W KROHNPV SYSTEMLOCATED AT 21112–80 Dear Mr. Lange: I have reviewed the above building permit applicationfor the Planning Division,and it was found that the following information, corrections, or clarifications will need to be addressedbefore review can continue: Height: 1.The maximum allowed height within the RM-2.4 zone is 25 feet plus an additional 5 feet if the roof has a slope of 4”in 12”or greater. When the existing building was constructed, the site was zoned RML, which had a 35-foot height limit. It is unknown what the height of the existingbuilding is, but it is possible that the existing building may exceed the current height limit and would, therefore, be subject to the nonconforming regulations of ECDC 17.40.020.Regardless of the height of the existingbuilding, it needs to be shown that either the proposed PV system will comply with the current height limit or that one of the following exceptions are met(through review and approval as a Type II decision): a.ECDC 21.40.030.D.7 allows for the following: “Solar energy installations not toexceed 36 inches in height above the height limit. Such an installation may be approved as a Type II staff decision if it is designed and located in such a way as to provide reasonable solar access while limiting visual impacts on surrounding properties.” b.ECDC 17.40.020.D.2 allows for the following: “Solar Energy Installations on Buildings That Exceed Existing Height Limits. A rooftop solar energy installation mounted on a nonconforming building that exceeds the existing height limit may be approved as a Type II staff decision if:a.The installation exceeds the existing roof height by not more than 36 inches.b.The installation is designed and located in such a way as to provide reasonable solar access while limiting visual impacts on surrounding properties.” Please provide height calculationsso that staff can determine compliance with height requirements.You may refer to the enclosed height calculation handout (#B41) for guidance.If it is found that the proposed PV system would exceed the current height limit, then review of a Type II permit will be necessary under one of the above potential exceptions for PV systems. Tree Removal: 2.Your plans indicate that the customer plans to remove an existing tree.Please note that since this is a multi-family site, design review is required for any changes to the existing landscaping. No tree removal is being reviewed nor approved as part of staff’s review of the subject application. The property owner is welcome to contact the Planning Division to enquire about the permitting process and review requirements for any proposed changes to the existing landscaping. Please submit three copies of your revised site plan (includingone reduced copy) and two copies of any revised building plan sheets to a Development Services Permit Coordinator.
