Dear Mr. Karmali:

I have reviewed your September 8resubmittal regardingthe above building permit applicationfor the Planning
Division,and it was found that the following information, corrections, or clarifications will need to be addressed
before review can continue:
Setbacks:
1.As stated in my previous comment letter, the minimum required street setback for the
Neighborhood Business (BN)zone is 20 feet. For the subject site, the 20-foot street setback is measured from
both the northern and western property lines. Thank you for indicating the setback lines on your site plan.
Based on the dimensions indicatedon your site plan, there isnot sufficient space to construct the proposed
canopy over the drive-throughwindow while still complying with the applicable 20-foot street setback
requirement.Please revise the proposalso that all new portions of the structure comply with the setback
requirements.It appears this will require the elimination of the proposed canopy over the drive-through
window.
Lighting:
2.As stated in my previous comment letter, your building elevations indicate LED/neon lighting
around the canopy on the front of the building. Unfortunately, this is not something that can be permitted.
The site is subject to the general design review requirements of Edmonds Community Development Code
(ECDC) 20.11.The only mention of lighting in ECDC 20.11 is in ECDC 20.11.030.B.8 which notes that
lighting shall be the minimum necessary for safety and security.General design review projects are also
subject to the Urban Design Standards of the Edmonds Comprehensive Plan.References with regard to
lighting in the Comprehensive Plan talk about providinglighting for vehicles and pedestrians while
minimizing the potential for light to reflect or spill off site. Given these code and Comprehensive Plan
references, the proposed LED/neon lighting around the front canopy cannot be approved. Please remove this
lighting from the project plans.
Height:
3.Thank you for providing height calculations.The elevations utilized for Points A through D,
however, are in the incorrect locations. Please revise the height rectangle such that it is the smallest rectangle
that encloses the entire building. The elevations of the original grade at the four cornersof that rectangle are
to be used for Points A through D. Please refer to Handout #B41 for guidance on conducting height
calculationsand revise the height calculations as necessary.Please make any necessaryrevisions to the
height calculations as indicated on the site plan as well as theelevations of the original grade, maximum
height and proposed height on the building elevation view.
Please submit three copies of your revised site plan (including one reduced copy) and two copies of any revised
building plan sheets to a Development Services Permit Coordinator. Our office hours are Mondays, Tuesdays,
Thursdays, and Fridays between 8:00 am and 4:30 pm, and Wednesdays between 8:00 am and noon.
