Reviews by other divisions, such as Planning, Building, or Fire may result in additional comments. Please redline plans or submit three (3) sets of revised plans/documents with a written response to each of the items below to a permit coordinator. nd Resubmittals can be made at the Development Services Department on the 2floor of City Hall. Permit Center hours are M, T, Th & F from 8am-4:30pm and on Wednesdays from 8:30am-noon. City of Edmonds handouts, standard details and development code can be referenced on the City website. GENERAL 1.Provide an itemized engineers cost estimate for both on-site and off-site (right-of-way) improvements, including traffic control and all utility installations. Use the King County Bond Quantity Worksheet (available on the county website)and utilize “write-in” sections where appropriate. The amount of the bond will be based on 120% of the City approved estimate for the off-site improvements. a.A3.3% inspection fee is calculated for the project based on 120% of the City approved estimate for the entire project improvements. 2. As changes are made to each plan sheet, please make sure that the other plans sheets are revised accordingly. 3. As stated during the design review application, please provide a complete Traffic Report addressing queuing for the proposed drive-thrus. 4.Trash enclosure locations should be consistent between all plan sheets. Please revise the plans accordingly. Sheet C1.1–COVER SHEETAND GENERAL NOTES 1. The haul route stated is accurate when leaving the site. When entering the site, the haul route shall be SR-104 to Highway 99. Please show the haul route on a map. 2.Please revise note 35, from linda.mcmurphy@...tojeff.kobylk@... Sheet C2.1 –TEMPORARY EROSION CONTROL PLAN 1.Revise the title of this plan sheet to ‘Temporary Erosion Control and Demo Plan’. 2.Show job shack location, if any. 3.Add notes to the plans for the removal of the driveway approaches on Highway 99and replacementwith curb/gutterto City Standards. 4.Show stockpile location and indicate requirements to keep it covered. 5.Standard Detail E1.3 shown on the plans is an older version. Please revise to thecurrent version. 6.Will a chain link fence be installed during construction? If so, please show location on the plans. Sidewalk along Highway 99 property frontage shall remain open except as needed to perform specific activities such as sidewalk replacement and utility connections. 7.Please show the sewer being cut and capped a minimum of 20’ from theexisting or proposed foundations, whichever is greater. 8.Please note on the plans for the water service line be cut and capped at the back of meter and a spigot withAVB to be installedduring construction. Sheet C3.1 –GRADING AND DRAINAGE PLAN 1.Notes: a.Revise note 1 such that it states,thatthere isaminimum of 3’ separationrequirement between the dry utilities (power, gas, phone, cable, etc.) and sewer, water, and storm and 5’ from any Cityownedlines. b.Revise note 2, to state ‘Remove & Replace existing sidewalk within the right-of-way…’ c.Please move note 2to sheetC5.1. d.This siteis classified as a Large Site. Please revise note 3 accordingly. 2.Impervious Areas chart: Provide a breakdown for all the impervious surfaces. a.Existing impervious area not mitigated. b.Impervious area required to be mitigated c.Proposed impervious area to be mitigated.This area may be larger than required due to slopes of the existing parking areas.System shall be designed for all flows directed to the system. d.How much area the proposed system is designed for. 3.Any areas where the parking lot, structures, etc. will be removed to bare soilswill need to be counted as replaced mitigated impervious area andadded to theimpervious area required to be mitigated. 4.Please clearly show which areas will be collected and discharged to the onsite stormwater management system. This area may be larger since some surface runoff areas of the existing parking lot may not be able to be separated from the new. 5.Please note that the City requires a minimum of 4” tightline to be used not 6” (as stated on the plans). Revise plans if you choose. 6.Catch basin schedule chart: a.Number 2 –Please label as the control structure. b.Number 3-What does ‘To be sized for construction drawings’mean? Page 2of 7 7.Please add a note that if the rim to invert exceeds 5’ a type II manhole will be required. 8.The plans show thestormfilter system connecting to the detention system in the middle of the detention pipe. Please revise the plans to show the connection at a structure. 9.Trench drains are not permitted in commercial parking lotsbecause there needs to be catch. Please show surface water runoff fromtheparking lot sloped to catch basins. 10.Please label the trash enclosures.Please note that if the north trash enclosure is installed as shown, one way striping around the enclosure will be required. 11.Showallthe dry utilities(power, phone, cable, gas, etc.) on this plan sheet such that utility separation can be verified. 12.The plans state that the detentionsystem will be CMP; however this pipe material is not permitted (See handout E72A). Please revise the plans accordingly. STORMWATER REPORT The following comments are provided from Robert C. Edwards, PE, Stormwater Engineer. Background This is classified as a LargeSite Project. LargeSite Projects are subject toSite Minimum Requirements 1, 2, 3, 4, 5, 6, 7, 8, 9, 10, and 11. Minimum Requirement #1 –Preparation of Stormwater Site Plan Comments: 1.Drainage Report, Section III, Page 1, “Peak Flows (prior to detention)” appear to be Peak flows after detention. 2.Sheet C3.1, Catch Basin 2,Minimum distance between knockouts (36” Dia. CMP) is not achieved. 8” min. for 54” Dia., 12” for 72” Dia. Add at least 0.5” to 36” Dia. CMP for conflict analysis. 