Reviews by other divisions, such as Planning, Building, or Fire may result in additional comments. Please redline plans or submit three (3) sets of revised plans/documents with a written response to each of the items below to a permit coordinator. nd Resubmittals can be made at the Development Services Department on the 2floor of City Hall. Permit Center hours are M, T, Th & F from 8am-4:30pm and on Wednesdays from 8:30am-noon. City of Edmonds handouts, standard details and development code can be referenced on the City website. GENERAL 1.Please add a note to plans stating “A separate right-of-way construction permit is required for all work within the city right-of-way.” Please note, a ROW permit application with contractor’s signature shall be provided to the city prior to issuance of civil construction plans. 2.For information only, it is understoodthat PUDwill need an easement to locate their pole on the west side of the proposed restroom building. This will not be a condition of this building permit, as the pole relocation will occur outside of this process; however, coordination with PUD should occur as soon as possible to prevent delays later on in the project. Sheet L3–TESC & Demolition Plan 1.Reference City standard details for catch basin filter socks –detail E1.3. 2.Straw wattles are shown to surround the catch basins, which is not a required BMP. Straw wattles, if used, should be placed at the downslope edge of excavations to prevent silt laden runoff from crossing the parking lot, leaving the property, and/or entering the storm system. 3.Consistent withnote 2above, add notes to the plans to indicate how the excavation areas will be protected to prevent silt laden runoff. 4.TESC/Demo Note #4 states staging will be located adjacent to parking. Please clarify. Will staging be provided within the existing parking lot or off-site? 5.Construction fencing is shown to incorporate the existing sidewalk. Sidewalk closed signage will be required at each end of the closure. Callout required signage on the plan. Sheet L4 –Grading, Drainage, and Utility Plan 1.The existing water meter shown to supply the proposed restrooms is actually an abandoned service and cannot be reused. Please show a new water service from main line to property line, withmeter installation. 2.Where the irrigation line splits off from the domestic service, aDCVA is required.This needs to occur immediately after the splitand thereforealigning meter and DCVA to the northof the plaza entrancewould be appropriate. 3.Please confirm what style of toilet will be installed in the restrooms so the meter and service line size can beconfirmedto be sufficient. At this location the pressure at the City main line is about 100psi. 4.Callout sanitary sewer pipe material and depth at cleanouts. A cleanout will be required within 2-feet of the outside of the building and also at the property line. 5.A 12” cast iron lamphole cover shall be installed per City standards at the cleanout at the property line. Please revise plans accordingly and reference City standard detail E6.4. 6.Reference City standard detail E6.4for installation of the sewer lateral (from main to property line). 7.As shown on the plans, the site contains an existing stormwater detention system. The stormwater calcs recovered from City records, and included with these comments, indicates the detention system was sized for 6365sf of impervious surface area and 835sf of landscape yard area (total of 7200sf). Provide calculations on this plan sheet indicating the following: a.Areas of existing impervious surface area to be removed and replaced by impervious surface area. b.Areas of existing impervious surface area to be removed and replaced with landscaping. c.Areas of existing landscaping to be removed and replaced with impervious surface area. 8.The impervious surface area/site classification worksheet does not accurately represent the existing and proposed site conditions. The request for clarification noted above should help sort out the stormwater management requirements for the subject project. Please keep the following in mind: d.All impervious surface areas on this site are regulated and would therefore not be exempt from stormwater management. e.Any existing impervious surface area proposed to be replaced with new impervious surface area would fall into the Replaced Regulated category. Page 2of 3 f.If the proposed final conditionsfor the site indicate impervious surface areain excess of what the original detention system was designed for, then additional stormwater management may be required. g.If stormwater mitigation is proposed, the submittal shall clearly indicate the proposed method of mitigation and any supporting documentation should be provided. The site classification worksheet provided indicates 1024sf is proposed to be mitigated through low impact development techniques and the plaza is shown to be constructed of pervious pavers on the site plan. There is no indication of this stormwater management approach ontheplan and supporting documentation for thedesignhas not been provided. 9.If pervious pavers are being provided as a stormwater mitigation measure, as indicatedon sheet L5, please provide details related to infiltration and construction of the paver systemconsistent with paverspecs and City handout E72B.In addition, if low impact development techniques are proposedas a mitigation measure, a covenant will need to be recorded against the property. This is standard documentation on a City approved form and noted here only as reference. 10.Please show the new location for the relocated power pole. I understand the pole will be located in the planter area on the west side of the restroom. Sheet L5–Site Plan 1.This plan sheet includes utility information that is not provided onUtility Plan sheet L4. Please remove specifics related to the utilities from theSite Plan and provide all utility information on Sheet L4 –Grading, Drainage and Utility Plan. Page 3of 3
