Project: Westgate Chapel interior remodel
Scope: Remove/add interior non -bearing walls/doors/ceilings to reconfigure/create
spaces — lighting changes — Assembly group A-3 occupancy — 153 occupants (in
remodeled space) — VB construction — no fire sprinkler system — mechanical,
plumbing, fire alarm, etc. under separate permits
Please be advised that the building plans for the above referenced project have been disapproved
for the purposes of obtaining a building permit. During a review of the plans by the Building
Division for compliance with the applicable building codes, it was found that the following
information, clarifications, or changes are needed. Reviews by other divisions, such as Planning,
Engineering, or Fire, may result in additional comments that require attention beyond the scope of
this letter.
A complete review cannot be performed until the revised plans/documents, including a
written response in itemized letter format indicating where the `clouded' or otherwise
highlighted changes can be found on the revised plans, have been submitted to a Permit
Coordinator. Only those sheets specifically referenced as follows need to be resubmitted.
Resubmittals must be made at the Development Services Department on the 2nd Floor of City Hall.
Permit Center hours are M, T, Th, & F from 8am-4:30pm and from 8:30am-12pm on Wednesdays.
On sheet A1.02 — Floor Plan, Details Building Section:
Main Floor Plan
a. Provide (or modify that provided) as part of a complete building permit application
submittal a `flooribuilding plan' representing the complete `means of egress' — exit
access, exit, and exit discharge — to guide proper review. Of particular concern are
the means of egress systems serving the converging exits at the north ends of the
`Sanctuary' and the `Chapel, the south end of the `Chapel', and other areas in the
south portion of the building.
b. Provide (or modify that provided) as part of a complete building permit application
submittal a `flooribuilding plan' representing the accessible route to the `Chapel'.
c. Clarify on the plans the represented `swing' of the `new (2) 3' x 7' glass doors
w/panic hardware' in the east wall of the `Chapel'. Doors provided for egress
purposes beyond that required must still meet the requirements of International
Building Code (IBC) Chapter 10 per IBC 1010.1, and therefore IBC 1010.1.2.1.
d. Clarify on the plans the proposed installation of the `new landing' on the
`Sanctuary' -side of the `new' doors in the east wall of the `Chapel' as represented on
`Building Section A -A'. It appears to effectively eliminate the extensions of the
handrails required per IBC 1014.6 serving the stairs. Also a stairway, it would
require the installation of handrails per IBC 1011.11.
e. Clarify on the plans the proposed installation of the `2-2'-8" x 7'-0" glass doors
w/panic hardware' in the north wall of the `Chapel'. Typically, glass doors with
panic hardware have metal frames and a hinge placement that would not appear to
meet the clear opening requirements per IBC 1010.1.1.
f. Clarify on the plans the proposed `swing' of the door serving the west -most
`Changing' room. It does not appear to provide the required maneuvering clearance
from the `pull' side required per ICC Al 17.1-2009 Section 404.2.3.
g. Indicate on the plans the restrooms and drinking fountain(s) meeting the
requirements of International Existing Building Code (IEBC) 410.7/403. 1 /IBC Table
2902.1/1109.2 and ICC A117.1-2009 section 604. Per IEBC 410.7, where an
alteration contains an area of primary function, the route to the primary function area
shall be accessible. The accessible route to the primary function area shall include
toilet facilities and drinking fountains serving the area of primary function. Unless
there are accessible restrooms and drinking fountains located not more than one story
above or below, and within a travel distance of 500 feet of the most remote location
in the tenant space, accessible restrooms are required to be installed along the
accessible route of the tenant space. The public shall have access to the accessible
restrooms at all times that the building is occupied. The costs of providing the
accessible route are not required to exceed 20 percent of the costs of the alterations
affecting the area of primary function.
2. Building Section A -A
a. Specify on the plans the minimum required attachment of the `new 2x10 ledger' to
support the loads from the new ceiling over the `Chapel'.
b. Specify on the plans the minimum required attachment of the `new 2x10 HF #2
framing' to the `existing' roof framing members.
c. Specify on the plans the minimum required attachment of the `new 2x10 HF #2
framing' to the `new 2x 10 framing' at the ceiling ridge.
3. Construction Notes — Note 7 — Clarify on the plans the reference to `structural notes and
details' regarding the reinforcing lintel at the `new' door to the northeast stairway.
Corresponding notes and details, along with the referenced door, could not be found among
the submitted construction documents.

On sheet A1.03 — Reflected Ceiling Plans Interior Elevations:
4. Main Floor Reflected Ceiling Plan - Identify on the plans those lighting fixtures required to
be provided with emergency power for illumination of the means of egress per IBC 1008.3.
5. Provide on the plans a `lighting fixture schedule' that includes the lighting fixture wattage
and a lighting control narrative to verify that the methods utilized in meeting the applicable
provisions have been identified on the plans per Washington State Energy Code (WSEC)
C 103.2.
On the provided 2015 Washington State Energy Code (WSEC) `Compliance Forms for Commercial
Buildings including R2, R3, R4 over 3 stories and all R1' worksheets:
6. On the `Interior Lighting — Building Area Method — LTG-INT-BLD — worksheet
a. In the `Maximum Allowed Lighting Wattage' portion of the form — Clarify the
difference in the indicated `Gross Interior Area' and of that corresponding with the
area of the alteration represented on sheet `A1.03' — Main Floor Reflected Ceiling
Plan. It does not appear that the `Restroom' and the `Classroom' have been
included.
b. In the `Proposed Lighting Wattage' portion of the form — Clarify the difference in
the indicated number of fixtures to be installed in the various noted areas and of that
represented on sheet `Al.03' — Main Floor Reflected Ceiling Plan.
