Project: Bluestone Psychological Services tenant improvement
Scope: Remove/add non -bearing interior walls to reconfigure spaces — Business
group B occupancy — 20 occupants — VB construction — no sprinkler system — no
mechanical or plumbing included
Please be advised that the building plans for the above referenced project have been disapproved
for the purposes of obtaining a building permit. During a review of the plans by the Building
Division for compliance with the applicable building codes, it was found that the following
information, clarifications, or changes are needed. Reviews by other divisions, such as Planning,
Engineering, or Fire, may result in additional comments that require attention beyond the scope of
this letter.
A complete review cannot be performed until the revised plans/documents, including a
written response in itemized letter format indicating where the `clouded' or otherwise
highlighted changes can be found on the revised plans, have been submitted to a Permit
Coordinator. Only those sheets specifically referenced as follows need to be resubmitted.
Resubmittals must be made at the Development Services Department on the 2nd Floor of City Hall.
Permit Center hours are M, T, Th, & F from 8am-4:30pm and from 8:30am-12pm on Wednesdays.
On sheet P-1:
1-1 — Project Information
a. Energy Code Compliance — Note I — Change on the plans the version of the
Washington State Energy Code (WSEC) from `2012' to `2015'.
b. Building Code Compliance — Add to the plans a reference to the International
Existing Building Code (IEBC) that governs the repair and alteration of existing
buildings per International Building Code (IBC) 101.4.7.
2. 1-3 — Floor Plan
a. Indicate on the plans the accessible sales and service counter (or portion of that
proposed) in space `3' — Receptionist - meeting the requirements of ICC A117.1-
2009 section 904.1.
b. Clarify on the plans the difference in the represented `swing' of the door serving
space `4' — Bath — and of that previously approved under permit BLD2005-1054 and
required per ICC A117.1-2009 section 603.2.2.
c. Clarify on the plans the difference in the represented width adjacent the strike on the
`pull' side of the door serving space `5' — Existing Office - and of that previously
approved under permit BLD2005-1054 and required per ICC A 117.1-2009 section
404.2.3.
d. Clarify on the plans the difference in the indicated size of the window in space `9' —
Existing Office - and of that previously approved under permit BLD2005-1054.
e. Indicate on the plans the proposed materials and their installation criteria to construct
the represented walls.
f. Provide on the plans a `lighting fixture schedule' that includes the lighting fixture
wattages and a lighting control narrative to verify that the methods utilized in
meeting the applicable provisions have been identified on the plans.
On the provided 2015 Washington State Energy Code Compliance Forms for Commercial
Buildings including R2, R3, R4 over 3 stories and all R1:
3. Interior Lighting — Space -By -Space Method — LTG-INT-SPACE form
a. Calculation Area — Clarify the difference in the indicated extent of the proposed
lighting installation and of that noted on the `Lighting Summary — LTG -SUM' form.
b. LPA Calculation Type — Update the selected compliance path on the provided form
after responding to the following plan review comments.
c. Maximum Allowed Lighting Wattage — Clarify the values entered for the following
columns/fields:
• Allowed Watts per ft2 - the `LPD' does not appear to reflect that permitted for
the noted spaces per WSEC Table C405.4.2(2).
• Allowed Watts — the `Allowed Watts' should be the total wattage of the
`existing' lighting system. The `proposed' lighting system (any `new' plus
the `existing -to -remain') must not exceed that of the `existing' prior to any
alterations.
d. Proposed Lighting Wattage — Provide a complete accounting of all of the spaces and
list the proposed lighting (including the `existing -to -remain') for each.
