Proiect Summary The applicant is proposing to update the landscaping and restripe the parking lot at Dayton Place. As part of the project, four (4) shore pines will be removed near the northwest corner of the parking lot. Replacement vegetation is required in that location. Other existing landscaping areas throughout the parking lot are to be maintained and updated with additional shrubs and groundcovers. C. Findings and Conclusions 1. Dayton Place is a multi -tenant commercial building located at 120 5th Avenue South. The building itself is zoned Downtown Business (BD1) while the parking lot is zoned Downtown Business (BD2). 2. The current building and parking lot (former Edmonds Plaza) was redeveloped in 1962. 3. The subject shore pines are located in a very narrow planting bed near the northwest corner of the parcel and their roots have lifted pavement and curbing in that area. Chapter 20.13 of the Edmonds Community Development Code (ECDC) provides for various types of landscape buffering depending on the context of the site. Type III landscaping would be appropriate for the northern landscape buffer since the adjacent parcel to the north is similarly zoned and the landscaping is screening a parking lot. 5. A replacement hedge of Prunus lusitanica is proposed for the area of the removed shore pines which meets the requirements for Type III landscaping in ECDC 20.13.030.C.3. D. Decision Based on the findings, conclusions, and attachments to this report, staff finds that the design review for file number BLD20150720 is APPROVED with the following conditions: This approval is only for the removal of the 4 shore pine trees and other landscaping updates shown on the site plan (Attachment 1). Removal of any other trees requires separate approval. 2. Trees shall be fell onto private property. 3. Vehicles and equipment shall be located on private property. Should it be necessary to utilize any portion of the City right-of-way, including the street or sidewalk, to perform any of this work then the contractor shall apply for and obtain a right-of- way construction permit in advance of starting work. A traffic control plan will be required as part of the right-of-way permit application. 4. Contractor/owner is responsible for keeping all debris on site and preventing any silt laden runoff from leaving the site and/or entering the city storm system. 5. Contractor/owner shall repair/replace any damaged sections of curb/gutter, sidewalk or other public improvements in City right-of-way per City standards that is caused by or occurs during the permitted project.
