Dear Mr. Karmali:
I have reviewed the above building permit applicationfor the Planning Division,and it was found that the
following information, corrections, or clarifications will need to be addressedbefore review can continue:
Site Plan:
1.As requested in the Building Division’s comments, please provide a site plan. Refer to
Handout #B57for guidance on items to be shown on the site plan.Please indicate all changes
proposed to the exterior of the building and any changes proposed to the site itself on the site plan.
Setbacks:
2.The minimum required street setback forthe Neighborhood Business(BN)zone is20
feet. For the subject site, the 20-foot streetsetback is measured from both the northern and western
property lines. Please indicate these setback lines on your site plan in order to ensure that all
proposed changes comply with these setback requirements. Based on the dimensions indicated on
the site plan from when the building was originally constructed(BLD19960712), it appears that the
building was constructed 20 feet from the northern property line, so there may not be sufficient
space to construct the proposedcanopy over the drive-throughwindowwhile still complying with
the applicable setback requirements. In addition to indicating the required 20-foot street setbacks
from the northern and western property lines on the site plan,make any necessary changes to the
proposal so that all new portions of the structure comply with the setback requirements.
Lighting:
3.Your building elevations indicate LED/neon lighting around the canopy on the front of
the building. Unfortunately, this is not something that can be permitted.Thesite is subject to the
general design review requirements of Edmonds Community Development Code (ECDC)20.11.
The only mention of lighting in ECDC 20.11 is in ECDC 20.11.030.B.8 which notes that lighting
shall be the minimum necessary for safety and security.General design review projects are also
subject to the Urban Design Standards of the Edmonds Comprehensive Plan.References with
regard to lighting in the Comprehensive Plan talk about providing lighting for vehicles and
pedestrians whileminimizing the potential for light to reflect or spill off site.Given these code and
Comprehensive Plan references, the proposed LED/neon lighting around the front canopy cannot be
approved.Please remove this lighting from the project plans.
Height:
4.The maximum allowed height in the BN zone is 25 feet. It appears that the proposed
chimney will comply with this requirement; however, please provide height calculations inorder to
ensure compliance with the maximum allowed height. Refer to Handout #B41for guidanceon
conducting height calculations.In addition to indicating the elevations of the original grade,
maximum heightand proposed heighton the site plan, please also indicate them on the building
elevation view.
Elevation Views:
5.Thank you for providingcolor elevation viewsof the western, northern, and
southern façades. Please also provide a color elevation view of the eastern façade.
Signage:
6.Please note that signage requires a separate building permit application, so staff willnot
bereviewing the proposed signage for compliance with applicable standards at this time. If you

Design Review:
7.Since you are proposing changes to the exterior of the building, design review is
required. Design reviewwill be done administrativelyas part of the Planning Division’s review of
your building permit application. Please note that a $225 design review fee will be added to your
permit application fees, which can be paid at the time of permit issuance.
Please submit three copies of your revised site plan (including one reduced copy) and two copies of any
revised building plan sheets to a Development Services Permit Coordinator. Our office hours are
Mondays, Tuesdays, Thursdays, and Fridays between 8:00 am and 4:30 pm, and Wednesdays between
8:00 am and noon.
