During review of the above noted application, it was found that the following information,
corrections, or clarifications are needed. Please redline plans or submit three (3) sets of revised
plans/documents with a written response to each of the items below to a permit coordinator.

5/7/2014 –Thank you for providing a cost estimate. A general review of the estimate has

been completed and a more refined review will take place with the final plan submittal.

3/11/2014 comment -Please provide an itemized engineers cost estimate, including units and
unit prices, for both on-site and off-site (right-of-way) improvements, including traffic control.
Please use the King County Site Improvement Bond Quantity Worksheet.
A bond is required to be placed for all right-of-wayand stormwater improvements as well as
o
erosion control. The amount of the bond will be based on 120% of theCity approved
estimate of the improvement cost. The City will inform you of the appropriate bond amount
after review of the cost estimate. Bond forms can be obtained fromPermit Coordinators

Inspection fees for this project will be calculated at 3.3% of the 120% City approved

5/7/2014 –Thank you for submitting a haul route plan. Please incorporate this plan into

3/11/2014 comment -Please submit a traffic control and haul route plan for review and
approval. Individual plans shall be provided for all elements of work to be completed both in

2Ave and Bell Street.
5/7/2014 –Response comments state there were no further changes to the traffic analysis.

The traffic analysis, however, states “the existing 8,632sf US Post Office will be retained
with the proposed development. No new trips are forecast to be generated by the existing
post office land use.” There is an existing Post Office on the parcel, but the Post Office
will be relocating to the new building and the square footage of the new Post Office space
will be reduced. I had discussions with Bertrand Hauss, City Traffic Engineer, about how
to calculate traffic impact fees for the Post Office space given the use will be relocating on
the same property and therefore will not be a “new use” on the property. If the traffic
analysis discussed the relocation of the Post Office use upon construction completion, as
well as the reduction in the square footage of the space, this would clearly identify a no net
increase with regards to impact and traffic impact fees would not be required for the new
Post Office space. If this is not outlined though, then it would look as though the parcel
had two commercial Post Office uses and fees would need to be paid for the new space.
Please revise and resubmit the analysis.
3/11/2014 comment -Please submit 3 copies of an updated traffic impact analysis that includes
both office space and apartments consistent with the building permit submittal.
5/7/2014 –Revision clouds can be removed from the plan set for the final print.

A1.01 –SITE PLAN
5/7/2014 –Thank you for submitting an encroachment permit. Please revise or note the

Revise application and agreement to include landscape irrigation within the ROW,

City ROW are still being discussed within our office. The encroachment permit

move the detail to the civil plan set and include design/approval for the concrete base by a
structural engineer. Please consider installing a flag pole arm on the building instead of
placing the pole within the sidewalk.

a.On Sheet SH3.0, SH3.1, and SH3.3 please note the proposed elevation of the soil
nail or ground anchor at the location in which it crosses any utility.
b.On Sheet SH4.0Add a general note to this sheet that statesa minimum 3’clearance
between nail/anchor and utility shall be provided.
c.Please provide a cost estimate for bonding purposes using the attachedbond form.
This form is similar to that used by the City of Seattle.The sidewalk repair
calculation shall be for that portion of thesidewalk not currently shown under the
bond quantity worksheet previously submittedto the City.

3/11/2014 comment -A conceptual shoring design was discussed with the City in October 2013.

It was conveyed that the shoring systems had the potential to encroach into the alley and 2
Ave, but not on Bell Street. A soldier pile wall with tie backs was proposed for the alley and a
nd
cantilever wall was proposed on 2Ave. The City asked about the possible elimination of tie
nd
backs, potential utility conflicts and construction of a soldier pile wall on 2instead of the
cantilever wall. It was stated that the City would be looking for a proposal that provided as
minimal impact as possible. The current proposal is for a soldier pile wall with tie backs that
nd
extend half way into 2Ave, a portion of the way into Bell Street, and across the entire alley.
g.Please provide written comments as to why the proposed design was selected.
h.Provide any information you may have regarding City of Seattle procedures for similar
proposals.
i.Provide a summary of construction impacts to the surrounding area during construction
of the walls.
j.Show temporary impacts, including street and sidewalk closures, in the civil plan set.
k.Provide information regarding the final state of the wall once the temporary use is no
longer needed. How will the wall be left? Does the proposal include cutting the wall
down to a certain height at completion of basement and ground floor construction?

With regards to Site Classification/Minimum requirements –the project is still shown to be
categorized as a Large Site project, however, the logic used with phasing and the decision to
not submit an NOI changes this project to a Category 2 Small Site. Inaddition, page 10
includes a Construction Site Sediment Transport Potential Worksheet that is no longer
needed if the project is categorized as a Cat 2 Small Site. Please revise the report
appropriately.
