GENERAL 1.Please provide an itemized engineers cost estimate, including units and unit prices,for both on-site and off-site (right-of-way) improvements, including traffic control.Please utilize the King County Site Improvement Bond Quantity Worksheetto complete the estimate. A bond is required to be placed for all right-of-way improvements. The amount of the bond will o be based on 120% of the City approved estimate for all right-of-way improvements. The City will inform you of the appropriate bond amount after review of the cost estimate. Please revise plan sheets accordingly. th 6.Include painted centerline of 76Ave W on plans. bld20140457-Prestige-E1.docx Page 1of 5 STORMWATER REPORT The following comments are from Jerry Shuster, Stormwater Engineer, and were emailed to CG Engineering on July 1, 2014. Please contact Jerry directly at 425-771-0220 or by email at jerry.shuster@edmondswa.govwith any specific questions you may have regarding these comments. 1.Section 1, second from the last paragraph – Include that this site qualifies as a Large Site Project per ECDC Chapter 18.30. 2.Section 3 – This section properly lists the minimum requirements applicable to the project. The reviewer could not find discussions on how the project complies with minimum requirement #3 (Source Control of Polltion) and minamum requirement #8 (Wetland Protection). Please include. 3.Section 5, A & B – Indicate that based on the geotechnical study, the site will be modeled in WWHM using Type C soils. 4.Section 5, C & E – The site is located within the Halls Creek drainage basin, making part of the Greater Lake Ballinger Watershed (Edmonds Stormwater Code Supplement \[ESCS\] page 51). Consequently per ESCS Section 5.6.2.2, phosphorus treatment of the runoff from the pollution generating impervious surface is required. The designer can choose from those treatment technologies in the 2005 or 2012 Ecology Stormwater Management Manual for Western Washington or the phosphorus treatment technologies approved by Ecology with a General Use Level designation (http://www.ecy.wa.gov/programs/wq/stormwater/newtech/technologies.html). The most common of these technologies used in Edmonds are the Kristar Flogard Perk Filter (low head requirement) and the Americast Filterra units (Note: the City is not endorsing the use of these products, just providing some potential options that will meet the regulatory requirements.). The same “pretreatment” requirements apply to these technologies that apply to the Contech stormfilters that are included in the current design. 5.Section 5E – Include the WWHM reports for sizing the water quality treatment system. 6.Section 5F – Show that the riser pipe that is part of the detention system control structure can handle the 100 year un-detained flow (1.16 cfs). 7.Section 6 – Since the site is classifies as a Large Site project, it is subject to the requirements in Appendix I of the City’s stormwater discharge permit with Ecology. While most of the requirements have been addressed, the City requires the applicant fill out the Permit Appendix 7 (Construction Site Sediment Damage Potential Worksheet, enclosed). This form helps the City’s inspectors plan for the frequency of inspection during construction. Please include a filled out worksheet in the report. Plan Sheets 8.Sheet C3.1 - CBs 6 and 8 (water quality treatment) should reference details on the configuration of the treatment system (usually the manufacturer’s detail for the specified products(s)) 9.Sheet C3.2, Detail 3 – The City has changed its standard for a flow control structure eliminating the shear gates. See standard detail 5.4 (http://www.edmondswa.gov/images/COE/Services/Permits_and_Development/Standard_Details/Storm _Drainage/E5-4_FLOW_CONTROL_STRUCTURE.pdf ). An AutoCad version is available upon request. Note that either a v-notch or a rectangular notch is permitted. STORMWATER VAULT –STRUCTURAL PEER REVIEW 1.Peer Review of the structural design for the detention vault was competedby David Evans and Associates. Comments from DEA were provided to CG Engineering on June 19, 2014.Please address comments accordingly. Page 2of 5 A1.1 –SITE PLAN 1.Pleaserevisethe site plan so as not to include specific notes related to civil construction plan improvements. A note should beadded to the Site Plan thatstates “Refer to Civil Construction Plans for site development requirements.” L-1PLANTING PLAN 1.Agenerator on a concrete pad with CMU wall is shown near the SE corner of the property. Plantings have been shown over the top ofthis structure. Please revise. 2.Please show trees along property frontageand at thebuilding with 5-foot separation from utilities. IR-1 IRRIGATION PLAN 1.Please include an Irrigation Note that states “A separate irrigation permit must be obtained from the City Public Works Department. Prior to final acceptance provide the City Cross-Connection Control Specialist with a copy of the backflow test report. Test reports can be faxed to 425.744.6057 or e- mailed to linda.mcmurphy@edmondswa.govBackflow testing will be required on an annual basis thereafter.” SHEET C1.1–COVER SHEETAND GENERAL NOTES 1.Please list utility purveyor contact info for all utilities including water, sewer, storm (City of Edmonds), Fire (Fire District 1) and all dry utilities –power, phone, gas, cable. 2.Revise General Notes #1 to reference 2014 WSDOT standard specs. SHEET C2.1–TEMPORARY EROSION CONTROL PLAN 1.A sediment trap can be constructed with an overflow piped to the storm system; however, the plans show an overflow spillway that will overflow across the public sidewalk. Please revise plans accordingly. 2.Please revise the leader for the filter fabric fence so it points to the correct line. It currently points to the property line. 3.Add notes that the existing sidewalk is to be removed and replacedand reference Sheet C5.1. 4.Add notes that the existing curb and gutter shall be removed and replaced in areas of replaced driveway approaches and as determined by the Engineering inspector. 