Westfall 425.771.0213 nd Subject:BLD2014-0074 New Edmonds Post Office, 130 2 Av S N REV 1-CORRECTED This Review is conducted in accordance with 2012 IFC and Edmonds Community Development Code. 1) Sheet G0.04 BUILDING CODE SUMMARY: FIRE PROTECTION & Sheets A8 Unit Plans series RCP NOTES callout Carbon monoxide alarms required. IBC 908.7 2) Sheets A2.03 and A10.02: “TYP RATED WINDOWS AS REQUIRED” (305&306). a. Call out all windows meeting this requirement and update the window schedule. It is unclear where this feature is typically applied, and if other levels facing courtyard are under same design. b. If “typical” is to requirements of IBC 1019.2 Exception (and FR shutter installation), windows for units 305, 306, 314, 406, 414 should all apply. c. Show how to preserve the constraints for emergency escape and rescue in IBC 1029 from the bedroom windows where the shutter installation applies, or provide alternative method to meet needs of building protection and escape- ability. 3) Sheet G0.03 Second Floor LOBBY. In discussion with building official, we don’t consider the lobby as A3 occupancy, nor feel it functions as such and with a restrictive factor of 15 sf per person. Reclassify the lobby occupancy as R2 and apply a 50 sf per person factor, similar to (Library Reading Room) from Table 1004.1.2. Total occupant load for LOBBY is now 16, recalculate occupant load for floor. 4) Sheets A2.00-A2.05 and A3.11 Correct directional arrows at section match line G.0 (ref 2-A3.11) and de-conflict Section B-B. Sheet A2.02 shows TRASH ROOM, sheet A3.11 shows ELECTRICAL. 5) Sheets A2.00-A2.05 Delete section reference at match line 3.1, ref 2-A3.13 is a dead- end reference or is at another location. 6) Sheet A2.00 GENERATOR. a. For what function is the generator? Will back up power be used for elevator evacuation per 3008 and what allowances are you applying with that? b. Provide specifications for generator, fuel type, and fuel quantity stored. City of Edmonds Office of Fire Marshal   7) Sheet A2.01 CORRIDOR 109 doors and construction require 0.5 hr FR rating and must terminate at an exit. Redraw CORRIDOR or show how it complies with IBC 1018. Corridor extends also to ELEVATOR LOBBY this level. 8) Sheet A2.02 Label CORRIDOR 225 and STAIR 1 doors. 9) Sheet A2.02 Callout shaded square at match line 5H. 10) Sheets A2.02 and A6.03 Add second handrail at the wide portion of stairway at the southwest corner of the courtyard per IBC 1009.15. 11) Sheet A2.01 Callout SPRINKLER RISER ROOM requires heated space > 40 degrees F. 12) Sheet A2.01 Is Post Office intent to fence entire LOADING DOCK area? 13) Sheet A3.01 Post address on frontage with letters minimum 6” on contrasting background. 14) Sheet A4.01 garage ramp shows 8’2” clearance for vans. Take in account lower dry sprinkler piping in unheated garage spaces for vertical clearance in garage drive aisles. 15) Sheet A5.22 Building opening protectives will require window shutters to be connected to building fire alarm system. 16) Sheet A6.01 Add discharge barrier at level 2 on down tread. 17) Sheets A8 UNIT PLANS series RCP NOTES. Delete 907.5.2.3.4 reference that applies to visible notification appliances tied to the building fire alarm system and not the unit smoke alarm installations. Fire marshal will review these capabilities under deferred fire alarm permit. 18) Sheet A8.08 RCP Move SD out of closet to LIVING AREA. 19) Sheets A8.16, A8.16A & A8.22 RCP Add SDs in BEDROOMs and opposing entry areas. 20) Sheets A8.18-A8.21 Although units 101-104 are contiguous living space across first and second floors, provide additional SD on first level at corridor entries to hasten area alert to smoke conditions from fire. 21) Sheet A9.06 Under what conditions will exhaust fan operate? 22) Sheet A10.01 UNIT DOOR schedule call out 20 min smoke- and draft-assemblies where serving CORRIDORS. 23) Fire marshal does not find references to exit lighting or emergency illumination, or fire extinguisher installation on plans. 4/22 Note: please provide copy of electrical plans to City who is not the electrical authority. 24) Provide permanent KNOX BOX at exterior for after-hours FD access. Visit www.knoxbox.com for preauthorization from Snohomish County FD#1. 25) Reminders for fire protection design: a. collocate fire alarm control panel in SPRINKLER room and provide FA enunciator in RESIDENTIAL LOBBY. b. Sprinkler system valve(s) will be electrically supervised by fire alarm.
