Erosion Hazard. Project is within erosion hazard area. Applicant must prepare an erosion and
sediment control plan in compliance with ECDC 18.30.
Critical Area Report Required. The proposed project is within a critical area and/or a critical area
buffer and a critical area report is required. A critical area report has been submitted and evaluated
for compliance with the following criteria pursuant to ECDC 23.40,160:
The proposal minimizes the impact on critical areas in accordance with ECDC 23.40� 120,
Mitigation sequencing;
The proposal does not pose an unreasonable threat to the public health, safety, or welfare
on or off the development proposal site;
The proposal is consistent with the general purposes of this title and the public interest;
Any alterations permitted to the critical area are mitigated in accordance with ECDC
23,40.110, Mitigation requirements.
The proposal protects the critical area ftinctions and values consistent with the best
available science and results in no net loss of critical functions and values; and
6. _,L_ The proposal is consistent with other applicable regulations and standards.

mitigate its impacts on critical areas and/or does not comply with the criteria in ECDC 23.40, t60 and

Favorable Critical Area Decision. The proposed project as described above and as shown on the
attached site plan meets or is exempt from the criteria in ECDC 23.40.160, Review Criteria, and
complies with the applicable provisions of the City of Edmonds critical area regulations. Any
subsequent changes to the proposal shall void this decision pending re -review of the proposal.
Conditions. Critical Area specific condition(s) have been applied to the permit number referenced
above. See referenced permit number for specific condition(s).

This letter summarizes the geotechnical critical area review completed bvZipper Geo Associates, LLC
(DSA) for eproposed chain link fence at113O2»^Avenue South. Our services have been provided in
general accordance with our proposal P14232 dated March 20, 2013. This letter isan instrument of
service and the conclusions presented herein are in respect to the subject property and have been
prepared in accordance with generally accepted geotechnical engineering consulting practice.
We understand you are proposing to construct a new fence generally following the outline of your
lawn in both the front and back of an existing single-family home located at 1130 2 nd Avenue South in
Edmonds Washington. 4portion ofthe fence along the south property boundary iuproposed asa5
foot tall cedar privacy fence, The cedar fence will be installed with posts at 8feat on center. The
posts will beset in2foot deep, 8inch diameter holes filled with concrete. The post foundation holes
for the cedar fence will be excavated using a posiho|e digger. The remaining portion of -the fence is
proposed as a 5 foot tall chain link fence. Posts for the chain link fence will be installed in two -foot
deep holes excavated using a two-man power auger.
Portions of both the cedar and chain link fences will be installed within the buffer area of Landslide
Geologically Hazardous area as defined by the City of Edmonds. The city requires a geotechnical
report for development within the buffer area of a Geologically Hazardous Area. The purpose of this
let -ter istofulfill that requirement. The proposed location ofthe fence is shown on the attached
Figure 1, Site Sketch.

The project site consists of a developed residential property located at 1130 2"d Avenue South in
Edmonds, Washington. The property is currently developed with a single-family home. East of the
existing house, the ground surface on the property generally slopes gently downward to the west
from 2nd Avenue South. West of the house, surface conditions generally consist of a grass lawn that
slopes gently downward to the west extending to about 27 feet west of the existing house. West of
the lawn, surface conditions consist of a landscape area the slopes down to the west at about 4H:1V
for roughly 11 feet to the top of a steep slope located above Willows Creek. From the edge of the
landscape area, the ground surface generally slopes steeply down to the banks of Willows Creek at
about 2HAV with some locally steeper areas. Total vertical relief of the 2H:1V slope is estimated to
be about 20 feet. Vegetation on the steep slope generally consisted of scattered cedar trees to about
12 inches in diameter and one large deciduous tree with a three foot trunk diameter. Ground cover
on the steep slope generally consisted of forest duff.
The 2H:1V slope qualifies as a Landslide Hazard Area as defined by the City of Edmonds. During out
site visit, we did not observe any indications of instability on the slope above Willows Creek such as
erosion, bare soil scarps, or hummocky topography.

In order to evaluate subsurface conditions in the vicinity of the proposed fence and steep slope, we
completed two shallow geotechnical test borings using hand tools. Boring B-1 was completed at the
top of the steep slope. Soil conditions observed in boring B-1 generally consisted of about four
inches of topsoil underlain by loose to medium dense, fine to medium sand with some silt and gravel
extending to about 1.5 feet below grade. Soils encountered below 1.5 feet generally consisted of
medium dense to dense, gravelly sand with some silt to the completion depth of about 2.5 feet
where practical digging refusal with the hand tools was encountered.
Boring B-2 was completed at the edge of the lawn area along the proposed fence alignment. Soil
conditions observed in boring B-2 generally consisted of three feet of loose, silty, fine sand with some
gravel. From three to four feet, soils encountered generally consisted of medium dense to dense,
silty fine sand with some gravel. Practical digging refusal with the hand tools was encountered at
four feet.

At its closest point, the proposed chain link fence will be located at the crest of the steep slope that
descends down to Willows Creek. Installation of the fence will create limited ground disturbance
consisting of small diameter holes excavated with a hand -operated power auger or posthole digger.
The fence will not alter the natural contour of the slope nor vegetation on the slope. It is our opinion
that the fence will not increase surface water discharge or sedimentation to adjacent properties
beyond pre -developed conditions; decrease slope stability on adjacent properties; and will not
adversely impact other critical areas.
