During review of the subject submittal, it was found that the following information, corrections, or
clarifications would need to be addressed. All Handouts and Standard Details referred to in these
comments can be accessed at our website: www.edmondswa.gov by choosing Permit Assistance:
General Comments - This review is of the proposed civil improvements to the property.
1. Please make corrections on all page notes that refer to “Snohomish County” to “Edmonds” and
where “county” to “city”. All standard details shall be City of Edmonds details. Please revise all
sheets as necessary.
2. Notes and standard details are included in these sheets that are not referencing the
construction of this project. Please revise and remove all that are not applicable.
3. Please provide a Traffic Control plan. Plan should be approved and signed by WSDOT.
4. Please provide a Striping/Signage Plan including Fire Department requirements. Include City
of Edmonds Standard Details.
5. Please provide sheets C-8 and C-12 with Olympic View Water and Sewer District approval and
signature.
Sheet C-3 Horizontal Control
6. Please provide top and toe elevations for the landscape wall on this sheet.
7. Sidewalk shall extend to property line. Please show sidewalks to property line and add note
“Transition to existing conditions shall be made at point where slopes and adjoining conditions
allow.”
8. “Proposed Access and Utility Easement” along frontage of property is intended for Olympic
View Water Sewer District? Please clarify.
9. Easements to the City need to go through Council for approval. Please submit as soon as
possible to ensure this process can be completed as soon as possible.
10. As easement is also required for City operations crews to access the stormwater system for
compliance inspections. Please provide document and show location of easement on plans.

15. Replace City of Bellingham standard details with City of Edmonds details.
16. Road Notes and Storm Drainage Notes are largely not consistent with City of Edmonds
Standard Details and Material Mods. Please remove these sections or revise to reference
COE requirements.
Sheet C-10 Standard Details
17. Remove WSDOT standard detail for Type 2 manhole. Replace with COE detail.
Sheet C-11 Standard Notes and Details
18. This sheet includes details not consistent with COE details, details that are not used in the
plans or details that are already located on other sheets. Please remove to reduce confusion.
If there is one here that applies to something, please reference where it applies.
Traffic Impact Analysis Worksheet
19. The prior use (210) Single Family rate was taken from the 2009 rate table instead of the 2004
rate table provided. Please revise the per unit rate for the prior use to $840.72. See handout
E82 for more information.
Stormwater Report and Plan Review
For this application I reviewed the following:
Stormwater Site Plan Report, Edmonds Way Multifamily Development, 23220 Edmonds Way, Edmonds
Washington. Prepared by Web Engineering, Revision 2, February 14, 2014.
Drawings C-5, C-6, & C-7.
1. Stormwater Site Plan Report –
Section 2.3 - The report correctly classifies the site as a Category 2 Small Site Project. The report does not, however, list all
the Small Site Minimum Requirements that apply to the project and how the design meets these minimum requirements. See
Edmonds Community Development Code (ECDC) Chapter 18.30.060.D.2.b and Section 5 of the Edmonds Stormwater Code
Supplement

waterSupplementFinal20100428.pdf). The document should be organized to speak to all the applicable Small Site Minimum
Requirements.
Section 4.3.1 and Appendix 3 – The project uses ChamberMaxx detention chambers for storage. The “Storm Detention
Chamber Volume Summary (Cross-section Calc)” in Appendix 3 uses an chamber volume of 7.94 cubic feet per lineal foot

of chamber (cf/lf) in the calculation. Information obtained by the reviewer form the manufacturer’s website
(http://www.conteches.com/DesktopModules/Bring2mind/DMX/Download.aspx?Command=Core_Download&EntryId=275
7&PortalId=0&TabId=144) indicated the chambers range from 6.5 to 6.9 cf/lf (see enclosed). If the designer is using a
different chamber that has 7.94 cf/lf please provide the cut sheet. If the designer is using the Chambermaxx model in the
enclosed cut sheet, modify the modeling and the design accordingly.
a. Appendix 3 – The “Effective Depth” parameter in WWHM3 for detention systems should be the live storage plus 1
foot of freeboard above the top of the riser. In this configuration, the value should be 3.5 feet instead of 3 feet.
b. Appendix 3 –The modeling uses a 10 inch diameter riser pipe in the detention outlet structure. The “Flow Control
Manhole Detail” on Drawing C-5 shows a 12 inch diameter riser pipe. Also, the modeling shows that the outlet
structure for the detention system has notch height of 1 foot and notch width of 0.08 feet. The “Flow Control
Manhole Detail” on Drawing C-5 shows has notch height of 0.08 feet and notch width of 1 foot. Please reconcile
these inconsistencies. Also, the City of Edmonds has its own standard detail for control structures that does not use
a shear gate. Please include.

Section 4.3.3 - The design proposes linear sand filter for treating the runoff from the pollution generating impervious
surfaces. Ecology’s 2005 and 2012 Stormwater Management Manual for Western Washington (SWMMWW)state for sand
Do NOT place upstream of a detention facility. In order to prevent exposure of the sand filter surface
filters: “
to high flow rates that could cause loss of media and previously removed pollutants,” (Section 8.6). Also, a
pre-settling chamber is not included in the design (the proposed 1 foot by 1 foot catch basin is not sufficient). Section 8.2,
Volume V of Ecology’s 2005 SWMMWW requires the use of a pre-setting system upstream of a sand filter .
Figure 8.7 in the 2005 SWMMWW provides an example of a linear sand filter with a sediment chamber. While the 2005
SWMMWW does not provide criteria for pre-settling, the 2009 King County Surface Water Design Manual does. It states
that the pre-settling goal is to remove 50 percent of the total suspended solids and suggests some options. (Section 6.5.1).
Also, sand filters must be set back at least 5 feet from property lines.
Other options are available for the project to meet the basic treatment requirement beside a linear sand filter. The City of
Edmonds accepts the use of “General Use –approved” technologies by Ecology.
Drawings

C-6 – “Sand Filter and Detention Profile” – this provides an elevation for the bottom of the “base of the chambers.” Clarify
whether tis elevation is actual bottom of the chamber or the bottom of 6” rock layer below the chambers.