3.Sheet C3.1, Catch Basin 9,Type 2 54” Dia. MH, same comment as Catch Basin 2. 4.Drainage Report, Section III, Page 2, D, detention pipes are described as 46-foot long while Sheet C3.2 describes detention pipes as 48 LF. 5.Sheet C3.1, Catch Basin 7, 8” (N) shown as 347.5, yet calculatesas 347.85. At 347.5 the pipe will flow uphill to Catch Basin 8 (347.8). 6.Sheet C3.1, 8 parking stalls to the north of detention tanks appear to be un-treated and un-detained. 7.Sheet C3.1, Catch Basin 3, inlets into a detention tank are placed at the upstream structure to permit flow through sediment collection. 8.Sheets C3.1 and C3.2, The MWS specifies an operating head of 3-feet. It appears that the HGL will exceed the rim elevations at several points in the system. Sheet 3.2–GRADING AND DRAINAGE DETAILS 1.The control tee should be PVCand no shear gate handle. Please revise the plans to be consistent withEdmonds Standard Detail E5.4. 2.Add rim elevation to the flow control detail. 3.Adda note to the flow control detail that a minimum of 2’of cover is required under driveable surfacesand 1’of cover under landscape areas. Sheet 4.1 –WATER AND SEWER PLAN GENERAL Page 4of 7 1.Revise note 1 such that it states,thatthere isa minimum of 3’ separationrequired between the dry utilities (power, gas, phone, cable, etc.) and sewer, water, and storm and 5’ from any City ownedlines. WATER 1.The proposed plan states that the existing water meter is to be re-used and relocated.It appears that theexisting water service line from the watermain to the meter is a ¾” water line and meter. a.The required size of the watermeter will need to be verified under the plumbing permit. b.Any connections on the demand side of the meter will need to be addressed under the plumbing permit (i.e. irrigation, fire sprinkler, etc.). 2.If irrigation is to be connected off of the existing water service line, it will need to be connected after the meter and the backflow prevention device shall be installed after the connection (all within private property). The City will not provide a separate meteroff a single tap. 3.If two meters are desired, the City requires two taps on the main line. Typically the existing service is used for the irrigation and the new tap is used to provide water to the structure. 4.Is there a reason that a 1”meter is to be installed for irrigation? 5.Please show the back of the water meter located at the property line (where the water meter is located within the right-of-way). 6.Please label the size of the water service line(minimum 1”)and note the pipe material and tracer wire. 7.Please add a note to install a storz adapter on the existing fire hydrant. SEWER 1.Label the pipe material and size. 2.Please show the sewer line from thestructure to the main. 3.Show the sewer easement so that it is clear where the sewer lateral is located. 4.Please show the invert elevations atthe main and the structureso that slope (minimum of 2%) and coverage (minimum 2’) can be verified. If the slope of the pipe exceeds 20% the pipe will need to be anchored. 5.Please add a note that the existing side sewer will need to be TV’d bythe applicant and submitted to the City for review and approval to re-use. 6.Please add/revise note 2 that the sewer lateral will need to be TV’d by the City of Edmonds, Sewer Department, to determine if the line can be re-used. If the line is damaged or not a 6” line from the main to the property line, the sewer lateral will need to be replaced. Page 5of 7 7.The plans state ‘Exist ss stub to remain, see note 3’; however there is no note 3. Please revise the plans accordingly. SHEET C5.1 –STREET IMPROVEMENT PLAN 1.Revise the title to ‘Site Improvement Plan’. 2.Show the northbound travellanes on Highway 99. th 3.Show the crosswalks on the plans(Highway 99 & 220). 4.Please add a note to the plans that any striping(curbing,crosswalk, centerline, etc.) disturbed during construction shall be restriped, as required, prior to project completion. 5.Please show all utility poles, signage, mailboxes, etc. on this plan sheet. 6.Please add a note to the plans that if the sidewalk does not meet ADA requirements, is currently damaged or damaged during construction, the sidewalkwill need to be replaced. 7.Per Edmonds City Code and Community Development Code, 18.80.060, the driveway width shall be 30’. Please revise the plans accordingly. 8.Show the driveway approach per Edmonds Standard Detail 2.26. 9.Show all final asphalt restoration (including in the right-of-way). Please add a note that depending on the number of utility patches and locations, a 2”grind and overlay may be required. An inspectionwill be required to determine final restoration requirements/limits. 10.Pleaseadd a note to the plans that 2’ minimum asphalt cut may be required when replacing the curb/gutter. An inspection will be required to determine final restoration requirements/limits. 11.Show all required striping and signage set forth by the Fire Department. 12.Label theparking stall dimensions(minimum 8.5’by 16.5’), aisle width (24’for two-way traffic), etc. 13.Callout striping, one way arrows, etc. 14.Provide a detail for the directional arrows. 15. Please provide a detail for the trash enclosure. Sheet C5.2–STREET IMPROVEMENT DETAILS 1.Revise the title to ‘Site Improvement Details’. 2.Please replace Edmonds Standard Detail E2.27.2 with E2.26. 3.No curb ramps are being replaced in the right-of-way; therefore, please remove detail E2.16 and E2.23. 4.Please label detail 5 as ‘Typical Pavement Section on Private Property’. Sheet L-1.0 LANDSCAPE PLAN 1.Show the utilities, poles, mailboxes, signage, etc.on this plan. a.Maintain a minimum of 3’ clearance around fire hydrants, water meters, manholes, etc. b.Show that the landscapeis placed such that it will not block the fire department connections, if needed.
