During review of the above noted application, it was found that the following information,
corrections, or clarifications are needed. Reviews by other divisions, such as Planning, Building, or
Fire may result in additional comments. Please submit two (2) sets of revised plans/documents
including a written response to each item below.

GENERAL
1)Submit Side Sewer Permit Applicationform
2)A Stormwater Covenant is required to be recorded against the property based on the
proposed stormwater facilities for the project. Please complete the covenant, including
notarization and any required exhibits and submit to the city. The document must be
complete, but willnot be recorded prior to permit issuance. Prior to construction final
location of facilities are to be verified (by field inspection and asbuilt) and then the covenant
will be recorded. Please see the attached document.
TESC/DEMO
1)Please show anadditional filter sock in the catch basin to the west of the property along
Walnut Street. Per City of Edmonds GIS, the catch basin is downstream of the site and will
receive construction stormwater runoff.
2)Orange protective barrierfencing shall be placed at the drip line of trees to remain and
around the area proposed fortheinfiltration systemto protect the area from compaction.
3)The project is subject to the 2017 stormwater code. Please add Element #13 to the TESC
BMP elements list. Describe how the project will implement Element #13.
4)If the existing side sewer is to be re-used, the line must be cut and capped a minimum of 20’
from existing and/or proposed foundation whichever is closest to the property line.Please
add a note to the plans.
5)If the existing water service line is to be re-used, the line must be disconnected at the meter
during construction. Please install a hose bib with an AVB at the meter during construction.
Add a note to the plans.
6)Please update the title of the Grading and TESC plan to be Grading and TESC/DEMO plan.
UTILITY/STORMWATER PLAN
1)Please correct the direction of flow between CB1 and the infiltration trench.
2)Revise the infiltration trench detail to provide a 1 ½ inch to 1 ¾ inch washed drain rock.
3)The roof/footing drain callout is unclear. Please relocate callout so it does not get lost in
otherelements of theplan.
4)Ensure the maximum amount of driveway impervious surface area is tributary to the CB1.
Add spot elevations around the drivewayto clarify drainage patternsif needed.
5)Please provide the IE of the footing drain and roof drain at the connection line to CB1.
6)Update the Vicinity Map. Currently only a black box occupies the map.
7)Please show the location of the infiltration trench observation well on the plan.
8)Please incorporate the standard details for sewer laterals and cleanouts (E6.2 and E6.4)
9)Please add a note that the existing side sewer will need to be TV’d by the contractor and
video must be submitted to the City for review and approval to re-use.
If the existing sewer lateral is proposedto be reused, the City’s Public Works Department

will need to TV the lateral to determine if it is acceptable to re-use. Add notes to the plans
to contact Edmonds Public Works Sewer Division, 425-771-0235, to schedule inspection.
11)Add a note that a minimum of 3’ separation is required between the dry utilities (power, gas,
phone, cable, etc.) and sewer, water, and storm and 5’ from any City main lines.
12)Please add a note to the plans that all final restoration shall be completed by the contractor
not the City of Edmonds.

Background
This is classified as a Category 1 Small Site Project because it creates/adds impervious area more
than 2,000 SF and less than 5,000 SF.
Category 1 Small Site Projects are subject to Small Site Minimum Requirements 1, 2, 3, 4, and 5.
Minimum Requirement #1 –Preparation of Stormwater Site Plan
Comments:
1.The drainage report shall include a narrative of minimum requirements 1 through 5.
2.The WWHM model shall use the Puget East 36 rain gage data. (Use WSDOT data)
3.The WWHM model of the infiltration trench shall use a porosity of 0.30.
4.Provide details the storm drain pipes to CB#1. Include pipe diameter, material, type, inverts,
and slopes.
Minimum Requirement #2 –Construction Stormwater Pollution Plan
Comments:
1.The SWPPP requirements for projects after 2016 are published in Volume II of the 2014
DOE manual. There are now 13 minimum elements. Additionally, the SWPPP shall have a
narrative as required by the 2014 DOE manual.
