7)6/30/2016 comment -Per city code, to be considered pervious surfaces the slope of the asphalt surface
shall not exceed 5%.Per city handout E72B, the subgrade of the proposed paved driveway (a Category 2
Small Site Project see Handout E-72) shall not exceed 2% slope in order to meet 100% infiltration or
shall not exceed 5% slope to meet 84% infiltration (the remaining 16% will need to be mitigated by
another method). Subgrade beyond 5% slope does not meet city requirements and will be perceived as
impervious.

Plan Review Comments
a.6/30/2016 comment -If the driveway cannot meet the minimum slope, storm water runoff will
need to be collected from new impervious surfaces and directed to a new storm water
management system or modified existing system.
1.6/30/2016 comment -If a new stormwater management system is added or the existing
system is modified, provide design information on the storm management system and
show the system on the site plan. Show the system, surface slopes, storm conveyance
pipesand catch basin (and their invert elevations).
November 8, 2016 comment –A new stormwatermanagement system has been
proposed. Due to the flow path for the outfall, a geotechnical engineer will need to
provide us with a stormwater drainage plan. Once received the proposal will need tobe
reviewed by the city’s stormwater engineer.
November 23, 2016 –Comment from Robert Edwards, City stormwater Engineer:
In response to Item #7 in the Goldsmith letter dated November 15, 2016, for this
project Keith J. Goldsmith’s qualifications are adequate to address the impacts of
the outfall onto the steep slope. However, the following are required:
1.Provide a detail of outlet rock pad, including dimensions and rock size
2.The hydraflow calculations are for a 6-inchoutlet pipe. The plans depict an
8-inch outlet pipe.

9)November 8, 2016 comment –Consistent with Edmonds Community Development Code 18.80.060,
driveway slopes shall not exceed 14% slope. Please indicate this requirement on the plans.
November 23, 2016 –It was requested that a notebe placed on the plans that the slope shall not
exceed the 14% slope so that in construction it is known that this slope cannot be exceeded. City
staff can redline the plans.
10)November 8, 2016comment–An asphalt berm or asphalt thickened edge will need to be placed along
the inner circle of the driveway in order to direct stormwater toward the stormwater management
system. Please update the site plan showing the berm/thickened edge and revise the cross section.
November 23, 2016 –Response letter states“As seen on Sheet 1, the cross slope of the proposed
driveway is 2% towards the center. Therefore, a berm/thickened edge would be unnecessary as
any stormwater would naturally flow towards the lowest point of the site at CB SD #2 connecting
to the stormwater management system.”

Plan Review Comments
The cross section does indicate a 2% cross slope; however, the comment remains unaddressed.
Without a berm or curb along the inside edge of the circular drive, the storm flows will runoff into
the landscaping or pick up sediment from the landscaping and travel to the stormwater system.
In order to properly manage the storm flows, a barrier shall be provided to direct storm flows to
the stormwater detention system.Please revise plans accordingly.
11)November 8, 2016 comment –Elevations at the beginning of the driveway(section running east/west
near existing paved road) appear to have slope such that stormwater will flow west or northwest. Please
address the stormwater flows providing elevations on the site plan and section views that will show
water flow to the stormwater management system.
November 23, 2016 –Comment not addressed. Response letter addresses that portion of the
driveway east of the existing driveway, but not the portion of the driveway running east/west
where it meets the existing paved road. The stormwater flows from the new impervious surface
areas shall be collected and directed to the stormwater detention system. The storm flows along
the north side of the drivewayare directed toward the center of the loop (landscaped area) and no
catchment system has been provided to collect these flows and connect to the stormwater
detention system. Please revise plans accordingly.
