As part of the City's review of the building permit referenced above, staff design review was
required pursuant to Chapter 20.10 of the Edmonds Community Development Code (ECDC).
Design review for a remodel is considered a Type I staff decision subject to the requirements of
ECDC 20.01.003.
The site is zoned Multiple Residential (RM -1.5) within the Downtown Activity Center and thus is
subject to General Design Review in ECDC 20.11. Pursuant to ECDC 20.11.020, staff must enter
findings that the proposal is consistent with the design criteria found in the urban design
chapter of the City's Comprehensive Plan in addition to the zoning ordinance. Because this is
only a window replacement on an existing building, review will focus only on that aspect of the
building and site's design.
Findings & Conclusions
A. Comprehensive Plan
Design Objectives for Building Fagade. The proposal satisfies the intent of the following
goals and policies from the Comprehensive Plan:
A.19 — "Window Variety and Articulation. Use window size and placement to help define
the scale and character of the building. Use the organization and combinations of
window types to reinforce the streetscape character or to provide variation in a fagade,

as well as provide light and air to the building interior." (page 125)
As can be seen on the existing and proposed west elevations (Attachments 1 & 2), the
new windows will open up the west facade on the second floor providing more light to
that portion of the building.

ECDC 20.11.030 — General Design Review Criteria
There are no design criteria specific to the proposed project. The proposal otherwise
meets the bulk and use requirements for the RM -1.5 zone.
Decision
As noted above, staff finds that the proposal is consistent with the comprehensive and zoning
ordinance, therefore, the window replacement in permit BLD20151378 is APPROVED.
I have reviewed the application for compliance with the Edmonds Community Development
Code.

permit or development approval is an appealable decision under the provisions of the ECDC.
