Dear Mr. Wichers:
I have reviewed the above building permit application for the Planning Division, and it was found that the
following information, corrections, or clarifications will need to be addressed before review can continue:
Setbacks:
1.The shoring plan (Sheet SH2.1) indicates that the proposed wall will comply with the
minimum required 10-foot side setback from the southern property line; however, it appears that the
proposed wall is located within the minimum required 10-foot side setback from the northern
propertyline. Any walls that exceed three feet in height over original grade shall comply with
minimum setback requirements. As such, please indicate that the wall will meet the 10-foot setback
from the northernpropertyline or reduce the height of the wall for that portion within the setbacks
and provide top of wall and original grade elevations at five-foot intervals in order to show
compliance.Indicate compliance with both side setbacks on the site plan as well as the shoring plan.
Existing Deck:
2.The plans indicate that new footings will be constructed for the existing deck. Please
confirm whether the deck itself is being replaced, and if the deck is being replaced, please indicate
any changes proposed to its existing dimensions.
Tree Removal:
3.One of the trees indicated on the plans as to be removed appears to be located on the
adjacent property to the south of the subjectsite. Provide written documentationfrom the adjacent
property owner(s) indicating their approval to remove this tree as part of your project.
Geotechnical Report:
4.The geotechnical letter dated April 10, 2017 by Associated Earth Sciences
Inc. statesthe following:“…the slope should be replanted as soon as possible with landscapingtrees
and shrubs, as desired…”The geotechnical engineer, however, must review the proposed tree cutting
and planting plans and provide written documentation of how theentire projectproposal is in
compliance with the applicable standards of ECDC Chapters 23.40 and 23.80, including the specific
design standards in 23.80.060 and 23.80.070.
Irrigation:
5.Thegeotechnical letter dated April 10, 2017 by Associated Earth Sciences Inc. states the
following: “Irrigation of the vegetation should be limited to prevent excessive saturation of the slope
and potential soil movement.”Please provide a written description of how the proposed planting plan
addresses this recommendation of the geotechnical engineer.
Monitoring Program:
6.ECDC 23.40.130.D states the following: “The mitigation plan shall include a
program for monitoring construction and forassessing a completed project. A protocol shall be
included outlining the schedule for site monitoring (for example, monitoring shall occur in years one,
three, and five after site construction), and how the monitoring data will be evaluated to determine if
the performance standards are being met. A monitoring report shall be submitted as needed to
document milestones, successes, problems, and contingency actions of the compensation project. The
compensation project shall be monitored for a period necessary to establish that performance
standards have been met, but not for a period less than five years without approval from the
director.”
Please providea monitoring plan for the subject proposal.In developing the monitoring plan, please
address the requirements of the above code section, beingsure to include the following:
a.Astatement by alandscape architect must be provided to the city following establishment of all
plantings confirming that the plantings were established per theapproved landscape plan and
documenting any changes from the approved plan.
b.Provide performance standards for monitoring of the vegetation in this area.
c.Provide a monitoring schedule and indicate how the monitoring data will be evaluated to
determine if the performance standards arebeing met.
d.Astatement by a landscape architect mustbe provided at the end of the five year monitoring
period confirming that all plantings havesurvived consistent with the performance standards or
providing direction to the property owner on what must be done in order to re-establish any
vegetation that is needed in order to be consistent with the performance standards.
e.Includea maintenance plan indicating how the plantings will be maintained into the future
beyond the end of the monitoring period. For example, the existing trees being cut to stumps will
re-sprout,and the property owner will likely need to performmaintenance on these trees in the
future.The maintenance plan should address maintenance of all new plantings as well.
Landscape Bid:
7.Please provide a bid for all landscaping costs,including materials and labor. This
will be utilized in calculating a 5-year maintenance bond.
Notice on Title:
8.Last year, City Council passed an ordinance requiring parcels with potential
Landslide Hazard Areas to record notice on title before issuance of any building permit. The form
must be notarized (which we provide for free at our office) by all property owners. Then,the form
must be recorded at the Snohomish County’s recording office in Everett (current County recording
fee is $73 + $1 for each additional page for a total of $76), or the City of Edmonds can record the
document foryou for a fee of $100 plus County fees for a total of $176.The form is attached for
your review. If everything looks correct, please forward it along to Mr. Bailey.I will have the form
printed and placed in thebuilding permit application file for hisconvenience as well. If it is easier for
Mr. Baileyto sign and record the notice himself, please print, notarize, and record the document then
provide me a copy of the proof of recording.
Please submit twocopies of your revised site plan and two copies of any revised building plan sheets to a
Development Services Permit Coordinator. Our office hours are Mondays, Tuesdays, Thursdays, and
Fridays between 8:00am and 4:30pm, and Wednesdays between 8:30am and noon.
