During review of the above noted application, it was found that the following information,
corrections, or clarifications are needed. Please redline plans or submit three (3) sets of revised
plans/documents with a written response to each of the items below to a permit coordinator.

completed and a more refined review will take place with the final plan submittal. The
following revisions have been noted at this time:

3/11/2014 comment -Please provide an itemized engineers cost estimate, including units and
unit prices, for both on-site and off-site (right-of-way) improvements, including traffic control.
Please use the King CountySite Improvement Bond Quantity Worksheet.
A bond is required to be placed for all right-of-wayand stormwater improvements as well as
o
erosion control. The amount of the bond will be based on 120% of theCity approved
estimate of the improvement cost. The City will inform you of the appropriate bond amount
after review of the cost estimate. Bond forms can be obtained fromPermit Coordinators

Inspection fees for this project will be calculated at 3.3% of the 120% City approved

of trying to get this permit issued, please removed this specific plan from the traffic
controlsheets and add a note that any plans to close the intersection shall be submitted to
theCity for review and approval as a deferred submittal.

A1.01 –SITE PLAN
6/9/2014 –The encroachment/indemnification agreement for theshoring system is almost

complete and will be sent to you soon. It has been determined that the other
encroachments (architecturalprojections, irrigation, etc.) will fall under a separate
encroachment permit and not be including in the same permit as the shoring system.
Please revise and resubmit that particular encroachment permit as noted below.

5/7/2014 –Thank you for submitting an encroachment permit. Please revise or note the
following:
a.Revise application and agreement to include landscape irrigation within the ROW, flag
pole, and any other features proposed for encroachment into the ROW.
b.Please note that the permit details for the temporary shoring proposed within the City
ROW are still being discussed within our office. The encroachment permit may need to
include the shoring and the City of Seattle sample indemnification may be included as an
addendum to the encroachment agreement. I will follow-up with you as soon as some of
these details are ironed out.
c.Please also note that any documents to be provided to the County for recording should
be completed in black ink.
d.Please revise Wall Section A-A detail to include a measurement from the steel canopy to
the finished grade of the sidewalk.
3/11/2014 comment -Plans indicate a steel canopy will encroach into the City right-of-way. A
separate encroachment permit will be required for any encroachments. Please refer to City
Handout E26.

5/7/2014 –Thank you for providing a detail on sheet L3.02. The detail does not include a stamp
by a structural engineer. As the flag pole will be located in the City ROW, please move the
detail to the civil plan set and include design/approval for the concrete base by a structural
engineer. Please consider installing a flag pole arm on the building instead of placing the pole
within the sidewalk.

5/7/2014 –Response comments state that street tree has been revised to avoid conflict with
power facilities. In comparing the civilplans and the landscape plan there still appears to be a
conflict. Please add a general planting note regarding utility separation and tree placement.
3/11/2014 comment -Power facilities are shown on the civil construction plans at the northeast
corner of the property. Please confirm the proposed Street Tree location is not in conflict with
these facilities.

SHORING
1.6/9/2014 –Thank you for providing responses to thecomments noted below. Review of the
shoring system is not yet complete. Any comments will follow these plan review
comments.
5/16/2014 –In addition to the comments provided below, please respond to the following:
a.On Sheet SH3.0, SH3.1, andSH3.3 please note the proposed elevation of the soil nail or
ground anchor at the location in which it crosses any utility.
b.On Sheet SH4.0Add a general note to this sheet that states a minimum 3’ clearance
between nail/anchor and utility shall be provided.
c.Please provide a cost estimate for bonding purposes using the attached bond form. This
form is similar to that used by the City of Seattle. The sidewalk repair calculation shall
be for that portion of the sidewalk not currently shown under the bond quantity
worksheet previously submitted to the City.
d.City staff is currently working with our City attorney to finalize the
encroachment/indemnification forms.
e.Add notes to the civil plans requiring the sewer main to be TV’d before and after
installation of the temporary shoring. In addition, the plans shall callout the requirement
for flows within the sewer manholes to be monitored during construction of the temp
shoring wall to verify there is no introduction of debris or grout,which would indicate a
nailor anchor has punctured the sewer main or a lateral.
5/7/2014 –The City has reviewed the materials submitted. Please refer to note 1 under
A1.01 site plan aboveand respond to the following:
a.Add notes to civil plan set and structural details on SH4.0 requiring utilities to be
potholed prior to constructionof temp shoring walls.
b.Add notes to civil plan set noting the requirement for asbuilts of the shoring system.
c.Add notes to civil plan set noting the requirement for structural special inspections
during construction of the walls.
d.Add details and notes to civil plan set similar to City of Seattle shoring example, which
indicates soldier pile wallremoval to 4-feet below grade.
e.Revise shoring plan sheets to include wall profiles that show the elevation of nails and
anchors at utility crossings. Plans currently indicate elevations at the wall.
f.FYI –City staff is currently working through the indemnification process. Additional
information or notes on plans may be required.
3/11/2014 comment -A conceptual shoring design was discussed with the City in October 2013.

It was conveyed that the shoring systems had the potential to encroach into the alley and 2
Ave, but not on Bell Street. A soldier pile wall with tie backs was proposed for the alley anda
nd
cantilever wall was proposed on 2Ave. The City asked about the possible elimination of tie
nd
backs, potential utility conflicts and construction of a soldier pile wall on 2instead of the
cantilever wall. It was stated that the City would be looking for a proposal that provided as
minimal impact as possible. The current proposal is for a soldier pile wall with tie backs that
nd
extend half way into 2Ave, a portion of the way into Bell Street, and across the entire alley.
g.Please provide written comments as to why the proposed design was selected.
h.Provide any information you may have regarding City of Seattle procedures for similar
proposals.
i.Provide a summary of construction impacts to the surrounding area during construction
of the walls.
j.Show temporary impacts, including street and sidewalk closures, in the civil plan set.

k.Provide information regarding the final state of the wall once the temporary use is no
longer needed. How will the wall be left? Does the proposal include cutting the wall
down to a certain height at completion of basement and ground floor construction?
