Calais Civil Repairs & Site Dewatering from Eng.pdfTo: Jeannine Graf, Bldg Official, Ann Bullis Assistant Bldg Official Date: July 27, 2007 City of Edmonds, Building Division From: Mark Heinzig, PE Heinzig Enterprises, Inc. 16909 3d Ave SE, Mill Creek WA 98012 CC: Monte Clouston, Property Owner, Bend, Or JUL 3 0 2001 Project: Calais Apartment,1115 4h Ave S Edmonds, WA BUILDING I)EPARTM Re: Civil Site Repairs & Temporary Dewatering for SDMONDENTg Circa 2007 Calais Apartment Seismic Upgrade/Foundation Repairs Ref Plans: PE stamped, Permit Approved Calais Temporary Dewater Plans, Dated 4116107 Ref Plans: PE stamped, Permit Approved Calais Seismic Rehab Drawings, Dated 5/8107 Rehab Repairs by: Monte Clouston, et al (Property Owner & Builder, his subcontractors & workers) As E.O.R. for the Calais Apartment Seismic Rehab of 2007, and associated foundation repairs, I am writing this engineer letter to inform the City of Edmonds (Bldg Dept & Public Works Dept) that Monte Clouston (Owner/Contractor) has satisfactorily: • completed the Temporary Dewatering for the Circa 2007 Calais Apartment Seismic/Found Repairs • repaired the (E) onsite storm drainage pipe damaged during install of the Temporary Dewatering System_ • repaired the (E) onsite water supply pipe damaged during install of the Temporary Dewatering System. • repaired the (E) onsite sewer pipe damaged during install of the Temporary Dewatering System. • repaired the (E) onsite driveway payment cut/replaced during install of the Temporary Dewatering System. It is my understanding the circa 2007 Calais Apartment civil & structural upgrades was undertaken by the Owner as a prelude to a rental -to -condo conversion, and this letter & completed repairs may help satisfy both the City of Edmonds & WA State Housing Bill, EHB 1848. During construction, I performed periodic civil site observation (site visits) at intervals appropriate to the stage of construction, to observe the progress and quality of work completed by the Owner/Contractor. I found the install of the temporary dewatering system & repairs to the existing utilities to be in general conformance with the design intent of the PE stamped, permit approved drawings referenced above, and PE stamped post -permit, engineer field repair details. Finally, while all circa 2007 onsite civil infrastructure repairs that I field observed were performed by the Owner/Contractor in general conformance with design intent of the above referenced, permit approved pians & field details, I am not providing any direct or implied construction warranty on the recent utilities repairs. Further, I am not responsible for any acts or omission of the Owner, Contractor or subcontractor providing any portion of the circa. 2006 — 2007 repairs.
