Dear Susan:
At your request, Raedeke Associates, Inc. staff visited the Little Edmonds Property in
Edmonds Washington on October 27, 2011, along with representatives of the City of
Edmonds and the Washington Department of Fish and Wildlife. The purpose of the site
visit was to identify environmentally critical areas and collect data for preparation of a
Critical Areas Report (City of Edmonds 2011 a) suitable for submittal to the City of
Edmonds. Our investigation is in response to the October 6, 2011 letter from the City of
Edmonds regarding the permitting requirements associated with unauthorized work in the
stream at 806 Dayton Street.
The Little Edmonds property is a single-family residence on an approximately 8,200
square foot lot located at the southeast corner of Dayton Street and 81h Avenue South in
the City of Edmonds Washington (Figure 1). Dayton Street forms the northern property
boundary, 8th Avenue South forms the western boundary of the property. Single-family
residences are found along the southern and eastern property boundaries.
ExISTING CONDITIONS
During the field investigation on October 27, 2011, I observed a single watercourse on
the property. The watercourse conveys water from the southeastern portion of the
property to a drop structure located along the southern property boundary, approximately
half -way along the site boundary. Water enters the Little Edmonds property from the
east via a cascade down a retaining wall located on the eastern property boundary. The
watercourse had previously been piped from the base of a retaining wall along the eastern
property boundary to the drop structure. Water enters a pipe in the existing drop structure
and is conveyed westward below 8th Avenue South. The water was conveyed to the drop
structure via a temporary pipe during my October 27, 2011 site visit. The City of
Edmonds has visited the site and has determined that a State Environmental Policy Act
(SEPA) checklist must be completed for the work in the onsite stream (Edmonds 2011b).

The watercourse is identified by the Washington Department of Fish and Wildlife
(WDFW) as a non -fish bearing tributary to Shelleberger Creek (WRIA 08.0010) (WDFW
2011) and is considered to be a water of the state. Work in the stream will require a
Hydraulic Project Approval (HPA) from the WDFW.
The property contains no evidence of wetlands or habitat for endangered, threatened,
sensitive species, or other priority species. I saw no hawks, eagles, great blue herons, or
other priority species on the site, or in the project vicinity during the field investigation.
The property is maintained as a single-family residence with landscaping (Figure 1).
PROPOSED STREAM RESTORATION
The property owner, Ms. Susan Little proposes to remove the stream from the current
piped condition between the eastern property boundary and the existing drop structure
and construct an open channel in the southeastern portion of her property (Figure 2).
PROPOSED PLAN
The open channel will be approximately 8 feet wide at top of bank and carry water
westward from the base of the existing retaining wall approximately 37 feet to the
existing piped outlet. The channel will meander along a 4 foot wide zone and the bottom
of the channel will be approximately 2 feet below the existing ground surface. The
channel bottom will be a combination of native soils and imported gravel in order to
replicate a natural stream feature. Material excavated to create the stream channel will
placed along the northern side of the channel to form a berm, preventing water from
flowing toward the existing house on the property. The berm will be approximately 7
feet wide at its base and will be planted with a mix of native shrubs and ferms intended to
mimic a natural riparian zone. The planted bern will serve to provide a buffer between
the existing residence and the stream channel. Species proposed (Figure 3) are all native
plants typically found along streams in the Pacific Northwest. The plan includes a 4 -
foot -diameter concrete pipe section around the existing outfall in order to provide a stable
and contained area around the existing outfall pipe.
SITE PROTECTION MEASURES
We recommend that the proposed work be conducted during the summer low flow period
for the stream in order to minimize potential downstream impacts from construction.
During construction of the restored stream channel, stream flow should be maintained in
the temporary pipe from the base of the retaining wall to the existing drop structure in
order to maintain a relatively dry work area. We also recommend that the contractor
responsible for the implementation of the restoration plan install and maintain temporary
and permanent soil erosion control measures during and after construction, consistent
with best management practices, as required by the City of Edmonds, to limit the
potential for sediment deposition or erosion in the stream.

MONITORING AND PERFORMANCE STANDARDS
After the stream restoration work is completed and the buffer berm planted, annual site
inspections should occur to assess the success of the plan. For the first three years after
construction is complete, site checks should occur to see that the new stream channel is
not eroding and that the planted vegetation is surviving.
Success of the plan will be determined by the stream flowing relatively free of turbidity
in its channel and no significant down -cutting of the channel. Survival of a minimum of
80% of the planted species shall also be considered a success.
LIMITATIONS
We have prepared this report for the exclusive use of Ms. Susan Little and her
consultants. No other person or agency may rely upon the information, analysis, or
conclusions contained herein without permission from Ms. Susan Little.
The determination of ecological system classifications, functions, values, and boundaries
is an inexact science, and different individuals and agencies may reach different
conclusions. With regard to wetlands, the final determination of their boundaries for
regulatory purposes is the responsibility of the various agencies that regulate
development activities in wetlands. We cannot guarantee the outcome of such
determinations. Therefore, the conclusions of this report should be reviewed by the
appropriate regulatory agencies.
We warrant that the work performed conforms to standards generally accepted in our
field, and prepared substantially in accordance with then -current technical guidelines and
criteria. The conclusions of this report represent the results of our analysis of the
information provided by the project proponent and their consultants, together with
information gathered in the course of the study. No other warranty, expressed or implied,
is made.
