Scope: — Business group B occupancy — 42 occupants — VB construction —
plumbing, fire alarm, etc. under separate permits
Please be advised that the building plans for the above referenced project have been disapproved
for the purposes of obtaining a building permit. During a review of the plans by the Building
Division for compliance with the applicable building codes, it was found that the following
information, clarifications, or changes are needed. Reviews by other divisions, such as Planning,
Engineering, or Fire, may result in additional comments that require attention beyond the scope of
this letter.
A complete review cannot be performed until the revised plans/documents, including a
written response in itemized letter format indicating where the `clouded' or otherwise
highlighted changes can be found on the revised plans, have been submitted to a Permit
Coordinator. Only those sheets specifically referenced as follows need to be resubmitted.
Resubmittals must be made at the Development Services Department on the 2nd Floor of City Hall.
Permit Center hours are M, T, Th, & F from 8am-4:30pm and from 8:30am-12pm on Wednesdays.
On sheet 1 — LOWER AND BASEMENT LEVEL MECHANICAL PLAN (as named by the plans
examiner):
1. Indicate on the plans the proposed method of providing the minimum exhaust airflow rate in
the restroom per International Mechanical Code (IMC) Table 403.3.1.1.
2. Clarify on the plans the indicated provision of `return air' openings at the represented
locations. Typically, a dedicated outside air system (DOAS) utilizing a heat recovery
ventilator (HRV) has openings to exhaust air from within the space(s) and other openings to
introduce outside (supply) air into the space(s). None of the exhaust air is mixed with
outside air and returned to the space(s).
3. Indicate on the plans the specific `supply air' and `return air' (exhaust air? — see above
comment) locations to be served by each of the HRV units.
4. Indicate on the plans the proposed method of providing the minimum ventilation rate per
IMC Table 403.3.1.1 for the `office' areas in the basement noted on the approved plans for
permit BLD2018-1021.
5. Indicate on the plans the proposed method of providing an active or passive space -heating
system per IBC 1204.1 for the `laundry' and `office' areas in the basement.
On sheet 2 — MAIN LEVEL MECHANICAL PLAN (as named by the plans examiner):
6. Indicate on the plans the proposed method of providing the minimum exhaust airflow rate in
the restroom per IMC Table 403.3.1.1.
7. Clarify on the plans the indicated provision of `return air' openings at the represented
locations.
8. Indicate on the plans the specific `supply air' and `return air' (exhaust air?) locations to be
served by each of the HRV units.
9. Provide as part of a complete submittal product specifications for the 3 ton heat unit. The
selected unit must exceed the applicable minimum efficiency requirement listed in IMC
Table C403.2.3 by at least 15 percent per the selected `Additional Efficiency Package
Option' noted on the approved plans for permit BLD2018-1021.
10. Clarify in the submittal documents the selected heat pump. It does not exceed the applicable
minimum efficiency requirement listed in IMC Table C403.2.3(2) by at least 15 percent per
the selected `Additional Efficiency Package Option' noted on the approved plans for permit
BLD2018-1021.
11. Clarify on the plans the method of delivering the heating/cooling capability of the heat pump
to the proposed area to be served by it. It appears that it is intended to serve the large, open
area of the main level and might be connected to the 3 ton heat (furnace w/air handler?)
located in the attic above, however there are no indications of this on the plans.
12. Indicate on the plans the proposed method of providing the minimum exhaust airflow rate in
the areas used as a beauty salon per IMC Table 403.3.1.1. Whether provided separately for
each of the areas or for the entire level, consideration should be given to the openness of the
overall area and the proximity of the adjacent `Waiting Area' and `Mercantile' area to the
sources of contaminants in the sizing of the system(s).
