Dear Ms. Shvarova:
The Planning and Engineering Divisions have reviewed the above building permit application,and it was
found that the following information, corrections, or clarifications will need to be addressedbefore review can
continue:
Property Ownership:
1.Since the structures proposed for removal (two sheds, deck, and deck roof) are
partially located on the Firdale Village Apartments property, authorization from the adjacent property
owner is required.Please submit written authorization from the adjacent property owner acknowledging
the scope of work proposed under your demolition permit application (BLD20140135) and authorizing
the removal of these structures from their property.
Geotechnical Report:
2.The structures proposed for removal are located within and immediately
adjacent to a slope that is steep enough to qualify as both an Erosion Hazard and aLandslide Hazard
Areaas defined in Edmonds Community Development Code (ECDC) Section 23.80.020. Due to the
proximity of these structures to the Landslide Hazard Area, a report prepared by a qualified
Geotechnical Engineer is required. You submitted a report by Dennis Bruce dated March 2, 1998 with
your application;however, this report was written when your property was subdivided and does not
address the structures proposed for removal. Therefore, a new report is necessary. Pursuant to ECDC
Section 23.80.050.A,“Acritical areas report for a geologically hazardous area shall be prepared by an
engineer or geologist licensed in the state of Washington, with experience analyzing geologic,
hydrologic, and ground water flow systems, and who has experience preparing reports for the relevant
type of hazard.”Please submit three copies of a geotechnical report by a qualified professional
addressing the followingat a minimum:
a.Ensurethat the removalof the structures will comply with the specific standards contained within
ECDC Sections 23.80.060 and 23.80.070.A.2.
b.Address erosion control measures to be used both during and after the removal of the structures, and
indicate what actions will need to be taken in order to permanently stabilize the slope.
c.Address the acceptable method(s)for removal of the structures.
Please submit three copies of the above requested documentsto a Development Services Permit Coordinator
no later than Monday, March 31, 2014
