UNITED METHODIST CHURCHSIGN LOCATED AT 828 CASPERS ST.
Dear Ms. Skiles:
I have reviewed the above building permit applicationfor the Planning Division,and it was found that the following
information, corrections, or clarifications will need to be addressedbefore review can continue:
Critical Areas Determination:
1.Please note that the critical areas determination for the subject site is
currently pendingunder File No. CRA20170057. Staff will notify you if it is found that acritical areas study
is required for the subject proposal.
Illumination:
2.According to ECDC 20.60.020.M, internally illuminated signsare not allowed for business
uses within residentialzones. The subject site is located within the RS-12zone, so only external illumination
would be allowed for the portion of the proposed sign that is not the readerboard.Please revise the proposal
such that the portion of the sign stating “Edmonds United Methodist Church”is not internally illuminated.
ReaderBoard:
3.Accordingto ECDC 20.60.020.F, “Electronic reader boards may have messages that
change; however, moving messages are not allowed.Messages that change at intervals less than 20 seconds
will be considered blinking or flashing and not allowed.”Additionally, ECDC 20.60.020.N.6 limits
messages displayed on reader boards to alphanumeric messages only.Please indicate compliance with these
requirements on the project plans.
Total Signage:
4.Please indicate whether any existing freestanding and/or wall-mounted signage (if any) is
proposed to be retained or if the proposed sign will be the only sign for the site.
Sign Area:
5.Pursuant to ECDC 20.60.025.B, signage for conditionalnonresidential uses in residential zones is
subject to the maximum area and height limitations established for signs in the BN zone, which allows a
maximum of24 square feet for freestanding signs. Please revise the size of the proposed sign in order to
comply with this requirement.
Landscaping:
6.ECDC 20.60.045.G requires freestanding signs to have a landscaped area twice the size of the
sign area at the base of the sign. Please indicate the size of the existing landscaped area located at the base of
the proposed sign, and indicate any changes or additions to this landscaped area,if needed,to comply with
the requirements of ECDC 20.60.045.G.
Setback:
7.A5-foot setback is required for monument signs up to a maximum of six feet in height. This
setback was written in by hand on the site plan; however, please add this to the site plan since the planneeds
to be revised to address the above comments.
Please submit twocopies of allrevised plan sheets to a DevelopmentServices Permit Coordinator. Our office hours
