During review of the above noted application, it was found that the following information, corrections,or
clarifications are needed. Reviews by other divisions, such as Planning, Building, or Fire mayresult in
additional comments. Please redline plans or submit three (3) sets of revised plans/documents with a written
response to each of the items below to a permit coordinator.

Resubmittals can be made at the Development Services Department on the 2floor of City Hall. Permit
Center hours are M, T, Th & F from 8am-4:30pmand on Wednesdays from 8:30am-noon.
City of Edmonds handouts, standard details and development code can be referenced on the City website.
1)The plans state they are scaled at 1”= 20’; however, they do not scale as such. Please revise the
plans accordingly.
2)An executed easement that allows the use of the neighboring driveway must be in place prior to
issuance of permit. Please provide a copy of the recorded easement.
3)It appears as though the square footageof the proposed driveway(4354 sf) includes the existing
driveway (neighboring driveway). Only the new impervious area needs to be included in the
proposed driveway calculation.
4)Gravel is considered 100% impervious. Please revise the stormwater calculations and stormwater
management system accordingly.
5)Is the driveway really going to be constructed at an angle? Please note that any areas where a car
may be driven on needs to be calculated in the impervious surface calculations and should be shown
as part of the driveway.
6)Per the architectuals, there is a 10’ garage door proposed on the west side of the structure. What is
the intended use of this door? If it is intended to drive vehicles through this door, please showhow
the vehicle will maneuver around the structure and show the driveway.

Background
This is a garage and driveway addition to an existing SFR. This is classified as a Category 1 Small
Site Project because it creates/adds impervious area more than 2,000 SF and less than 5,000 SF.
Category 1 Small Site Projects are subject to Small Site Minimum Requirements 1, 2, 3, 4, 5, 7, 8,
9, and 11.
Minimum Requirement #1–Preparation of Stormwater Site Plan
Comments:
1.Site Plan submitted is not to a standard engineering scale, such as 1” = 10’, or 1” = 20’.
Although the plan may have been drawn to scale, the submitted sheet was printed at 1” = 23’
2.Provide property line dimensions
3.Provide site topography. The City’s GIS has 2-foot contours available.
4.Add standard “Call 811 Before You Dig”
5.Provide details and specifications, IE sizes, types, materials, inverts, cover, grades for all
Stormwater control features, e.g. pipes, catch basins, trenches, cleanouts, monitoring wells,
etc.
6.Provide proposed grading (contours, spots, grades) for the proposed features
7.The City’s GIS has an as-built for the side sewer, dated 4-21-67
8.Gravel driveways are considered to be 100% impervious
9.Provide dimensions of proposed driveway
10.Unable to verify grading calculations, e.g. “DRIVEWAY DRIAN(sic) TRENCHING: 4.5
CUYD” 40’L X 2’W X3’D /27 (CF/CY) = 8.9 CY
Minimum Requirement #2 –Construction Stormwater Pollution Plan
Comments:
1.Submit a Construction Stormwater Pollution Plan:
a.Erosion and sediment control plan
b.Stormwater spill prevention plan, if applicable, based on construction methods
2.Select appropriate Best Management Practices and standard notes for the project, site, and
construction schedule.

Minimum Requirement #5 –Onsite Stormwater Management
Comments:
1.Infiltration soil testing must be performed by or under the direction of a licensed onsite
sewage system designer, civil engineer, engineering geologist, or geotechnical engineer. The
City of Edmonds requires all engineers belicensed in theState of Washington in Civil

Engineering (as required by theadopted DOE manual). Except for ageotechnicalengineer
which means a current Professional Engineer, licensed in the State of Washington in Civil
Engineering with geotechnical experience.
Minimum Requirement #7 –Flow Control
Comments:
1.Infiltration facility must be sized by one of the following:
a.WWHM
b.MGS-Flood
c.City of Edmonds Simplified Sizing Charts
2.Provide detail/section on plans for proposed infiltration facility including:
a.Cover
b.Distribution pipe
c.Washed rock
d.Filter fabric
e.Sump with water quality features
3.Conflict between plans and report: Plans indicates 60-LF trench (per details) and a 40-LF-
trench, report (page 4) indicates 97-LF trench, report (page 5) indicates 53-LF trench
4.Void ratio of 0.33 is non-standard. The City specifies 0.30 void ratio for 1-1/2” to 1-3/4”
washed drain rock

Comments:
1.The Maintenance Requirements section of the Drainage Report is missing.
2.Consider Table 3.5 of Volume III of the 2005 SWMM for Western Washington,
“Maintenance of Control Structures and Catch Basins.”
3.Consider Infiltration Trench Maintenance Criteria of the 2005 Volume III SWMM for
Western Washington, page 3-103.