5.This project is in a high pedestrian location. Please addnotes that existing sidewalk shall be maintained until removal and immediate replacement is planned. Temporary patches for utility cuts/connections should be with asphalt. 6.Add notes in the location of the proposed construction entrance that the existing asphalt driveway approach (and any on site asphalt) shall bemaintained as long as possible during construction. 7.Where existing water meter is to be removed and service abandoned, add a notethat the service shall be cut and capped at the water main. 8.Show existing fire line from water main to the DCVA. The fire line will also need to be cut and capped at the water main. 9.Show location of existing sanitary sewer line. Is there any intent to use the existing sewer lateral? If so, the condition of the lateral will need to be TV’d by the City Public Works Department to determine its condition and if it’s acceptable to reuse. If it not acceptable to reuse or if the intent with Page 3of 5 the proposed design is to run a new lateral, then the existing lateral shall either be cut and capped at the property line or chased back to the main line. Please add notes to the plans accordingly. 10.The trash enclosure area is not shown consistent on this plan sheet. Please revise. SHEET C2.2–EROSION CONTROL DETAILS 1.The rock check dam detail provides Sections A-A and B-B. Please indicate where these cross sections are taken from. SHEET C3.1 –PRELIMINARY GRADING AND DRAINAGE PLAN 1.Please remove the word “preliminary” from the sheet title. 2.The trashenclosure should have a concrete slab surface. Drop pins/pavement sleeves shall be provided for securing gate sections in both open and closed positions. 3.Please reference plan sheet in which trash enclosure is provided. th 4.The storm main crossing in 76Ave W shall be perpendicular to the main line. Please relocate the th storm structure in the 76Ave flow line accordingly. 5.Please revise catch basin schedule as follows: (3) This basin flows to (4), but has an i.e. lower than inlet at (4). Please revise accordingly. (6) Please provide South i.e. SHEET C3.2 –PRELIMINARY GRADING AND DRAINAGE DETAILS 1.Please remove the word “preliminary” from the sheet title. 2.Please revise detail 5 to indicate max slope of finished grade on the back side of the retaining wall. The plans indicate plantings in this area. SHEET C4.1 –WATER AND SEWER PLAN 1.The gas service is shown to cross the sewer line near the grease interceptor twice. Please show the new gas service rerouted around the sewersystementirely. 2.Domestic water meter shall be shown in the ROW at the property line. 3.The tap off the domestic service for irrigation shall occur on private property. Please revise plans accordingly. 4.Please clarify what is meant by “future phases” in the note that states “2” domestic service w/ 2” meter (to be sized in future phases) per ….) 5.Show existing domestic and fire line connections at the main that are to be abandoned. The trench shall be expanded to include this work. 6.A 6” inline valve shall be shown on the fire line near the City main connection. 7.Please move the fire line connection closure to the domestic service connection. Moving this line further to the south would also eliminate the need for a bend at the building. thth 8.The plans currently show two existing inline valves in 76Ave W near 210Street SW. These valves do not exist as inline valves. Please remove from plans. The City’s PW Operations group has indicated a very large area would be affected by a water main shutdown. Instead of installing a valve cluster withthe fire line connection to the City main, an EZ- valve 2 inline valve insertion may be required. Staff is currently discussing this and will follow-up with you soon. 9.In addition, when a building is setback from the ROW by more than 10-feet a vault for the fireline DCDVA is typically required. Staff is also discussing this issue and will follow-up with you. Page 4of 5 th 10.An i.e. in the NW direction is shown for the existing sewer manhole in 76Ave W, but the line is not shown. Please clarify. th 11.Reference and include in plan set City standard detail for SSMH. The existing manhole in 76will need to be rechanneled withthe new connection. 12.Show/callout the sewer cleanout required at the property line on the 8” lateral. 13.Please revise the GI line to a 6” minimum diameter. 14.Plans refer to existing irrigation service, meter and check vault. The City Operations Dept has indicated the site does not have an existing service. Please clarify. 15.7/16/2014 –This note moved to Irrigation Plan comments. SHEET C4.2–WATER AND SEWER DETAILS 1.Replace detail E7.10 with E7.11 to show required RPBA in a hotbox. 2.Include standard detail 3.The rock check dam detail provides Sections A-A and B-B. Please indicate where these cross sections are taken from. SHEET C5.1 –STREETIMPROVEMENT PLAN AND DETAILS th 1.Please submit a traffic control plan for all phases of work in 76Ave W. TCP will need to reflect the actual number of travel lanes and state specific working hours so as not to conflict with peak school traffic in the area. Please also provide a haul route plan for review and approval. 2.To provide clarity in how construction activities will disrupt traffic, please show travel lanes and painted center line. 3.Clearly identify paving restoration limits. At a minimum the water and sewer utility patching shall be incorporated into one solid patch. The storm system will likely need to be incorporated into this patch as well. As currently shown, the storm trench would require a half-width or more overlay. 4.Replace standard detail E2.10 –Vertical Curb with E2.8 –Curb and gutter. 5.Truncated domes are not required at drivewayentrances. Please remove from plans. 6.Please add a north arrow to the sidewalk closure plan and label streets. 7.Include City standard detail E4.2 –Trench detail –in plan set.
