Project: Peoples Bank mechanical equipment
Scope: Install split system heat pumps/fan coils and ERV unit— mechanical
ventilation/ductwork, plumbing, fire sprinkler, fire alarm, etc. under separate permits
Please be advised that the building plans for the above referenced project have been disapproved
for the purposes of obtaining a building permit. During a review of the plans by the Building
Division for compliance with the applicable building codes, it was found that the following
information, clarifications, or changes are needed. Reviews by other divisions, such as Planning,
Engineering, or Fire, may result in additional comments that require attention beyond the scope of
this letter.
A complete review cannot be performed until the revised plans/documents, including a
written response in itemized letter format indicating where the `clouded' or otherwise
highlighted changes can be found on the revised plans, have been submitted to a Permit
Coordinator. Only those sheets specifically referenced as follows need to be resubmitted.
Resubmittals must be made at the Development Services Department on the 2nd Floor of City Hall.
Permit Center hours are M, T, Th, & F from 8am-4:30pm and from 8:30am-12pm on Wednesdays.
On sheet M-2 — EQUIPMENT SCHEDULES:
HEAT PUMP CONDENSING UNIT SCHEDULE - Clarify on the plans the selected
make/model of each of the units. They do not exceed the minimum efficiency requirements
listed in the corresponding Washington State Energy Code (WSEC) table by 15 percent per
the WSEC `Additional Efficiency Package Options' — Option 1 — selected under permit
BLD2018-1089.
2. FAN COIL UNIT SCHEDULE
a. Indicate on the plans the required controls that prevent the operation above 40°F of
each of the heat pump supplemental heaters per WSEC C403.2.4.1.1.
b. Indicate on the plans the proposed operating hours of the tenant space for verification
of the off -hour control settings per WSEC C403.2.4.2.
c. Indicate on the plans the required installation of an economizer for each of the units
per WSEC C403.3. An alternative is to provide load calculations verifying that the
year-round cooling loads from lights and equipment are less than 5 watts per square
foot per C403.3, Exception 1.
3. BUILDING OUTSIDE AIR CALCULATIONS
a. Clarify on the plans the calculated number of occupants in the following spaces:
• `105' — Conference
• `122' — Teller Work Room
They do not appear to reflect that determined using International Mechanical Code
(IMC) Table 403.3.1.1. While that indicated for space `122' results in the provision
of outside air in excess of that required, the amount for space `105' does not comply
with IMC 403.3.1.1.
b. Clarify on the plans the indicated `Total OSA Req'd' for each of the following
spaces required to be provided with outside air:
• `105' — Conference
• `106'
— Office
• `107'
— Office
• `108'
— Office
• `109'
— Office
• `110'
— Office
• `111'
— Office
• ` 113' — Quiet Room
• `121' — Shredder Room
• ` 122' — Teller Work Room
• ` 123' — Office
While that indicated for space ` 122' results in the provision of outside air in excess
of that required, the amount for the remaining spaces does not comply with IMC
403.3.1.1.
c. Clarify on the plans the provision of information regarding `Room ID — CONF 113'
There does not appear to be a corresponding space represented on sheet `M-3' —
FIRST FLOOR PLAN — HVAC.
d. Clarify on the plans the indicated area of space `113' — Quiet Room. It appears to
include the closet within the space.
e. Clarify on the plans the provision of mechanical ventilation in space ` 114' — Lunch
Room. Areas potentially producing objectionable odors are typically isolated from
the system to avoid their distribution to adjacent areas. Kitchenettes that only
contain a microwave oven are not required to have mechanical exhaust per IMC
Table 403.3.1.1, footnote V.
f. Update the indicated `TOTAL BLDG OSA' as required in the responses to plan
review comments `3.a' through `3.e'.

4. HVAC SYSTEM HEATING AND COOLING LOADS SUMMARY - On each of the
proposed systems (Perimeter Systems # 1 and #2 and Interior Systems # 1 and #2)
a. Air System — Clarify on the plans the indicated information regarding `Outside Air'.
There does not appear to a representation of components or other means of providing
outside air beyond that via the installation of the energy recovery ventilator.
b. SYSTEM LOAD — Ventilation - Clarify on the plans the indicated information
regarding outside air.
c. HVAC EQUIPMENT SELECTION
i. Clarify on the plans the difference in the equipment indicated on the
summary and of that listed in the `HEAT PUMP CONDENSING UNIT
SCHEDULE'.
ii. Clarify on the plans the difference in the indicated `Supplemental Electric'
heating to be installed and of that noted in the provided product
specifications.
d. HEATING SYSTEM PSYCHROMETRICS — Clarify on the plans the indicated
`Outdoor Design Temp Heating' value in 'F. It does not appear to correspond with
that specified for Edmonds in WSEC Appendix C, Table C-1.
e. Indicate on the plans that the output capacities of the heating and cooling equipment
are no greater than the smallest available equipment size that exceeds the calculated
loads per WSEC C403.2.2.
On sheet M-3 — HVAC FLOOR PLAN:
FIRST FLOOR PLAN HVAC
a. Represent on the plans the extent of area, or zone, to be served by each of the
systems. Of particular concern are the following:
• The method of providing the minimum ventilation rates for each of the
applicable spaces as required per IMC Table 403.3.1.1.
• The provision of outside air as the first stage of cooling per WSEC
C403.2.4.1.
• Not allowing simultaneous heating and cooling in zones served by more than
one system per WSEC C403.2.4.1, with the noted exceptions.
b. Beyond that suggested by the plan note, specifically indicate on the plans that the
ductwork serving each of the spaces, the required mechanical exhaust, the specific
locations of the thermostatic controls, and other elements required by the applicable
codes are to be installed under a separate permit.
