During review of the above noted application, it was found that the following information,
corrections, or clarifications are needed. Reviews by other divisions, such as Planning, Building, or
Fire may result in additional comments. Please submit two (2)sets of revised plans/documents
including a written response to each item below.

C2.1–TEMPORARY EROSION CONTROL PLAN

C3.1 –GRADING AND UTIILTY PLAN
1)Revise plan sheet title to include “frontage improvement”.

through the driveway approachand up to new CB to be installed at NE corner of property (see
comment below).Callout requirement for new curb & gutter and reference City standard detail

3)8AveS right-of-way shall beimproved to public road street standards, not private road
standards. Minimum lane widthis required to be 11-feet ineach direction of travel. Refer to
City standard detail E2.1.3.It has been previouslydiscussed and agreed that the subject
property would only be responsible for adding half of the additional area required to meet 22-
feet. In scaling theplans, the existing road is 12-feet in width.An additional 10-feet would be
required to meet road standards, 5-feet of which the subject property is responsible for.

In widening the street, the existing slope of 8AveS needs to be reviewed. The existing street
slope is inconsistentand aportion of the existing road section may need to be removed in order
to add 5-feet of pavement and meet City standards.Provide a cross section and profile of the
existingstreet section and clearly show on the plans removal and replacement of existing
pavement as required.
6)Please add a note to the plans that final restoration of utility patches shall be completed by
the contractor.Utility patches shall be combined and full width or half width overlay will be
required depending ontheextent of disturbance. Where utility patches fall entirely within
one travel lane, the overlay shall extend to the centerline of roadway. Where utility patches
extend into both travel lanes then a full width overlay is required.
4)As indicated by the Fire Department, a fire sprinkler system is required for this property.
Typically if there is an existing water service line from the watermain to the meter,the water
service line/meter will not be the appropriate size and a new tap will be required. The applicant
will be required to pay for the new tap on the main and the new meter.
a.Please add a note that a 1” meter is to be installed
b.Show the water meter located in the right-of-way, such that the back of the meter is on
the property line. The water meter shall not be located within the driveway.
c.Please show a 1-1/2” water service line tobe installed from the back of the meter to the
house (as required for a combination fire and domestic service).
d.Please label the pipe material and note tracer wire to be installed on the water service
line(if line is not copper).
5)It appears as though the existing side sewer and lateral areproposed for re-use. A portion of the
existing sewer line will be cut and capped (near the property line) with thedemolition of the
existing single-family residence. Clearly show a new section of side sewerand label the rest as
existing, addressing the following:
a.Any portion of theexisting side sewer proposed for re-useshall be TV’d by the
contractor and video must be submitted to the City for review and approval to re-use.
Revise plan notes to indicate such.
b.For the existing sewer lateral, the City’s Public Works Department will need to TV the
lateral to determine if it is acceptable to re-use. Add notes to the plans to contact
Edmonds Public Works Sewer Division, 425-771-0235, to schedule inspection.
c.If a new sewer lateral is requiredand the connection will be core drilled, the connection
at the sewer main shall be per City standards and with a Romac Inserta-tee. If the sewer
connection will be cut inthen a wye will be required.
d.Label sewer pipe material and size. The sewer lateral (from the main to the property line
shall be 6”. Once on private property the sewer may reduce to 4”.
e.A cleanout shall be provided within 2-feet of thebuilding.
f.Provide invert elevations at the cleanout at the property line and at the house so that a
minimum 2% slopeand minimum 2’ pipe coveragecan be verified.

6)Show all dry utilities and required utility separation.
a.Please add a note that a minimum of 3’ separation is required between the dry utilities
(power, gas, phone, cable, etc.) and sewer, water, and storm and 5’ from any City main
lines.
b.All utilities shall be placed underground.
7)Please confirm Impervious surface area calculations include the concrete walkway and any
proposed patios.
8)Detention system is shown to be manifold system, however, pipe connections at each end are
not clearly indicated. At a minimum a riser shall be shown at each corner of the detention
system. This can be accomplished with CB’s or pipe risers. The two CB’s shown would be the
minimum required.In addition, are the short pipe sections also proposed to be 18”in diameter?
9)A catch basin shall be installed at the edge of right-of-way at the NE corner of the property.
The detention outfallwill tie into this structure. Storm crossings within City right-of-wayshall
be with 12”pipe.
10)Revise Catch Basin Schedule as follows:
a.Indicatepipe size at each IE and direction callout.
b.Add CBdetailsfor new CB to be installed per comment9 above.

c.Add Existing Type 1 CB(CB is in 8Ave and northof “alley”)and provide invert
elevation for new 12”pipe connection.
11)Revise Detail 3as follows:
a.CMP is not an approved detention pipe material. Please revise detentionpipe material
and control structure pipe material accordingly.
b.Please add a note to the plans that if the rim to invert elevation exceeds 5-feet thena type
II manhole will be required.
12)Driveway trench drain shall connect to detention system at a structure. Please revise plan
accordingly.
