As E.O.R. for the Calais Apartment Seismic Rehab of 2007, and associated foundation repairs, I am writing this
engineer letter to inform the City of Edmonds that Monte Clouston (Owner/Contractor) has completed the voluntary,
partial seismic upgrade' & associated foundation repairs for the Calais Carport in general conformance with the
design intent of the PE stamped, permit approved Calais Seismic Rehab Drawings, dated 5/8/07 & (construction
phase) E.O.R. field repair details, both prepared by Mark Heinzig, Heinzig Enterprises, Inc. It is my understanding
the circa 2007 structural upgrade was undertaken by the Owner as a prelude to a rental -to -condo conversion, and this
tetter & completed structural repairs should satisfy the structural requirements in WA State Housing Bill, EBB 1848.
During the circa 2007 Calais seismic/foundation repairs, I performed site visits at intervals appropriate to the stage of
construction, to observe the progress and quality of work completed by the Owner/Contractor. Altogether, I visited
the site (40+) times, took (300+) photographs, and prepared PE stamped, post -permit, engineered field repair details.
Approx (1/4) of my field visits were structural observation, (1/2) were periodic structural inspection & (1/4) involved
preparing structural field repair details, to address unforeseen (concealed) structural weak -links or suspected `as -built'
framing conditions. However, I did not supervise, direct or have control over the Contractor's work, nor have any
responsibility for the Contractor's construction means/methods, nor his quality of workmanship. While both the
project Geo -Engineer (Bob Pride, PE) & I have already submitted special inspection reports to the City of Edmonds
on this project, I am currently preparing post -permit `as -built' drawings of the repaired foundations (underpinned by
helical anchors), and some outstanding PE stamped post -permit, field repair details. These materials will be forwarded
to your office when the project is completed, which is anticipated on July 31, 2007 or the I" week of August, 2007.
In summary, while it is my opinion that the circa 2007 Calais Apartment structural repairs (that I field observed &
inspected) were performed by the Owner/Contractor in general conformance with the design intent of the permit
approved engineering plans, I am not responsible for any acts or omission of the Owner/contractor or subcontractor
providing any portion of work on this building. Furthermore, I am not providing any direct or implied construction
warranty on this project. Finally, while I am confident my (permit approved) engineering design meets relevant code
requirements, I am not responsible for, nor providing any guarantee on the condition (or expected future structural
performance) of the existing building's concealed structural elements/systems that were hi. j�ed/installe
by others, remained concealed, or beyond my scope of engineering services on this pro' 5 WAS,r,`. rVs

City of Edmond's Building Official, Jeannine L. Graf (conditionally) approved an owner proposed voluntary, partial scismi7ZZ;7"t FCdi, Apartments
for Alternative Design Criteria, Construction methods & Inspection pursuant to IBC 2003 Section 104.10 (Modifications) & Section 104.11 (Alterations). The
limited scope, voluntary, seismic assessment & seismic rehab of the Calais Apartment was based on a combination of UBC/ASCE 31-03 (Tier 1) seismic
assessment criteria, and 1982 UBC/IBC 2003 seismic design criteria) The City's conditional approval was contingent on the owner's design & construction
implementation of the March 14, 2047 Alternative Design Submittal (by Mark Heinzig, PE) with additional conditions, exceptions & clarifications in Jeannine
Graf s March 28, 2007 approval letter to Mark Heinzig, PE, and by reference therein, implementation of plan review comments by Ann Bullis, Assistant Building
Official, and applicable advisory recommendations by 3`d party plan review consultant/engineer, Jerry Barbera, PE, (Construction Codes Consultant). These
requirements were implemented/outlined in the PE stamped, Permit Approved Calais Seismic Rehab Drawings, Dated 5/8/07 & PE stamped Field Repair Details.
