During a review of the plans by the Building Division for compliance with the applicable building codes, it was found that the following information, clarifications, or changes are needed. Reviews by other divisions, such as Planning, Engineering, or Fire, may result in additional comments that require attention beyond the scope of this letter. A complete review cannot be performed until the revised plans/documents, including a written response in itemized letter format indicating where the `clouded' or otherwise highlighted changes can be found on the revised plans, have been submitted to a Permit Coordinator. Only those sheets specifically referenced as follows need to be resubmitted. Resubmittals must be made at the Development Services Department on the 2nd Floor of City Hall. Permit Center hours are M, T, Th, & F from 8am-4:30pm and from 8:30am-12pm on Wednesdays. On the provided geotechnical report prepared by Samuel E. Suruda, G.I.T., for Earth Solutions NW, LLC — ES-5839 — dated March 5, 2018: 1. Provide a signed stamp/seal of a geologist licensed in the State of Washington that prepared, or was in responsible charge, for the engineering geology report per Washington Administrative Code (WAC) 308-15-075. 2. Provide confirmation that a review of the plans for the final design of the proposed residential structures and other site elements has been completed to verify the incorporation of the geotechnical recommendations provided in the report. General plan review note: The following plan review comments regard the Building Division concerns after a review of the submittal documents prepared by Donna Breske & Associates, LLC. On sheet 1 of 6 — SITE PLAN FOR PARADISE HEIGHTS HLD LLC: 3. SITE PLAN a. Indicate on the plans the top of the north -descending steep slope with a gradient in excess of 40 percent referenced in the geotechnical report prepared by Samuel E. Suruda, G.I.T., for Earth Solutions NW, LLC — ES-5839 — dated March 5, 2018. Of particular concern is the establishment of the slope hazard area and the required setback from it for the placement of the proposed infiltration systems and the proposed retaining walls as noted on page 14 of the above referenced geotechnical report. b. Provide on the plans a detail, and a reference to it, for the minimum required construction of the `KEYSTONE BLOCK WALL' located along the northwest portion of the lot. A detail found on sheet `4 of 6' — GRADING FOR PARADISE HEIGHTS HLD LLC — may be used to guide proper review construction, and inspection — see also plan review comment V. c. Provide on the plans a detail, and a reference to it, for the minimum required construction of the `CONCRETE RETAINING WALL' located along the east, south, and west portion of the lot — see also plan review comment `5.b'. d. Identify on the plans the purpose of the two 20 foot wide, 60 feet long elements located in/below the driveway along the south and west portion of the lot. ROAD & DRAINAGE PLAN - Indicate on the plans the top of the north -descending steep slope with a gradient in excess of 40 percent referenced in the geotechnical report prepared by Samuel E. Provide on the plans a detail, and a reference to it, for the minimum required construction of the `RETAINING WALL' located along the east, south, and west portion of the lot. The design must be supported by structural calculation prepared by an engineer licensed in the State of Washington. Page 2 of 3 6. Section 1 — KEYSTONE BLOCK WALL — Clarify on the plans the provided information regarding the details for the construction of the `KEYSTONE BLOCK WALLS'. It does not indicate the minimum 18 inch deep backfill of free -draining material placed along the height of the wall as specified on page 13 of the geotechnical report prepared by Samuel E. Suruda, G.I.T., for Earth Solutions NW, LLC — ES-5839 — dated March 5, 2018. The required minimum `GRID DEPTH' must also be specified on the plans to guide proper construction and inspection. The unique and specific nature of the work necessary to complete your project requires special inspection per IBC 1704. A City of Edmonds `Special Inspection and Testing Agreement' for work specified in the geotechnical engineering /infiltration reports will need to be completed and returned prior to permit issuance.
