Please review the full contents of Chapter 19.10. For projects located in the ESLHA (per ECDC 19.10.030 B), all of the
civil sheets need to be designed by a licensed engineer. The civils are required to include grading, tesc, storm drainage,
utilities, and site improvements (per ECDC 19.10.030 B.4). The current submittal includes a CSWPP plan which includes
the Grading and the TESC, and a Drainage plan. There was also included a Grading sheet by the architect that does not
match the DRS civil sheet. Please review 19.10.030 F. These plans do not provide clear information between the
requirements of #4 and #5, and do not address at all #6 through 8. Please submit a full set of civils plans.
Since the project creates 5,000 sq ft or more of new impervious surface, requirements 2-10 described in ECDC 18.30.060
B must be evaluated for this project. A description of compliance with each minimum requirement or a rationale for
why a requirement doesn't apply to this site must be presented. Please review MMR#7 in Exhibit A to the ECDC 18,30,
the Stormwater Supplement. The first paragraph states that flow control bmps shall be implemented for all effective
impervious surface that is new/replaced and/or converted. Under Chapter section 5.7.1 Project Thresholds and
applicability. Under Direct Discharge Basin Projects, it states that projects can be exempt from MMR#7 if quantitative
offsite analysis for downstream issues is provided and results meet the circumstances of approved exemptions. Direct
Discharge does not equal no flow control. The information provided on the plan does not meet these requirements. A
stormwater report is a necessary document to address all of the requirements of the code.
I have now spent several hours pulling all this information together from the applicable code sections provided in m
original email dated 02/11/16. This will be considered the first review of the project. This is by no means a
comprehensive review. The submittal does not adequately address the requirements of Edmonds Community
Development Code and therefore will not be fully reviewed until a submittal meeting the requirements of the all the
code has been received. Please be advised that all stormwater engineering reviews are currently being provided by
out of office consultant as we are currently without a City staff stormwater engineer.
