The Fire Department provides the following comments and corrections in accordance with the 2012
International Fire Code and Edmonds Community Development Code Title 19 for hospital
emergency care facility (I2) occupancy.
1. C2.00-A0.21Snohomish Fire District 1 requests preconstruction meeting to clarify ingress &
egress for emergency aid apparatus, emergency room access, continuity of operations, and
emergency fire response.
2. C2.00-M1.01 Tank removal permit required for abatement & replacement of existing
underground fuel tank(s).
3. Doublecheck assembly is located interior MECH ROOM 0186.000. DCDA is not specified on
civils. Fire Connection Permit will be required. Provide model and type for WQ approval. Also,
WQ must approve the location interior, given the 50 length of the supply pipe from main to
DCDA. Contact Linda McMurphy, 425.771.0235. (see 18a)
4. C5.10, C5.14-.15 Retention pipe in emergency apparatus lane at south shall meet the live loads
of fire apparatus traffic.
5. A1.01-A1.02 Show calculations and paths for egress. Are elevators intended to be used as
component of egress?
6. A1.01-A1.02 Show calculations for establishing refuge areas and call out on plans IBC
407.5.1.
7. Rooms are called out for PATIENT RM and EXAMINATION only. Are any sleeping rooms within
scope of project? If so, indicate locations, and patient load calculations. IBC 407.4.3.5.
8. Callout installation of carbon monoxide alarms, where required.
9. A2.01A & A2.01C Location of AFTER HOURS SECURITY GRILLE match line G.5-5.0 is
unclear, please clarify.
10. A1.02 & E2.02A Provide exit signs for egress from SHELL SPACE 2A & 2B.

11. Post address at north end of east and west elevations, scaled to existing buildings on campus.
12. M5.01A Is generator diesel- or natural gas-fueled?
13. M1.01 Is O2 control valve provided for (exterior) control of supply line?
14. M1.01-M3.01B-M7.04 Regarding oil and O2 separation note, there is existing diesel generator in
lower existing mechanical room near Emergency Room. O2 comes in building at lower
mechanical room. Are these separate spaces?
15. It appears fire detection will consist o
alarms. Please clarify design for assist in fire alarm permit and building permit reviews. IBC

16. Can INTERSTITIAL SPACE be accessed for maintenance or other purpose, and what purpose?

b. Magnetic hold-opens, where provided, shall be connected to building fire alarm.

18. Required permits/submittals include:
a. Fire Connection Permit (CIVIL UTILITY and PLUMBING series)
Callout Fire Connection Permit (FCP) on building plans, OR callout and detail fire
protection supply on civil engineering plans. Fire connection permit is required for the
installation of the underground supply for your fire protection system and to de-conflict
utility work. Underground design must be stamped by registered PE or a Level III (WA)
fire sprinkler contractor AND the installer must also stamp the plans. The installer must
prinkler contractor licensed by the State. Provide
three copies of plans showing all valves, vault location, post indicating valve, fire
department connection and piping to include size and material, hydraulic calculations,
thrust blocking with calculations, pipe bury depth and any and all other materials used
and their fire protection listings. RCW 18.160.070 / RCW 18.27.110
b. Fire Sprinkler System Permit (M6 series)
i. Callout Fire Sprinkler System permit IFC 105.7.1. Automatic sprinkler is required
throughout all occupancies in building. Standpipes may be included in sprinkler
scope & design.

c. Distributed Antenna System (DAS) Permit (LOW VOLTAGE and TELECOM series)
i. (TELECOM) DAS for emergency responder mobile radio coverage will require
building permit and approval. Wired communications are not acceptable means of
emergency communications. Reference IFC 510 for permit and technical
requirements, system design, installation requirements and acceptance testing,
when DAS requirement is determined. Review and concurrence will also be
provided through Snohomish Emergency Radio System (SERS).
d. Fire Alarm Permit (LOW VOLTAGE series)
i. Automatic fire alarm system is required for purposes of off-site sprinkler system
monitoring, smoke-detected egress, and local alarm audible/visual notification
and exterior audibility.
e. Tank Decommissioning/Installation Permit
19. Regarding fire suppression/detection systems design:
a. Collocate fire alarm control panel (FACP) in fire sprinkler riser room.
b. Provide fire alarm enunciator at building entry.
c. M2.014 KEYNOTE 16 note Fire Department Connection provides 4 Storz connector with
30 degree angle.
d. Your fire protection systems underground contractor, sprinkler designer and installer are
required to be licensed by Office of the State Fire Marshal for that work.
e. Gypsum--
eliminating required sprinkler at top of shaft.
f. I2 occupancy requires Quick Response or residential sprinklers.
20. Provide minimum rated 2A:10B:C portable fire extinguishers in accordance with NFPA 10.
21. Provide Snohomish County FD#1 Knoxbox, located at exterior entry to MECH ROOM 0186.000.
