During review of the subject submittal, it was found that the following information, corrections, or
clarifications would need to be addressed. All Handouts and Standard Details referred to in these
comments can be accessed at our website: www.edmondswa.gov by choosing “I want to” and “get a
permit”:
General:
1. Thank you for providing an itemized cost estimate with your Stormwater Site Plan. Please
revise cost estimate to include all on-site and off-site improvements. Anything you are unable
to find in the worksheet please add to the write-in area on page 8 of 9. This estimate should
include all utilities, the storm system vault and other civil improvements. The bond will be
120% of the cost of the right of way improvements, tesc measures, and the on site stormwater
system. Inspection fees will be 3.3% of the total costs of all the improvements on the site and
in the right of way.
2. Provide dimensions of parking stalls on a plan sheet.
3. Provide dimensions of trash enclosure (inside dimensions-see handout) on a plan sheet.
Sheet A1.0 – Site Plan:
4. Water meters must be located in the right of way against the front property line. Please
relocate meters on plan. Water meters need at minimum clearance of 3 feet from other
structures. To save some area, an option is to install 2 - 2” meters then use private meters
within the property.
5. Fire Hydrant must have a minimum of 3 ft clearance surrounding it. A separate line from the
water main is required for the hydrant.
6. Sidewalk shift for mailboxes is not shown on this plan. Please add mailboxes and show shift of
sidewalk. There can not be any utilities within the sidewalk shift (on civils it looks like there is a
power pole within the sidewalk).
7. Monument signs must be setback from sidewalk edge and shall not interfere with minimum site
distance requirements for vehicles exiting the site.
8. Call out width of access road at property line.

9. Please change concrete pavers label on drive aisle to “pervious pavers”. Show sidewalks and
label with width.
10. Provide dimensions of hammerhead portion of driveway.
11. Location and amount of block walls and fences do not appear to be consistent between site
plan, landscape plans, and civil plans. Please revise as needed.
12. Add note stating see civils for site grading, tesc,drainage and utilities.
13. The impervious surface total breakdown does not agree with the total on the copied
classification sheet and the stormwater report. Please recalculate and revise the plans as
necessary.
14. Site plan depicts a Transformer Vault located directly in front of trash enclosure. Please verify
if vault is below ground and if any cover/grating could interfere with rolling of containers in and
out of enclosure. The vault is shown in a different location than where it is shown on the civils.
It does not appear to be shown on the landscape plan. Please make all of the plans
consistent.
Sheet C1.0 Cover Sheet
15. It is difficult to see the labels of the buildings (#1, #2). Please make the building identification
clearer.
16. Location and amount of block walls and fences do not appear to be consistent between site
plan, landscape plan, and civil plans. Please revise as needed.
17. Reference City of Edmonds Standard Details for driveway entrance, E2.26, curb/gutter, E2.08,
and for the sidewalk, E2.13. Add standard details to plans.
18. Add all utility purveyors. See City of Edmonds EUC Handout for all purveyors.
19. Transformer box is shown in a different location on the site plan and not shown on landscape
plan.
20. Please add a note to plans stating “A separate right-of-way construction permit is required for
all work within the city right-of-way. A ROW permit application with contractor’s signature shall
be provided to the city.
Sheet C2.0 Grading and TESC Plan
21. Add references to erosion control details on sheet 3.
22. Add note stating refer to sheet for erosion control notes.
23. Please provide more elevation spots for the access drive to verify slope of pervious pavers.
24. Top and bottom elevations are called out at south property corners. Is there a wall there? If
so, show on all plans. If not, please add information to clarify what is referred to with the
elevations.
Sheet C3.0 Road, Drainage and Utility Plan
Water:
25. Water meters must be located in the right of way against the front property line. Please
relocate meters on plan. Water meters need at minimum clearance of 3 feet from other

structures, but not between them. An option to save some space may be to install 2 – 2”
meters and then provide private meters within the property. Blow off valve can be removed.
26. Fire hydrants are required to have a minimum of 3ft surrounding clearance. If you are unable
to make the 3ft clearance, please contact the fire marshall, John Westfall, to discuss options.
27. A separate line from the main is required for the hydrant.
28. Pumper valve should face the road per COE standard detail E7.1. Fire hydrant assembly Add
standard detail to plans.
29. If the hydrant is to be on private property, an easement to the City is required. If hydrant is to
be private then call out DCDA vault etc.
30. The existing water meter shall be moved out of the sidewalk and located against the property
line. Add note that DCVA is required for irrigation.
31. Add Fire Line Detail, E18 to plans.
Sewer:
32. Side sewer slope requirement is 2%. Slope between proposed manholes is 1%. Please
revise to meet requirement.
33. Please show clean out at property line. Call out invert elevations at clean out. Call out pipe
length between each manhole and the clean out to verify slope. Also please reference COE
standard detail E6.2 Sewer Cleanout Details and add detail to plans.
34. Please show clean outs at each building. Call out length of pipe and invert at clean out to
verify 2 % slope can be attained.
35. Note 5 can be removed as there is not any portion of existing sewer that will be reused.
Storm:
Comments from the City Stormwater Engineer will follow separately.
36. The impervious surface total breakdown does not agree with the total on the copied site plan.
Please recalculate and revise the plans and report if necessary.
37. Transformer vault is shown at a different location from the site plan. Please revise plans as
necessary. If location on site plan is correct, please indicate whether the vault is underground
and address conflicts with dumpster and storm vault.
38. Please provide existing catch basin size for the catch basins on the adjacent property to the
east.
39. Call out length, size and material of pipe between existing catch basins.

40. Show connection to storm main on 72 Ave. A catch basin is required in the curb line for
connection. Provide invert elevations and pipe sizes.
41. Complete the invert information for the storm manhole located north of the proposed

connection on 72 Ave.
42. Please refer to the Permeable pavement requirements in the handout E72b and make
revisions as necessary.
Other:
43. A surcharge is being placed on the walls to be constructed at each end (east and west) of the
turnaround area. Please provide structural calculations for the surcharge.

45. Fence appears to be shown along frontage. Access and required separation must be
maintained for all meters and the hydrant. Fence shall not interfere with vehicle site distance.
Show on plans how this will be achieved.
46. Signs shall be set back from sidewalk and shall not interfere with vehicle site distance. Please
provide a sign detail. No details were found in the architecturals or structurals.
Sheet C3.1 Road, Drainage and Utility Plan
47. Please provide inverts for tightline connection to R-Tank and for the overflow outlet.
48. Call out dimensions of vault and dimensions of trash enclosure on detail.
Please provide the following information in addition to the revisions requested above.
1) Traffic Control Plan
Please resubmit 3 copies of the revised plans/documents to a Development Services Coordinator. Please
