Certificate of Appropriateness
Pursuant to Edmonds Community Development Code (ECDC) 20.45.040.13, prior to the commencement
of any work on a register property, the owner must request and receive a Certificate of Appropriateness
from the Historic Preservation Commission (HPC) for the proposed work.
Findings
1. Scope. The property owner and Window World is proposing to replace all of the upper story
windows (20 windows) with almond vinyl windows with false muntins to replicate the appearance of
the existing wood windows.
2. Review Criteria. The following Secretary of the Interior's Standards for Rehabilitation as codified
in 36 CFR 67 apply to the window replacement:
(3) Each property shall be recognized as a physical record of its time, place, and use. Changes that
create a false sense of historical development, such as adding conjectural features or architectural
elements from other buildings, shall not be undertaken.
(5) Distinctive features, finishes, and construction techniques or examples of craftsmanship that
characterize a historic property shall be preserved.
(6) Deteriorated historic features shall be repaired rather than replaced. Where the severity of
deterioration requires replacement of a distinctive feature, the new feature shall match the old in
design, color, texture, and other visual qualities and, where possible, materials. Replacement of
missing features shall be substantiated by documentary, physical, or pictorial evidence.

3. Significance. The Schumacher Building was listed on the Edmonds Register of Historic Places in
November 2014 under Ordinance No. 3980. The exterior of the building was designated as the
significant feature.
4. Historic Preservation Commission Review. The City of Edmonds Historic Preservation
Commission reviewed the proposed window replacement project for consistency with the Secretary
of the Interior's Standards for Rehabilitation at their regular meeting on September 10, 2015 and
again at a special meeting held on September 17, 2015.
5. Findings.
During discussion of the proposed window replacement over two Historic Preservation Commission
meetings, the HPC recognized the window replacement was not entirely consistent with the
Department of Interior Standards for rehabilitation. However, the HPC stressed the importance of
the Schumacher Building to the downtown Edmonds historic character and a desire to keep the
property on the register. During the listing process for the Schumacher Building, it was noted the
building has undergone a number of changes over the years and was restored to its current state
around 2000. It was also noted that the windows proposed for replacement are not original, so an
original feature was not being altered. Given this desire to keep the Schumacher Building on the
register and desire to preserve the possibility of future rehabilitation by maintaining the size of the
window openings, the Historic Preservation Commission voted 6 to 1 grant a Certificate of
Appropriateness with the following motion:
COMMISSIONER RAETZLOFF MOVED THAT THE COMMISSION ISSUE A
CERTIFICATE OF APPROPRIATENESS FOR THE PROPOSED WINDOW
REPLACEMENT ON THE SCHUMACHER BUILDING IF THE SIZE, SHAPE AND
LOCATION OF THE WINDOW FRAMES IS NOT ALTERED AND IF FALSE
MUNTINS (ALMOND IN COLOR TO MATCH THE WINDOWS) ARE ADDED TO
PRESERVE THE APPEARANCE. IF THE APPLICANT DOES NOT ACCEPT THE
CONDITIONS, THE COMMISSION WILL ALLOW THE BUILDING TO BE REMOVED
FROM THE REGISTER. COMMISSIONER ALLBERY SECONDED THE MOTION.
THE MOTION CARRIED 6-1, WITH COMMISSIONER TAYS VOTING IN
OPPOSITION.
The subsequent application for the window replacement under BLD20151283 is consistent with
the Historic Preservation Commissions motion for a Certificate of Appropriateness.
Conclusion
The Edmonds Historic Preservation Commission finds that the Schumacher Building window
replacement project will not prevent future rehabilitation of the Schumacher Building and will not alter
the building to a degree significant enough to warrant removal from the Edmonds Register of Historic
Places and APPROVES the issuance of a Certificate of Appropriateness in accordance with
ECDC 20.45.050.
