Subject:BLD2014-0907 190 Sunset Ave # Scratch Distillery
This Review is conducted in accordance with 2012 International Codes and Edmonds Community
Development Code.
The building shell is designed with NON-SEPARATED uses; however the distillery hazard
production and storage requires 1 hour FR separation from rest of tenants. Internal Scratch
occupancy group/functions are not requiring separation by IBC Table 508.4 (B, F-1, M, S-1),
except for control areas intended to increase maximum allowable quantities of IB and IC
flammable liquids through product separation, ventilation, and fire protection.
1) Identify suite #; update plans & permit application.
2) Sheet A1.0 & A1.1 It is unclear where guest reception will occur, callout (main
entry) RECEPTION area where guests will be greeted to business space. The patio
doors are signed as main entry under shell permit
labeling. IFC 1008.1.9.3.2.2.
3) Sheet A1.0 & A1.1 Only one exit is required per designer calculations, however, the
shell design and layout of additional exits in tenant space provides at least one additional
alternate exit meeting minimum separation requirements. Fire reviewer suggests
recalculate to benefit the tenant by increasing the occupant load to 50 or over and
establish a second required exit for future business flexibility.
4) Sheet A1.0 & A1.1 Add directional exit signs:
a. In WORK AREA (103) directing TASTING visitors to EXIT 2.
b. At EXIT 3 in PRODUCTION (101) if guests will be invited in this area.
5) Sheet A1.1 Is there outdoor covered space for guest seating that needs be included
with the interior occupant loads?
6) Sheet A1.1 Fire review note to designer: process description during pre-application
meeting was that a limited -would be used for piping product
from distiller to storage. It is also impression that the quantity in system for
consideration will be negligible once the piping system process safeties are tested and
accepted.
7) Sheet A1.1 Callout the BOTTLING location. Will bottling -
OPEN SYSTEMn piped into open containers
prior to capping? Explain how this process work with surrounding
functions in the area designated.

8) Discuss quantities for the storage & display of IB & IC flammable liquids once bottled and
boxed. The packaged spirits would require additional hazard storage control areas only
design has used all allowable by IBC Table 414.2.2.
9) Sheet 2.0 Building shell is designed for non-separated uses. Verify shell work
provides design 1 hour FR for Scratch perimeter separation or upgrade needs be
required.
10) Sheet A2.0/A2.1 Show how exhausted enclosures meet prescription of IFC 5003.8.5

14) Building fire sprinkler and fire alarm modification permit required for interior notification
and hold-open installations where applied from #11, above. IFC 907.5.2.7.
