Thank you for submitting a building permit application for at
SWRS-12
in the zone. I have reviewed the above building permit application for the Planning Division and it
was found that the following information, corrections, or clarifications willneed to be addressed before the
Planning Division review can continue.
1.Elevations:
What doesthe“existing kitchen addition”label on page 2 of the plans mean? Is it existing ora
proposed addition with this permit?Please clarify.
2.Geotechnical Report:
Steep slopes exist on and adjacent to this property. I need to make an official
determination regarding theimpact of the proposalonthe slope. Please submit a geotechnical report that, at a
minimum, evaluates the scope of work (including the addition of the new hot tub) and addresses the criteria in
ECDC 23.40.160.A, below:
1.The proposal minimizes the impact on critical areas in accordance with ECDC 23.40.120, Mitigation
sequencing;
2.The proposal does not pose an unreasonable threat to the public health, safety, or welfare on or off the
development proposal site;
3.The proposal is consistent with the general purposes of this title and the public interest;

4.Any alterations permitted to the critical area are mitigated in accordance with ECDC 23.40.110
Mitigation requirements;
5.The proposal protects the critical area functions and values consistent with the best available science and
results in no net loss of critical area functions and values; and
6.The proposal is consistent with other applicable regulations and standards.
3.Biologist Report:
Terrace Creek runs adjacent to thisproperty, closer than 100 feet from the north side of the
deck and closer than 100 feet from the southwestside of the deck.It is unknown what “type” of stream
TerraceCreek is at this location. Streams are classified according to their“type” (ECDC 23.90.010.A.1) and
once we know what “type”it is, then we can applythe appropriate buffer. Because work is proposed closer
than 100 feet from the stream (100 feet is the largestapplicable stream bufferin this instance), a report by a
qualified biologist to classify the stream anddepict it on the site plan is required. Below are the applicable
stream types in Edmonds, per ECDC 23.90.010.A.1:
Type F: streams which contain fish habitat;
Type Np: perennial nonfish habitat streams; and
Type Ns: seasonal nonfish habitat streams.

Also, per ECDC 23.90.040.D.1,“No alteration to a stream or stream buffer shall be permitted unless
consistent with the provisions of this title and the specific standards for development outlined below.”
Standard Stream Buffer Widths. Buffers for streams shall be measured on each side of the stream, from the
ordinary high water mark. The following shall be the standard buffer widths for streams based upon the
Washington State Department of Natural Resources water typing system and further classification based
upon fish presence (fishbearing vs. nonfishbearing) for the Type F streams existing in the city of Edmonds:
Type F anadromous fishbearing stream adjacent to reaches with anadromous fish access: 100 feet;
Type F anadromous fishbearing stream adjacent to reaches without anadromous fish access: 75 feet;
Type F nonanadromous fishbearing stream: 75 feet;
Type Np: 50 feet;
Type Ns: 25 feet.
Please have your biologist demonstrate that the project is complaint with the critical areas ordinanceby
submitting a reportclassifying the stream “type”and updating thesite planwith dimensions and buffer
requirements.
