Scope: Install plumbing and gas piping for fixtures and appliances in a commercial
kitchen — separated A-2 occupancy — 98 occupants — VB construction - no sprinkler
system installed — Type II hood suppression, fire sprinkler, fire alarm, etc. under
separate permits
Please be advised that the building plans for the above referenced project have been disapproved
for the purposes of obtaining a building permit. During a review of the plans by the Building
Division for compliance with the applicable building codes, it was found that the following
information, clarifications, or changes are needed. Reviews by other divisions, such as Planning,
Engineering, or Fire, may result in additional comments that require attention beyond the scope of
this letter.
A complete review cannot be performed until the revised plans/documents, including a
written response in itemized letter format indicating where the `clouded' or otherwise
highlighted changes can be found on the revised plans, have been submitted to a Permit
Coordinator.
Resubmittals must be made at the Development Services Department on the 2nd Floor of City Hall.
Permit Center hours are M, T, Th, & F from 8am-4:30pm and from 8:30am-12pm on Wednesdays.
General Review Note:
The following comments regard the installation of the plumbing and gas systems associated only
with the proposed tenant improvement to be completed under BLD2017-0275. There are still
unresolved concerns regarding the size/capacity of the existing water service and grease interceptor
serving the existing tenants and the ability to meet the additional demands proposed under this
permit. Subsequent review of those items may result in additional work required to be completed
under a separate permit prior to the final inspection approval of this permit.
On sheet P-1:
Plumbing Specifications
a. Note #15 — Change on the plans the minimum distance from the plumbing system
vent termination to the fresh air intake of the roof -top mechanical unit from ` 10
inches' to `10 feet' per Uniform Plumbing Code (UPC) 906.2.
b. Note #16 — Eliminate from the plans the allowance for `18" tall air chambers' `at
Contractor's option' as an alternative to the required water hammer arrester(s) per
UPC 609.10.
2. Table No. 1-G — Pipe Insulation Thickness — In the note regarding the required
portions/types of the service water heating system required to be insulated - Change on the
plans the provided information to reflect that required per the Washington State Energy
Code (WSEC) C404.6.
3. Plumbing Sizing Form
a. PRV — Change on the plans the response to the requirement to install a pressure
regulating valve (PRV) from `NO' to `YES' per UPC 608.2 and the City of Edmonds
design requirements. Due to the variability/timeliness of measurements taken and
the effects of infrastructure improvements on the `available pressure', PRVs are
required for all water supply and distribution systems.
b. Plumbing Utility Load — Sewer Load — Change on the plans the indicated number of
`new' fixture units to that noted on sheet `P-4' — Floor Plan (Waste & Vent).
c. Plumbing Utility Load — Water Demand — Change on the plans the indicated number
of `new' fixture units to that noted on sheet `P-3' — Floor Plan (Hot & Cold Water).

4. Site Plan
a. Change on the plans the `site plan numbering' of the gas meter and gas supply line
from `8' to `9'.
b. Change on the plans the `site plan numbering' of the grease interceptor vent from `9'
to `10'.

6. Floor Plan (Hot & Cold Water) — Clarify on the plans the represented installation of the
heated water supply serving the public lavatory faucets. It does not appear to meet the
maximum piping lengths of WSEC Table C404.3.1. Extending the `recirculating loop'
closer to the lavatories (especially in the `Mens'restroom) or the utilization of an
instantaneous water heater for each of the lavatories are typically proposed to avoid having
to install a tank -type water heater in the same space and still meet the accessibility
requirements of ICC Al 17.1-2009.
