The Applicant has also addressed each of the ADB's conditions as noted below [the approval motion and conditions from the meeting minutes of the November 6, 2013 ADB are included below (in caps)]: BOARD MEMBER SCHAEFER MOVED THAT THE ARCHITECTURAL DESIGN BOARD ADOPT THE FINDINGS, CONCLUSIONS AND ANALYSIS OF THE STAFF REPORT; FIND THAT THE PROPOSAL IS CONSISTENT WITH THE ZONING ORDINANCE, THE DESIGN OBJECTIVES OF THE COMPREHENSIVE PLAN, THE DESIGN CRITERIA IDENTIFIED DURING PHASE 1 OF THE PUBLIC HEARING, AND THE DESIGN STANDARDS OF ECDC 22.43; AND APPROVE THE PROPOSAL WITH THE FOLLOWING CONDITIONS: 1. THE PAD MOUNTED SWITCH CONNECTION AT THE NORTHEAST CORNER OF THE SITE SHOWN ON EXHIBIT 3g SHALL BE SCREENED OR CAMOUFLAGED TO REDUCE ITS VISUAL IMPACT AT THE STREET LEVEL. According to the PUD, the pad mounted transformer shown on Sheet A1.01 at the northeast corner of the site cannot be located elsewhere on the site nor can it be screened due to accessibility requirements. That being the case, a condition was added to the building permit requiring the applicant to work with PUD to camouflage it using color treatment, art or the like. Additional interest was added to the 6" wide cement board and window trims using varying widths and perimeter decorative framing adjacent to the cultured stone material as seen on Sheets A5.20 and A5.22. 3. THE CLIMBING VEGETATION AT THE SOUTHWEST CORNER OF THE BUILDING BY THE POST OFFICE LOADING AREA AND ON THE SECOND FLOOR TRELLIS ADJACENT TO 2ND AVENUE SHALL BE IDENTIFIED ON THE LANDSCAPING PLAN SUBMITTED WITH THE Boston ivy is shown at the southwest corner of the building on Sheet L2.01 while Virginia Creeper and Hybrid Trumpet Creeper will be used on the trellis (Sheet L2.02). 4. THE "CONCRETE LID OVER BASEMENT TRANSFORMER" SHOWN ON THE SITE PLAN (EXHIBIT 3b) SHALL BE ELIMINATED UNLESS IT IS SHOWN THAT IT IS INFEASIBLE TO INSTALL AND ACCESS THE TRANSFORMER IN ANY OTHER WAY. IF THE CONCRETE LID IS ELIMINATED FROM THE PROPOSAL, ADDITIONAL LANDSCAPED OPEN SPACE SHALL BE PROVIDED IN THAT LOCATION BY THE APPLICANT. The concrete lid was removed from the project design and that area will be landscaped as shown on Sheet L2.01. 5. A SEATING AREA ACCESSIBLE TO THE PUBLIC SHALL BE PROVIDED WITHIN THE REQUIRED OPEN SPACE AREA ADJACENT TO BELL STREET OR 2ND AVENUE. Seat walls are included with the design of the Bell Street entrance and three benches are also included within the required open space areas along Bell and 2nd as shown on Sheet 1-1.01. While 5.0% of the site is required to be dedicated to public open space according to ECDC 16.43.030.E, 5.93% is being provided (Sheet A1.01). 6. THE PARKING GARAGE DOORS SELECTED FOR THE BUILDING SHALL BE CONSTRUCTED USING MATERIALS AND COLORS CONSISTENT WITH THOSE USED THROUGHOUT THE PROJECT. The garage doors selected are shown on Sheet A10.01. Both doors are adjacent to brick material and the color chosen will be complementary with the brick palette. A condition was added to the building permit to this effect. 7. STREET TREES ARE REQUIRED CONSISTENT WITH THE CITY STREET TREE PLAN. SPACING AND VARIETY WILL BE SPECIFIED DURING THE BUILDING PERMIT REVIEW PHASE. The street trees, spacing and tree pits shown on Sheets L2.01 and L2.03 are consistent with the City's Street Tree Plan. 8. THE ENGINEERING DIVISION HAS REVIEWED AND APPROVED THE TRAFFIC IMPACT ANALYSIS. THE TRAFFIC IMPACT FEES WILL BE ASSESSED DURING THE BUILDING PERMIT REVIEW PHASE. The Engineering Division assessed traffic impact fees in accordance with code in the amount of $33,392.08. 9. COMPLIANCE WITH ENGINEERING CODES AND CONSTRUCTION STANDARDS WILL BE REVIEWED WITH THE BUILDING PERMIT APPLICATION FOR DEVELOPMENT OF THE SITE. THE APPLICANT IS ENCOURAGED, WHEREVER FEASIBLE, TO INCORPORATE LOW IMPACT DEVELOPMENT TECHNIQUES INTO THE PROJECT DESIGN. Various LID techniques such as permeable pavement, bioretention cells and the like were considered and reviewed by the applicant but were found infeasible due to poorly draining soils, the proximity of the basement, and the lack of sufficient open space for dispersion BMPs. The Engineering Division has reviewed the application and their approval of the permit indicates the project meets applicable codes. 10. IF IT IS FOUND THAT POST OFFICE REGULATIONS REQUIRE A FLAGPOLE BE ATTACHED TO THE BUILDING, THE DESIGN SHALL BE REVIEWED BY THE ARCHITECTURAL DESIGN BOARD. The US Postal Service did not require the flagpole to be attached to the building. The flagpole will be located within the sidewalk area near the Post Office entrance on 2nd Ave. N about half way between Main and Bell Streets (Sheet A1.01). 11. THE APPLICANT MUST APPLY FOR AND OBTAIN ALL NECESSARY PERMITS. THIS APPLICATION IS SUBJECT TO THE REQUIREMENTS IN THE EDMONDS COMMUNITY DEVELOPMENT CODE. IT IS UP TO THE APPLICANT TO ENSURE COMPLIANCE WITH THE VARIOUS PROVISIONS CONTAINED IN THESE ORDINANCES. The applicant has applied for the main building permit (BLD20140074). Other deferred submittals may be necessary for related portions of the project including the removal of a portion of the existing post office loading area (BLD20140430), guard and hand railings, mechanical equipment, signage, and the like. BOARD MEMBER BOROFKA SECONDED THE MOTION. THE MOTION CARRIED UNANIMOUSLY. The project is subject to various building, engineering and planning inspections throughout the project to ensure compliance with issued permits.
