrian activity and provide for appealing gathering places" (Neighborhood Commercial Goals, page 75). b. "Use graphics/symbols to reduce the need to have large letters" (Design objectives for signs, page 96). 3. The mural satisfies the intent of ECDC 22.100 specifically: a. Blank walls without visual or architectural interest shall be avoided. (ECDC 22.100.020.13.3.c) b. Signage must be of high quality of design and materials... (ECDC 22.100.060.13.1) c. Signage shall be design as an integral element of the building architecture. (ECDC 22.100.060.B.3) d. Signage shall make a positive contribution to the overall visual character of the streetscape. (ECDC 22.100.060.B.4) 4. Sign type. The murals are considered wall graphics and wall graphics are conditionally permitted sign types in neighborhood commercial zones. Review criteria for murals are contained within ECDC 20.60.015.C.3: Page 1 of 2 a. Quality of the materials used to create the artwork. Materials should be resistant to fading; no fluorescent paints: All three murals will be painted using Nova acrylic paint and products. Nova employs a tough, durable, 100% acrylic resin suitable for use outdoors. The mural will also be treated with a clear top coat to protect against dampness, fading due to UV rays or weather damage. No fluorescent paints are proposed for any of the murals. b. Durability and permanence, including ability to withstand age, vandalism and weathering. Consideration should be given to anti -graffiti coating: The mural will be painted using Nova acrylic paint and products. Nova employs a tough, durable, 100% acrylic resin suitable for use outdoors. The murals will also be treated with a clear top coat to protect against dampness, fading due to UV rays or weather damage. The Mural Works, Inc. will be responsible for any touch ups or repairs required over time. c. Compatibility of the artwork with architectural elements, other elements of the street, and adjacent structures. Compatibility shall be determined by relationships of the elements of form, proportion, scale, color, materials, surface treatment, and size and style of lettering. Lettering shall be minimized, but may be considered for inclusion when necessary to the artistic content. The mural is compatible with the character of the building on which it is being placed as well as the Firdale Village streetscape. No letter is proposed with the mural. Decision: Based on the facts and conclusions of this report, staff finds that the design review for BLD20130888 is APPROVED. reviewed the application for compliance with the Edmonds Community Development Code. Lien, Plairning Division Date Appeals: The decision of the staff on any design review application containing a mural or art as wall graphic may be appealed to the city council pursuant to the procedures established in Chapter 20.06 ECDC.
