Unfortunately for your project the city stands by the actual 2016 IRC language that the minimum ceiling height for basement habitable space is 7’. The options you may consider are re-labeling the rooms to non-habitable space, like storage or mechanical rooms, or removing the concrete slab and excavating enough to get the ceiling height. The second option might be a good time to put in interior footing drains to help alleviate basement water issues. Footings and door egress to the outside would have to be considered. If you want to come down to the office to re-label the rooms or indicate removing the slab on the plans, that would a fast option. Then I could complete the building plan review.
