Reviews by other divisions, such as Planning, Building, or Fire may result in additional comments. Please submit two (2)sets of revised plans/documents including a written response to each item below. nd Resubmittals can be made at the Development Services Department on the 2floor of City Hall. Permit Center hours are M, T, Th & F from 8am-4:30pmand on Wednesdays from 8:30am-noon. Comments in bold were written on June 16, 2017. GENERAL OK 1) SubmitROW Permit Applicationform OK–Side Sewer Permit needs to be signed by a contractor. 2) Submit Side Sewer Permit Applicationform OK 3) Include a City Engineering Division approval block on all plan sheets. Refer to sample on City website. OK 4) A Stormwater Covenant is required to be recorded against the property based on the proposed stormwater facilities for the project. Please complete the covenant, including notarization and any required exhibits and submit to the city. The document must be complete, but will not be recorded prior to permit issuance. Prior to construction final location of facilities are to be verified (by field inspection and asbuilt) and then the covenant will be recorded.Please see covenant attached in email. OK 5) City code requires the driveway to be paved from the edge of existing pavement a minimum distance of 20-feet or to the property line, whichever is greater. Please label the driveway as asphalt from the paved road to 20’ from the existing pavement. Once on private property and past the 20’ mark, the driveway may be any material the applicant chooses or as required to meet stormwater code requirements. OK 6) Utility patches shall be combined and full width or half width overlay will be required depending ontheextent of disturbance. Where utility patches fall entirely within one travel lane, the overlay shall extend to the centerline of roadway. Where utility patches extend into both travel lanes then a full width overlay is required.Include City of Edmonds standard detail E2.3 in the plans. OK 7) Please note: additional comments not included in this reviewmay be produced after . reviewing the next submittal TESC,GRADING, & DEMOPLAN OK 1) Incorporate and referenceCity standard detail E1.1for filter fencing. OK 2) Show construction entranceon the plans and incorporate and referenceCity standard detail E1.2. OK 3) Incorporate and reference City standard detail E1.3for catch basin protection. OK 4) Orange protective barrierfencing shall be placed at the drip line of trees toremain and around areas proposed for low impact development techniques, such as theinfiltration system, to protect the area from compaction. OK 5) Please provide the location of the temporary stockpile. Add a note that the stockpile is to be covered within 24hours. OK 6) Add note: Install and maintain all TESC measures according to approved plans, City of Edmonds standard details, and all other measures that may be required during construction. OK 7) Please update the title of the TESC and Grading Planto “TESC, Grading, and Demo Plan”. Page 2of 5 OK–Show on the plan where the sewer service would be capped. 8) Add a note to the plan that existing gas, and sewer are to be capped a minimum of 20’ away from the foundation of the existing and proposed houses prior to demolition. OK–Please add a callout on the plan 9) Add a note to the plan that the existing water line is to be disconnected at the water meter prior to demolition. Install a hosebib with an AVB attachment at the meter. OK 10) A note regarding driveway grading is unclear. Please revise and relocate the comment. DRAINAGE AND UTILITY PLAN 1)As indicated by the Fire Department, a fire sprinkler system is required for this property. Typically if there is an existing water service line from the watermain to the meter,the water service line/meter will not be the appropriate size and a new tap will be required. The applicant will be required to pay for the new tap on the main and the new meter. OK a. Please add a note that a 1” meter is to be installed OK b. Show the water meter located in the right-of-way, such that the back of the meter is on the property line. The water meter shall not be located within the driveway. OK c. Please show a 1-1/2” water service line to be installed from the back of the meter to the house (as required for a combination fire and domestic service). Please add the note below to the plans. d. Please label the pipe material and note tracer wire to be installed on the water service line. OK 2) The proposedwaterline runs directly through the proposed infiltration system. Relocate the waterline. OK 3) Once the waterline is relocated, ensurethat there is a minimum of 3’ of horizontal separation between the waterserviceand dry utilities (i.e. power, phone, gas, cable, etc.). OK 4) th Please show the watermain within 184St SW. OK 5) Aminimum of 10’ of horizontal separation is required between water and sewer lines. OK 6) A minimum of 5’ of horizontal separation is required between water and storm lines. OK 7) Add a note to the plans indicating where the landscape irrigation backflow assembly will be located (if one is proposed). Page 3of 5 OK 8) Please add a note to the plans that all final restoration shall be completed by the contractor not the City of Edmonds. OK –Note that there is no minimum slope requirement for 12.9%. 9) Label pipe material and size. The sewer lateral from the main to the property line shall be 6”. Once on private property the sewer may reduce to 4”. OK 10) Show a 6” cleanout at the property line.Please add a note that the 6” cleanout at the property line shallhave a 12” cast iron lamphole cover with ½” hexbolts. OK 11) Show a cleanout located within 2’ of the houseand when there is more than 100’ between cleanouts. OK–Please remove the cleanout proposedat the main. Please provide the proposed 12) invertelevation connection elevationin a callout. Provide invert elevations at the sewer main, the sewer cleanout at the property line,and at the house so that a minimum 2% slopeand minimum 2’ pipe coveragecan be verified. If the slope of thesewerpipe exceeds 20% the pipe will need to be anchored. OK 13) Please add a note that theexistingside sewer will need to be TV’d by the contractor and video must be submitted to the City for review and approval to re-use. Add notes to the plans to contact Edmonds Public Works Sewer Division, 425-771-0235, to schedule inspection. OK 14) Revise the drainage note on the plan as it is unclear. It is confusing in determining whether roof drains are tributary to the infiltration trench. OK 15) Will the roof drains combine with the footing drains? If so, add a note to the planto clarify. If not, please show the footing drain discharge location and the roof discharge location. OK 16) Show all dry utilities and required utility separation. Please add a note that a minimum of 3’ separation is required between the dry utilities (power, gas, phone, cable, etc.) and sewer, water, and storm and 5’ from any City main lines. OK 17) Remove the comment from the plans discussing capping existing utilities.Capping existing utilities is part of the demo process and shouldn’t be included in the proposed drainage plan. Minimum Requirement #1 –Preparation of Stormwater Site Plan Comments: 1.Drainage Report: Infiltration facility sizing calculationsare conflicting. The MGS Flood calcs show the infiltration trench depth as 3-feet. The Infiltration trench detail on sheet C3.0 shows the depth as 1.5-feet. An additional 0.5-feet is shown as compacted backfill. Please update the detail to agree with the MGS calculations.
