Pursuant to Edmonds Community Development Code (ECDC) 20.45.040.13, prior to the commencement
of any work on a register property, the owner must request and receive a Certificate of Appropriateness
from the Historic Preservation Commission (HPC) for the proposed work.
Findings
1. Scope. Add cedar shakes to the lower portion of the north facade.
2. Review Criteria. Secretary of the Interior's Standards for Rehabilitation number two and number
five as codified in 36 CFR 67:
Standard Two: The historic character of a property shall be retained and preserved. The removal of
historic materials or alteration of features and spaces that characterize a property shall be avoided.
Standard Five: Distinctive features, finishes, and construction techniques or examples of
craftsmanship that characterize a historic property shall be preserved.
3. Significance. Reliable Floor Coverings (I.O.O.F. Hall) was listed on the Edmonds Register of
Historic Places in December of 2008 under Ordinance No. 3714. Under Ordinance No. 3714, the
exterior of the building was designated as significant.
4. Historic Preservation Commission Review. The City of Edmonds Historic Preservation
Commission reviewed the Historic Preservation Commission for consistency with the Secretary of
the Interior's Standards for Rehabilitation cited in item 2 above at their regular meeting on
September 12, 2013.
5. Findings.
Standard Two: The overall historic character of the property will not be altered by the addition of
cedar shingles. The lower level of the northern facade (prior to shingle installation) did not appear to
be original. No historic materials are being altered as a result of the project.

Standard Nine: No distinctive features or finishes are being covered by the addition of the
shingles.
Conclusion
The Edmonds Historic Preservation Commission finds that the addition of cedar shingles is consistent
with Standards Two and Five of the Secretary of the Interiors Standards for Rehabilitation and
APPROVES the issuance of a Certificate of Appropriateness pursuant to ECDC 20.45.050.
