I have reviewed the above building permit application for the Planning Division and it was found that the following information, corrections, or clarifications will need to be addressed before the Planning Division review can continue. 1.Site plan. The site plan needs to be a “true and accurate” representation of the property. I’m enclosing a site plan that I found in thefile from 2002 that you may want to reuse to suit this project. The site plan that was submitted does not match the old plan. Please take a look at both plans and revise as necessary(keeping the topography, which is helpful).The new site plan should showall existing and proposed structures. If a structure is not currently permitted (for example, the deck and wall) then please re-label these “proposed” instead of “existing”so we can keep things clear on our end of the review. 2.Deck permit. I thoroughly searched through our records and don’t see any indication of an approved deck permitor any permits for the retaining wallor fence.If you have such records, please supply them. The “existing”deck, wall, and fencewould have required a permit to construct, because they arelocated within a landslide hazard area, near a stream, and within a mapped Washington State Department of Natural Resources “seismic hazard” area. Please contact your Permit Coordinator, Linda Thornquist, about amending the scope of work for this permit to include the permitting of the deck,retaining wall, and fence. 3.Critical areas–geotechnical report. Because critical areas exist on and adjacent to the property, a geotechnical reportaddressing specific code criterion is required. Thank you for submitting a thorough report by HWA that addresses several issues related to fixing the structures inthe landslide hazard area. We’ll need some additional information, however, in order for the report to meet the requirements contained in the critical areas ordinance. Generally,the report will need to analyze the proposal of having the deck, wall, and fence within the slope to begin with.For our records, it will need to discuss the required buffer from the top of the slope (and determine if it is going to be “ok” to alter the slope–which apparently already took place).Specifically, all of the criteria under ECDC 23.80.070.A will need to be reviewedand addressed for compliance, including the alteration of the slope and design standards.Also see ECDC 23.40.240 for information needed for unauthorized critical areas alterations. Because the proposal takes place near a stream, a report by a biologist is required to classify the stream, which will determine the standard stream buffer width. If the proposal is closer to the stream than would normally be allowed, the biologist would then need to determineif the buffer width could be reduced accordingto ECDC 23.90.040.D.2. See ECDC 23.90.040.D.1 for standard stream buffer widths.Basically, we need confirmation by a qualified professional (defined in ECDC 23.40.320) asto which “type” of stream this is as it crosses the property (Type S, F, Np, or Ns)and if any buffer enhancement is required. It looks as though the 2002 building permit was not only for work on the east side of the property but also prior to the adoption of our critical areas ordinance in 2005, which probably explains why I can’t find any critical areas reports on file.
